Despite international obligations, like those contained in the UN Convention on the Rights of the Child, to protect the privacy of young people in conflict with the law jurisdictions like the Northern Territory (NT) continue to flout such provisions by placing few restrictions on media reporting of criminal cases involving juveniles. Amidst political clamours for ever more punitive measures to deal with youth crime other jurisdictions now seem bent upon following the NT's approach. A notable and largely unnoticed exception to this trend is to be found in New South Wales where in a recent inquiry, conducted by the NSW Legislative Council's Law and Justice Standing Committee, it has been recommended that not only should the privacy protections afforded young people be maintained but uniform laws should be introduced on this subject. It does not report the totality of the findings from these studies but instead focuses on the contributions these studies can make to a National Alcohol Strategy, especially where young people and the potential for violence are concerned. It includes some policy development suggestions that arise from the data and concludes with principles that might be incorporated in such a national approach, particularly with respect to crime prevention strategies.

This corpus of academic work has relevance for the widespread public concern about the anonymity of the Internet with respect to children who may be contacted by sex offenders. The present paper reports findings from a deception condition study where pairs of subjects engaged in computer-mediated interaction and were asked to evaluate the age and sex of their interlocutors. They were generally successful at this and tended to base their decisions on the content of the conversation. It demonstrates that individuals, despite the anonymity theoretically offered by the Internet, can discern the age and sex of those they are conversing with online, which has implications for police training and practice when engaged in online covert operations.
