A question for my American friends:

What's it called when a US town votes to do something with (I think) its city limits or city status where they change the status of the town? I think they do it to protect areas, so a wealthy area will vote on something to protect it from the neighbouring rougher areas.

It came up this evening and for the life of me I can't think what its called and it is bugging me.

Edit: It may have something to do with a town turning into a city so it gains city rights such as having a mayor and a sheriff

A while back a guy who works in another building at the the university spent a week sharing my office for some long forgotten reason. The telephone went and it was for him. All well and good you might think, but noone knew where he would be working and so noone had a contact number for him. It turned out his office telephone number was the same as mine with the exception that two digits were switched around. The person dialling him had pressed the buttons in the incorrect order and by chance had got through to him in my office. How strange is that?
