This study investigates how the impact made on stock market integration by macroeconomic determin... more This study investigates how the impact made on stock market integration by macroeconomic determinants such as various measures of convergence and financial volatility, as well as crisis episodes, varies over the period 1935-2015. We gauge how the level of integration between the UK and US stock markets changes across three monetary regimes during this period: pre-Bretton Woods (BW), the BW fixed exchange rate, and the post-BW flexible rates. Our empirical results suggest that integration was strongest under the post-BW regime and weakest under the BW regime. We further demonstrate that stock market integration between the two markets has been driven largely by macroeconomic convergence and financial volatility as well as by crises, especially since the demise of the BW system.

Strategic management research in increasingly concerned with understanding processes of network g... more Strategic management research in increasingly concerned with understanding processes of network governance in which mechanisms for building partnerships among a number of public agencies and non-governmental organizations are more important than ever. Drawing examples from Canada, the paper analyzes the nature of inter-jurisdictional and inter-organizational cooperation in complex and dynamic environments, and their implications for the strategic pursuit of organizational goals. The premise of the discussion is that public managers often pursue organizational goals in the context of external environmental systems characterized by complexity and constant change. From this perspective, public agencies must often seek to maintain relatively stable alliances while anticipating and adapting to environmental change in the pursuit of their organizations' goals.

The article examines the mechanisms by which the Singaporean government legitimizes its intervent... more The article examines the mechanisms by which the Singaporean government legitimizes its interventionist governance of the country’s economy — specifically, private sector development. The discussion uses qualitative research methods consisting of archival research and in-depth interviews to look at the properties of governance that characterize the relationship between the State and the market, particularly organized business and labour, as integral stakeholders in the process of economic policy formulation and implementation. Moreover, attention is paid to understanding the implications of changing institutional and political mechanics that surround the rather complex partnership between the public and private sectors.

Alongside globalization, there has also been a trend towards institutional decentralization in Canada and other industrialized countries as various sub-national regions employ disparate means for adapting to the threats and opportunities of global economic change. The implications of these transitions suggest the need for certain institutional capacities for horizontal collaboration in rural economic development between policy stakeholders as well as among agencies across various levels of government. The cases of New Brunswick and Manitoba over the past two decades illustrate some of the complexities and challenges of rural economic development policy governance as non-metropolitan regions struggle to carve their niche in the global economy.

As Singapore continues to move towards its recently articulated goal of becoming a knowledge-base... more As Singapore continues to move towards its recently articulated goal of becoming a knowledge-based economy and an industrial hub in the Asia Pacific region, certain issues in economic policy formulation and implementation are increasingly emerging. Singapore’s corporatist model of state-market partnership with predominantly multinational corporations (MNCs) is experiencing a gradual re-definition to include a greater role for local enterprises. Closely related to this is the fact that as a function of its economic success, the high costs of labor and other production inputs, relative to the country’s regional competitors, are necessitating a redefinition of the strategy and goals of state-market partnership, including tripartism, as instruments of pragmatic economic management. These recent phenomena are in turn having some impacts on the state’s capacity and legitimacy to continue its interventionist management of the Singapore economy.

Adminstrative reforms introduced in the late 1980s resuted in the creation of three regional development agencies to manage and deliver regional dvelopment policies in regions classified under Canada's official regional development policy as socioeconomically disadvantaged in relation to the rest of the country. Since the adminstrative reform two decades ago, regional development policy has undergone some noticeable changes. The implications of these transitions are examine, and the evidence suggests that policy implementation or program delivery tasks in complex intergovernmental systems are best viewed as strategic, and not merely operational.
