With the recent educational reforms in Mexico (i.e. Plan Nacional de Desarrollo 2001-2006, Reform... more With the recent educational reforms in Mexico (i.e. Plan Nacional de Desarrollo 2001-2006, Reforma Integral de la Educacion Basica, 2009 and, Plan de Estudios para la Educacion Basica, 2011) an emphasis has been made on promoting the learning of the English Language. This is due to the fact that English has been positioned as the language for international trades and communication as a result of diverse factors related to historical conditions (Fennell, 2001). In 2009, actions were taken in order to include English as a school subject in elementary education by officially incorporating the National English Program in Basic Education (NEPBE) into basic public education. Despite of the fact that the NEPBE is solidly grounded in theoretical aspects related to English Language Teaching (ELT), there are other non-academic aspects that seem to have been neglected for the successful implementation of the program. The influence of Neoliberalism on domestic policies has been well documented in the literature. B... more The influence of Neoliberalism on domestic policies has been well documented in the literature. Broadly speaking, there is evidence that many countries have adapted their policies to neoliberal principles which, among other aspects, require governments to promote 'the privatization of public services, the capitalization and commodification of humanity' (Kumar and Hill, 2009p. 1). In terms of language learning and teaching, 'there is little doubt that language is now treated as a skill that, in effect, can be bought and sold in job markets' (Block, 2018 p. 14). Under this scope, Block, Gray and Holborow (2014 p.1) suggest "one blind spot in the interdisciplinarism of applied linguistics has been political economy and in particular a detailed critique of neoliberalism as the ideology driving the practice of economics by governments and international organizations today. This article derives from a broader study which aims at analyzing a) the orientations, enactment and social/institutional practices of the ELT policies in Mexico under the light of neoliberal ideologies. Here, the analysis-and results-focus on the identification of the relationship of neoliberal ideology and Mexico's ELT policy. For the purposes of this delivery, the analysis consisted on the identification of the role that macro international organizations have played in shaping Mexico's domestic education policy over the past three decades. Developing from this, an identification and description of the specific public policies which have emanated from the macro-organizations' suggestions is also part of the analysis. Results confirm that there is a direct relationship between international recommendations and local policies. These results are discussed under the light of the political economy strand of research in linguistics.

This study is based on genre analysis with the purpose to analyze six research articles of medici... more This study is based on genre analysis with the purpose to analyze six research articles of medicine from journals in the field of medicine. This analysis aims to characterize the textual organization of medical texts. The analysis was performed on two levels. The first level of analysis was to identify the schematic structures or moves and their constituent elements. The second analysis was to identify the lexico-grammatical patterns of the medical texts. The analysis was based on Nwogu's (1991) study for moves and submoves; and Halliday and Hasan , the systemic functional linguistics approach for lexico-grammatical patterns. The purpose of the analysis of medical articles has a pedagogical perspective; it is in order to design authentic reading comprehension materials for doctors whose need is to develop the reading comprehension skills in the English language. The results obtained indicated that scientific medical articles are very structured and predictable.

In light of this context, the present study explores, from a qualitative approach, those non-academic aspects that might hinder the implementation of this program. In order to have a broader understanding of the phenomenon being researched, the participants of this project included the insights of five NEPBE teachers, two head teachers, a school principal and, the coordinator of a NEPBE training program. The data collection was carried out through informal conversations, semi-structured interviews and focus groups. The information gathered was transcribed, coded and, categorized in order to identify the most salient non-academic issues that negatively affect the implementation of the NEPBE. The results show that some of those non-academic factors are concerned with administrative issues, misconceptions around the nature of the NEPBE and a perceived reluctance to integrate the NEPBE. These findings suggest that the non-academic aspects play a crucial role in the implementation of the NEPBE and further research to find alternatives to solve these constraints is needed.
