The Formatter documentation says of upper-case conversions:

... the result is converted to upper case according to the rules of the
prevailing Locale.

The concept of a "prevailing" locale isn't defined in the Formatter
specs. I would presume "prevailing" means the one that is assocated with
the Formatter itself, but that doesn't seem to be the actual behavior.
