Quantitative research methodology was adopted using cross-sectional survey. Relevant data were collected from 103 librarians using questionnaire as an instrument for data collection and these were analyzed using descriptive statistics using frequency and percentages. The Findings from the study revealedthat the types of information services in their respective libraries should be provided using mobile phone technologies as well as the various mobile phone applications that should be deployed to provide such services, the librarians' responses were found to vary but majority (over 70%) of them chose almost all the services suggested in this research study. These services range from various alert and notification services, access to the libraries' databases and OPACs, book reserve services and interlibrary loans to specialized services such as SDI and CAS. All of these services have the potential to be provided through the small screens of mobile phones of users, as there is virtually no area of library service that could not be provided using mobile phones also the study reveals the challenges such as lack of technological knowhow to provide services, inadequate ICT equipment, hardware and software, lack of adequate telecommunication infrastructure, high cost of maintenance, problem with technology, lack of staff training and awareness, erratic power supply and poor internet connectivity. The study therefore recommends that the library management should be proactive in making a decision to adopt the use of mobile phone in information service provision. The study used qualitative research methodology and narrative research design to collect data from participants. The population of the study comprised of ten (10) participants purposely sampled from the five (5) federal University libraries in the zone. Focus group interview was the instrument used to collect data, which was analyzed using thematic qualitative data analysis method. The study concludes that various types of EIRs such e-resources include electronic databases, these/dissertation, manuscript, conference/seminars proceeding, e-books, e-journals among others were held and maintained by the university libraries under study. The research also found that the low level of EIRs is as a result of instability of power supply and slow speed network as a result of low bandwidth which affect the internet connectivity, lack of well trained personnel with knowledge in science of management of electronic, technological equipment, poor funding, lack of policy guideline, lack of user education and lack of continuous training. The study recommended that modern ICTs are required for the management of EIRs which will definitely enhance the effective and efficient accessibility and utilization. Also, qualified and competent personnel should serve as e-librarians with regular training and retraining in place for the staff to be able to provide effective and quality service to library users. University libraries are libraries attached to Universities and patronized by students, teachers, researchers and administrative staff of the universities. The study identified the types of staff records generated in the universities, types of facilities made available for the management of staff records, procedures used in managing the records, and the challenges associated with managing the records. The records life cycle model through its phases formed the theoretical foundation of the study. The research adopted cross sectional design of the survey kind, from quantitative research methodology. Data was collected through a questionnaire administered to registry personnel responsible with the management of staff records. The findings of the study indicated that the Federal Universities are generating various types of staff records ranging from personal/confidential, to benefits program records etc. The study established that the facilities available for managing the records were manually-based, equally the procedures used by records personnel in organizing, arranging and filing the staff records were manual, based on numerical arrangement according to staff identification number. The study revealed a lack of records management policy, training and carrier development program for registry staff, congestions arising from poor retention and disposition schedules and lack of modern ICT facilities as problem militating against staff records management. However the study recommends that there should be restructuring of staff records management systems, which should include implementing new policies in order to accommodate the changes brought about by technology. Dedicated budgets should be allocated to the registries. The budget is to make provision for registry supply and equipment especially modern ICT facilities and should sure that registry staff are provided with formal training to update their skills and competences on staff record management and modern technology.

Survey research design was used for the study. Population of 285 users sampled through the use of Krecjie and Morgam Table were used for this study with simple random sampling technique to administer the instrument of data collection which was a questionnaire. Data were analyzed using descriptive statistics of simple frequency and percentages. Findings from the study showed that very few users of the library were aware of the availability of Information Retrieval Tools, and they are using them to retrieve information resources. Inability of the library to provide adequate retrieval tools, as well as train users on how to use them were found to be some of the challenges users faced in locating information resources. The study concluded that there was inadequate awareness and availability of Information Retrieval Tools in the library. Out of which three hundred and eighty (380) students were used as the sample for the study. Data collected were analyzed using table, frequency and simple percentage. The study found that the library provide quite a number of electronic information resources in their off-line data bases which are relevant to the student needs. The study also revealed lack of awareness on the existence of off-line databases has resulted to inadequate access and use the off-line databases. Challenges such as inadequate funding, poor skills, poor power supply, inability to access the database remotely, and difficulty in logging in have hindered access and use among the students. It was recommended that: there should be adequate user orientation program, training, provision of access to login I.D and password, adequate infrastructural facilities as well as improved power supply.
