Purpose: This paper explored Everett Rogers (1973) perceived attributes in the understanding of use and non-use of IT in the Nigeria University sports system. According to Rogers’ (2003) the individual adopter or potential adopter perception of the attributes of innovation not the attributes as classified objectively by experts and change agent affect its rate of adoption; Rogers’ distilled the perceived attributes of innovation to include relative advantage, compatibility, trialability and observability. To achieve this purpose the paper answered five research questions based on the construct of the theory; Relative advantage, compatibility, complexibility, trialability and observability. Methods: survey research method was adopted and the populations were coaches, support staff and directors of sports from the (North west and north east) geo-political zones. A self developed structured questionnaire using open ended format of Likert five point scales was adopted. Results: Chi Square (X2) was used to answer the research questions raised, the result indicates that there is relationship and understanding between relative advantage, compatibility, complexibility, trialability and observability r=0.63, p=000; r=0.38, p=000; r=041, p=000; r=42, p=000; r=0.57,p=000 respectively, this shows that (IT) has not been adopted and where it is adopted and used it was not properly utilized in the sports system as a result of lack of awareness, acceptance and attitude which led to failure in management of sports and poor athletics performance at international competitions. Conclusion: Getting a new idea adopted, even when it has obvious advantage is difficult; many innovations require a lengthy period of many years from the time when they become available to the time when they are widely adopted; a common problem of non-use is attributable to non understanding of the relative advantage, compatibility, complexibility, observability and trialability of (IT)
