The global landscape of ideas and practice of development has been undergoing a seismic shift sin... more The global landscape of ideas and practice of development has been undergoing a seismic shift since time immemorial. Hence the growth of nations has a significant impact on the development discourse and policies. Global challenges such as extreme poverty, natural disasters, and increased inequality among others have led to the emergency of the welfarist approach to social policy and the transformative social policy as strategies to curb these problems. The welfarist social policy has short term effects, it is residual in nature as compared to transformational social policy which is more comprehensive, universal and sustainable only to mention a few. However, the two approaches to social policy might consist of different characteristics in the way they are devised, but they do consist of similar element as they both aim to enhance development and bring change. The below essay seeks to elaborate on the differences and similarity between the social welfare policy and transformative social policy.

Social workers are responsible for helping individuals, families, and groups of people to cope with problems they’re facing to improve their patients’ lives. However, it differs with fields of practice and the thrust of this write up is to highlight the involvement of social workers in management and administration of welfare organizations. Some of their roles are, formulating social policies and programs, linking people to resources, advocacy, guidance, planning, stimulation, organizing, coordinating and research. From a different point of view, it can be argued that, administration and management work hand in hand, it is of important to note that to understand management, it can be broken into five managerial functions, namely planning, organising, staffing, leading and controlling. In administration, social work plays a crucial role in allocating financial assistance, conflict resolutions and organising and managing public relations and welfare organisations.

By investing in people, we enable growth and empower people to pursue many different life paths, thus developing human capabilities. The most basic capabilities for human development are to lead long and healthy lives, be knowledgeable, that is ones needs to be educated, have access to resources and social services needed for a decent standard of living, and be able to participate in the life of the community. Thus the thrust of this write up is to highlight that to a larger extent human development theory promotes sustainable development in Zimbabwe for future generations considering its pillars accompanied by its merits. However, though to a lesser extent, one can say other theories also lead to sustainable development, theories like dependency theory, neo-liberal theory to mention a few.
