An international comparative analysis of studies relating to staffing issues in research centres ... more An international comparative analysis of studies relating to staffing issues in research centres within the post-communist countries is, in general terms, difficult to attempt. Such an analysis requires a knowledge of the wider social, political and economic contexts within which research is being conducted during the period of transformation together with an understanding of the historical specificities of these contexts across the different transitional societies of Central and Eastern Europe. In this respect, staffing changes in the research systems of different countries are assumed to depend essentially on two factors: understanding how radical the political and economic reforms in specific countries are, and understanding how deep the economic depression has gone within specific countries as a consequence of implementing reforms.

It is possible to identify an impor tant role of intermediaries in research, development, and innova tion activities. Th e intermediation aims at optimizing supply of scientifi c and technological services, with demand of RTDI companies and organizations or any other actors using or interested in using these services, e.g. national or regional stakeholders. S & T intermediary is defi ned as a public, private, or public/private (non-profi t) institution with a mission of optimizing interface between supply of scientifi c and technological services and demand of an enterprise, groups of enterprises, or any insti tution in this respect. Universities, research centers, private com panies, or technology transfer centers can play a role of S&T in termediary.

The radical changes in the 1990s, including the more or less steep decrease in its financing, ini... more The radical changes in the 1990s, including the more or less steep decrease in its financing, initiated major reforms of the Czech Academy of Sciences (CAS). The differences between the CAS and the other R&D sectors consisted in the extent of financial threats posed to them and in coping strategies, personnel reductions, forms of institutional transformation, support of basic and applied research, engagement of business and enterprise sector in research activities, and new patterns of international collaboration in research. The transition process involves more stages; its developments up to now have resulted not only in institutional changes, plurality of financial sources, new methodology and procedures of science assessment, but also in the contemporary goal-directed programme "Strategy CAS21-Top Research in the Public Interest." This new concept addresses ideas of what are called "Responsible Research and Innovation" and "Science for Society."

The stage into which the world economy has recently entered is marked by a dual and profound tran... more The stage into which the world economy has recently entered is marked by a dual and profound transformation. First: under the impact of a considerably liberalized international market, national and local economies are fast changing into a global economy. Secondly, the importance of each country’s traditional production factors has been sharply declining; on the contrary, an ever greater role is being played by each country’s economic capacity to produce technological innovations, an ability which is based, on the one hand, on the upswing of free enterprise, and on the production and utilization of knowledge, on the other. Knowledge is thus becoming a vital instrument in concentrating practical activities When tackling major social issues and environmental challenges.

The end of the Cold War and the subsequent relaxation of the political barriers between the East ... more The end of the Cold War and the subsequent relaxation of the political barriers between the East and the West has ushered in a period of transformation in the countries of Eastern Europe. As part of the process of transforming the Czech Republic into a free market economy, a series of structural and other reforms have been introduced into the system of higher education. This paper provides an account of this process based on an empirical study comprising some 50 case studies of research institutions ranging from non-university and university research to the enterprise based research sector. The paper maintains that the process of transformation has been relatively smooth and that the Czech research community has for the most part benefited from the changes introduced both in terms of increased cooperation at the international level and competition at the national level.

Fundamentally, the instruments include surveys/questionnaires, semistructured interviews, focus groups as well as analyses of institutional sources. Observational studies have been ruled out for the purposes of the PLACES project. Aside from their advantages in social science, their use in the project was unfeasible due to the extensive nature of the project (the large number of case studies and participating countries). Once a consensus is reached for the design of the operational schema, instruments, and concrete questions, specific cases to be studied will be selected. One or more instruments will then be selected for each case. Case studies in the PLACES project aim to sow the seed for the study of the social impact of SCIPs at the local/regional level. It is our hope that this work will go on to gain more depth in the future as a result of further research and case studies. We encourage other researchers (including those pertaining to universities and research centres as well as the very staff members of the organisations responsible for the SCIPs) to use this toolkit partially or in full, selecting and adapting its elements for their particular needs.

Experts from eight countries – Austria, the Czech Republic, Denmark, Hungary, the Netherlands, Poland, Slovakia and the United Kingdom – joined forces to look for efficient innovation and research policy practices in eight regions of the European Union.
The study was compiled as a part of EU project ProAct (“Practical Regional Research and Innovatio... more The study was compiled as a part of EU project ProAct (“Practical Regional Research and Innovation Policy in Action – the Efficient Tools for Regional Catching-up in New Member States” (Regions of Knowledge – FP6). The regional practices of innovation policy in eight EU member states are presented in case studi es, elaborated for one region in each country with South Moravia representing the Czech Republic. South Moravian innovation policy is analyzed in three fundamental dimensions: strategy formation, policy deployment, and practices at the programme level. Th ese are the constituent elements of the process that was defi ned by the ProAct consortium as so called “ProAct policy learning cycle”. The benchmark methodology (The ProAct Benchmarking Framework) was applied in the case studies to explore good practices in regional innovation and research policy. In the study, the role of South Moravian Innovation Centre (JIC–Jihomoravske inovacni centrum) is highlighted.
