In 1990, the average incidence of poverty and extreme poverty in Latin America was 48.3 per cent ... more In 1990, the average incidence of poverty and extreme poverty in Latin America was 48.3 per cent and 22.5 per cent respectively. The slow economic expansion experienced since then plus the reorientation of public spending towards social needs managed to only partially alleviate this situation, but was far from sufficient. Indeed, in 2005, 38.5 per cent of Latin America’s total population of 556 million was still poor (ECLAC, 2006). This percentage is similar to the one recorded in 1980, thus implying that the absolute number of poor people in our region is much higher today than twenty five years ago. This impoverishment has been accompanied by the deterioration of labor market conditions, with informality and open unemployment reaching historical peaks. Given this pressing social context, it is evident that Latin America faces the urgent challenge of achieving high and sustained rates of economic expansion and of employment to alleviate poverty. The paper examines to what extent the key goals that Mexico aimed to reach with the implementatio... more The paper examines to what extent the key goals that Mexico aimed to reach with the implementation of the North America Free Trade Agreement (NAFTA) have been achieved by 2005, more than ten years after it was put in place. The analysis of the statistical information show that NAFTA's capacity to impact Mexico's overall path of economic development -as well as that of the whole package of macroeconomic reforms implemented- was overestimated. Cer- tainly, NAFTA helped to produce an export boom and an inflow of much needed foreign invest- ment to Mexico. But, it failed to alleviate the fundamental constraints on Mexico's long-term eco- nomic growth and job generation. Neither did it ensure that the macroeconomic reform process will be deepened. It concludes by stating that NAFTA's positive impact has likely reached a point of exhaustion, and it is due time for Mexico to rethink key elements of its overall development strategy.
This brief study presents an overview of the agreements and treaties, on economic or trade matter... more This brief study presents an overview of the agreements and treaties, on economic or trade matters, that Mexico has with countries in North America or in Latin America. It examines the evolution of trade, investment and migration during the last 25 years and the challenges and progress made by Mexico in these various attempts to strengthen its regional integration with the Northern and the Southern parts of the continent. The study includes a brief description of the different perceptions that the general public and parts of the elite have on Mexico's regional integration attempts. It shows that there is still work to be done in order to achieve a more dynamic strategic insertion of Mexico in the globalized world economy. For this to occur, Mexico's foreign policy must ensure that the country's insertion in the world is consistent with the economic and political considerations relevant for the national interests.

This paper reviews the current status of the international fight against money laundering and the... more This paper reviews the current status of the international fight against money laundering and the financing of terrorism, highlighting the importance of its prevention for economic and financial stability in Latin America and the Caribbean. It synthesizes the recent history of international legislation and agreements with respect to the issues, and presents the framework of public and private sector actors engaged in combating these threats. It reviews Latin American and Caribbean countries’ compliance with the Financial Action Task Force (FATF) (40 + 9) Recommendations, and analyzes the region’s performance with respect to their third round Mutual Evaluation Reports. The evidence shows that while the region has made some significant progress in combating various typologies of money laundering and the financing of terrorism, important work remains to be done, particularly with respect to customer due diligence policies and the strengthening of national legal codes.
