Both countries have developed a special strategic partnership, referred to as a “quasi-alliance”. Hence, the purpose of this research is to contextualise the development of the Australia-Japan quasi-alliance from global, regional, and bilateral perspectives. Globally, the quasi-alliance has been influenced by power transition and hegemonic competition in global politics. Regionally, the quasi-alliance has been embedded into the trilateral and multilateral strategic frameworks in the Indo-Pacific. Bilaterally, the quasi-alliance has been shaped by the Joint Declaration on Security Cooperation (JDSC). Nonetheless, close security ties were temporarily adrift over Australia’s submarine deal and realigned by tangible milestones, such as the Reciprocal Access Agreement (RAA) and the new JDSC signed off in 2022. While investigating these footsteps of the quasi-alliance formation, this article considers whether both countries have moved beyond the quasi-alliance toward a full military alliance in the changing strategic environment in the Indo-Pacific region.

It underscores the critical role of energy security in shaping international relations and highlights the mutual interdependence among these actors in the energy issue. The study sheds light on the impact of the Russia-Ukraine war on energy security and emphasizes the need for diversification of energy sources to reduce dependency on Russian natural gas. Turkey's active and neutral policy with Russia has formed a security complex in energy relations among these three actors. The claim that shared concerns or threat perceptions among actors assumed by the regional security complex theory constitutes a security complex has been used within the framework of this study to justify the existence of an energy security complex between Turkey, Russia, and the EU. Furthermore, given its strategic geographical position and energy infrastructure projects, this research outlines Turkey's potential as a critical isolator actor and energy hub in the region. Overall, this study offers valuable insights into the complex dynamics of energy relations and the evolving regional energy security landscape in the EU-Russia-Turkey triangle.

It also promotes the elimination of opposition factors about international economic policies, which, in turn, are based on a collaborative foundation. Despite this more peaceful premise, the North Atlantic Treaty Organisation (NATO) is, above all, a collective defence alliance, and over its 74-year history, there have been no further commitments that would allow for more integration despite the shared common values that were at its inception. The Parliamentary Assembly of the North Atlantic Treaty Organisation (NATO PA) is an Interparliamentary Organisation (IPO) that acts independently of the North Atlantic Alliance but brings together parliamentarians from its member states and associates. Although its resolutions are merely recommendatory and advisory in nature, they have provided crucial strategic input into NATO's action, allowing parliaments to properly reflect on the organization's interests and strategies in national debates.

Aside from its emergence and importance for humanity, the state reshapes individuals' private and public spheres by influencing them. The reshaped public and private spheres undoubtedly require a new perspective. Whether these areas have changed, the fate of their boundaries and the approach of individuals and the state to these areas may differ between ordinary and extraordinary periods. In the emergence of differences, the current understanding of governance is as important as how the state perceives its people and how the people perceive the state. Because these perceptions affect the parties' expectations in ordinary and crisis periods, criticism or acceptance develops due to the actual practices. In this article, the Covid-19 pandemic has been defined as a crisis period, and the Republic of Türkiye has been chosen as the subject whose policies implemented during the crisis period have been observed. The study examines the state's authority to intervene in the public and private sphere boundaries during the Covid-19 pandemic and the changes in these boundaries. Within the scope of the article, the study carried out in this direction examines how the edges of the public and private spheres were affected by the state's interventions/practices/policies during the Covid-19 crisis.

Although Brazil, China, and the European Union were among these voices, some have accused these international actors of propelling the war. This study offers a content analysis of the speeches proffered by Lula da Silva, Ursula Von der Leyen, and Xi Jinping, the political leaders of these three actors. This analysis concluded that Ursula Von der Leyen mentions peace fewer times, accounts solely for Russia’s responsibility for the war, and presents a perspective akin to International Relations neoliberal theory. Meanwhile, Lula da Silva provides some views closer to Johan Galtung’s theories. Nevertheless, the Brazilian president does not clearly explain the beginning of the war, affirming that negotiation is the pathway to peace. Finally, Xi Jinping stresses his Global Security Initiative and avoids calling “war” what is happening in Ukraine.

This is grounded on a belief that the change in the number of developed/developing countries may play a significant role in determining the future of the international system. Therefore, China’s rise has a vital place in the study of international systems. Given its sui generis economic and political structure, China is a hard-to-predict country for most academics working on international systems. Through such analysis, a consideration regarding the adaptation of law and policy in an aged society is addressed. By reviewing people’s behavioural patterns in these two states, two keywords appear essential in practice under the guardianship law and policy: one is “family reliance”; the other is “value of individual autonomy.” Most Japanese do not rely on legal measures, including adult guardianship when it concerns private autonomy for property management and personal affairs, but they can use legal measures even staying with family reliance. The guardianship law in Japan must be reformed to create a limited guardianship type with less than one year for self-revocation. With the value of individual autonomy, people can decide by themselves what to do for the future. This issue is difficult to tackle because of the legal consciousness of older Japanese adults and the nuanced relationships between relatives. It is recommended that Japanese people should debate value issues in public for a better society and to ensure the people’s participation in social affairs through their own initiatives for establishing the value of individual autonomy. The baby boom generation, who are educated at schools in democracy postwar, may change the behavioural pattern of older adults in the future. The research method is an interdisciplinary literature survey and interviews with experts, with a particular focus on comparative guardianship law and policy studies in Japan and the State of Victoria.

While Climate Change is a global phenomenon, the impact it generates is locally specific. Take, f... more While Climate Change is a global phenomenon, the impact it generates is locally specific. Take, for example, the issue of sea-level rise. While we can identify a general process of sea-level rise, some localities are facing stronger impacts than others; this applies not only to island nations but also to coastal areas and coastal cities, including several so-called Megacities. Or take the issue of temperature increase, as some areas will experience more heatwaves or longer and more intensive periods of droughts. A comparable argument can be made in regard to intense rainfall and floods. Consequently, a critical issue is how to address global climate change by formulating a response at the global level or by formulating a variety of specific strategies at the local level. Yet, while some localities may react faster because of the threat they are exposed to, local-specific responses alone will be less likely to generate the scale effect required to arrest the global climate dynamic. Hence, at what level, local or global, should strategies formulated to address climate change represent a key issue. One may argue that a combination of responses at all three levels may offer a successful response, though this would raise the issue of how to integrate all three levels into one strategy.

Maritime security stresses the importance of protecting the maritime domain from numerous threats, including disputes between states and various forms of transnational crime, but also the need to ensure a good order at sea, which is mandatory for the well-being and prosperity of the citizens. This paper aims to analyze the global maritime security production strategy followed by the European Union in Africa in the last decade and how it has influenced the protection of its member states’ interests in two of the most relevant maritime regions – the Horn of Africa and the Gulf of Guinea. We argue that the EU has, in recent years, become a relevant global co-producer of maritime security in Africa and has even sought to strengthen its role in this area.

Erdoğan's foreign policy aimed to develop relations with Middle Eastern countries so that Turkey could become the region's leader. This article focuses on Turkey's relations with Egypt within the Regional Security Complexes Theory framework. It argues that the rise of Turkey's influence and power led to new alignments between the region's countries. Following the coup led by General el-Sisi, Egypt became hostile to Ankara and sought allies to help it counterbalance Turkey. Thus, it began cooperating with Greece and Cyprus, states that do not belong to the Middle Eastern RSC. This new alignment then slowed down the process of normalisation of ties between Cairo and Ankara, which became possible only after both countries experienced economic problems, and the regional climate changed after the blockade of Qatar ended.

This is based on interdisciplinary studies, particularly the literature survey on global governance in English and Japanese. Japan has consistently lived after WWII under the principles of freedom, democracy, human rights, and the rule of law. Given the challenges caused by the pandemic, it is unpredictable how much conflict between multiple powers will hinder national security and economic globalization. The following five actions should be executed: Japan should participate in international research activities to envision a future society, Japan should adopt a unique future concept to address ageing populations and social security reform in their international cooperation, a review of neoliberalism, construction of a society that can respond to societal risks, and political leadership and freedom of speech to deal with serious social risks should be championed.

The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by re-strategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Analysing the trajectory of media proliferation and its functioning, a pattern of devolution from a comparatively independent media to what can be called governmentality of information to establish dominance and grant legitimacy to the state is discernible. This conceptual paper examines the patterns of state control over the media as reactionary and proactive measures. Reactive measures meaning measures taken directly in response to an immediate factor/event, like state oversight of media content, jamming of telecommunication networks, choking media houses of finances by denial of advertisement revenue, et al. The proactive measures include the use of legislative and executive power over the media with a long-term vision — to create perceptions and behaviours to legitimize state control. One such example is the media policy 2020 which aims to replace "negative" coverage of the government and saturate the papers with uniformly positive and identical content. Based on the assessment of recent incidents of censorship, this article argues that reactionary and proactive measures have together created an atmosphere of uncertainty and self-censorship gravely impacting the reporting of events in Indian-administered Kashmir.

Since the beginning of the modern era, many events, which could be significant or not, have occurred, such as the French Revolution, the Paris Commune, the Chinese Cultural Revolution, the Zapatista movements, the Arab Spring, anti-globalisation movements, indigenous movements, agricultural movements and the contemporary global protests that have emerged in many parts of the world over the past few decades. They all have affected world politics in some ways. Hence, there are many ways to think about these events or conceptualise these events in distinctive ways.
This article compares the approaches of Badiou, who has still been known for his commitment to Maoism, and Hardt & Negri, who established a postmodern relationship between biopolitics, capitalism and empire. The paper emphasises that although both Badiou and Hard & Negri believe that events bring up new possibilities, the event rarely occurs throughout history for the former. For the latter, global capitalism gives rise to the events. The paper stands with Hardt and Negri’s formulation as their perceptions enable us to perceive the novelties, potentialities,
and creativeness of social uprisings that have become prevalent in the
contemporary world.

The relations between these two countries have developed over time through complex diplomacy and have been consolidated thanks to an increasingly intense economic exchange favoured by the new trends of market globalisation. This speech intends to analyse the historical development of the relations between these two political-institutional entities, their role within the geometries of power in the Eurasian continent, the impact of the cultural elements that influence diplomacy between the two countries and the future of these relations about the great political transformations that history is undergoing.

The article highlights the peculiarities of Brazilian peacekeeping policy on President Lula’s grand strategy during the term between 2003 and 2011 in line with its international and defence policy. In particular, the article mentions the main features of Brazilian peacebuilding, such as the reservation of humanitarian interventions, as the use of force leads to an increase in violence and instability. The participation of Brazil in peacekeeping
operations is discussed, paying particular attention to its main characteristics and compliance with national interests, which are laid down in the country’s grand strategy.

Primary and secondary data were utilized for the study. Preliminary data were collected through the administration of questionnaires and interviews. The study population (10,369) comprised the National Emergency Management Agency (NEMA, 34), National Agency against Trafficking in Persons and other related crime (NAPTIP, 108), International Organisation for Migration
(IOM, 34), Nigeria in Diaspora Commission (NiDCOM, 15) and Nigeria returnees (10,180) from Libya. The sample for the study was made up of 399 respondents.
The distribution is as follows: NEMA (17), NAPTIP (54), IOM (16), NiDCOM (15), and returnees (297). Secondary data will be obtained from decision extracts of the agencies on matters relating to the subject matter, conciliation meetings, and internet sources. Data collected were analyzed using frequency, distribution, percentage, and Chi-square. The study showed the effect of strategies put in place by governmental agencies, which have enhanced the economic development of the returnees; reduced irregular or illegal migration to Europe through the Libya route;
returnees’ psychological rehabilitation of returnees in Nigeria. Furthermore, the Chisquare analysis showed that the x2 cal (9.2) is greater than x2 tab (5.99); hence, the rejection of the null hypothesis and it founds a significant relationship between government agencies and the returnees’ reintegration. The study concluded that governmental agencies' strategies have an effect on the reintegration of the returnees.

The research agenda on domestic norms, however, is dominated by the use of norms in explaining the domestic construction of foreign policies. Domestic norms’ internationalisation and functioning in an overseas setting has thus been a neglected research domain. This research note, based on the experience of the author in his doctoral research on domestic norms, has been written to shed some light on domestic norms research and to encourage more studies in the field. Accordingly, the paper, while reflexively visiting the relevant literature, brings about answers to the issues debated around the following questions: ‘How could an existent norm that is guiding a foreign policy practice be identified’? And ‘how can the overseas diffusion and implications of a domestic norm be traced and reported’? The responses to these questions will show the reader where to start a domestic norm-guided foreign policy enquiry and how to trace internationalisation of domestic norms thus the functioning of foreign policy-guiding domestic norms in an overseas setting.

Keywords: Domestic Norms, Foreign Policy Analysis, Norm-guided Foreign Policy, Overseas Norm Diffusion, Socialisation.

Whilst some succeeded to overcome the challenges, others found themselves absorbed into the secular environment and as a result they abandoned their identities as Muslims. From among the latter group there are those such as Salman Rushdie and Hirsi Ali who not only rejected their identities but who began to write against the traditions within which they were nurtured and grew up. As they articulated their ideas in publications and through other means, they were countered by an array of Muslim representative organizations that touched upon the question of the ‘Freedom of Speech’ and the ‘Freedom of Religion.’ As expected these critical voices of Muslims and Islam were given full support by Islamphobic individuals such as Theo van Gogh and others. In this review essay the focus is Anshuman Mondal’s Islam and Controversy that critically evaluated the ideas of a few of these individuals and their works (i.e. novels, films and cartoons).
