In this paper, the consequences of the lack of definition of so-called hybrid threats is explored... more In this paper, the consequences of the lack of definition of so-called hybrid threats is explored. Special attention was paid to the importance of the work already completed by the North Atlantic Treaty Organisation (NATO) and the European Union (EU) regarding the ever evolving types of actions associated with hybrid threats in the so called grey zone. The latter can be thought of as activities undertaken by one state that are harmful to another, albeit not legal acts of war, sometimes referred to as a malevolent manifestation of the concept of peace. The vastly different experiences of democratic and authoritarian states acting in the grey zone was also examined. In addition, the law applicable to hybrid threats was studied to determine if the legal framework is sufficiently adapted to repel state-sponsored and non-state-sponsored hybrid threats. In this paper, the consequences of the lack of definition of so-called hybrid threats is explored... more In this paper, the consequences of the lack of definition of so-called hybrid threats is explored. Special attention was paid to the importance of the work already completed by the North Atlantic Treaty Organisation (NATO) and the European Union (EU) regarding the ever evolving types of actions associated with hybrid threats in the so called grey zone. The latter can be thought of as activities undertaken by one state that are harmful to another, albeit not legal acts of war, sometimes referred to as a malevolent manifestation of the concept of peace. The vastly different experiences of democratic and authoritarian states acting in the grey zone was also examined. In addition, the law applicable to hybrid threats was studied to determine if the legal framework is sufficiently adapted to repel state-sponsored and non-state-sponsored hybrid threats. In addition, the use of the European Convention on Human Rights in the struggle against hybrid threats in Europe and the limits to how state parties can react to hybrid threats established by this treaty was analysed. Lastly, the international rules of attribution of responsibility and difficulties associated with their application with respect to hybrid threats was considered. This article is structured in two parts. The first part explores the difficulty of defining hybrid threats, while the second presents the legal framework used to counter such threats, both at the international and European levels.

Es un concepto que , con demasiada asiduidad , cada cual usa a favor de sus propios argumentos (padre, madre, abuelos, instituciones publicas, servicios sociales, familias de acogida, familias adoptantes, policia, fiscal...) La obra que ahora presentamos es el resultado del trabajo realizado por mas de una decena de investigadores sobre la determinacion y la ponderacion del interes superior del nino tal cual esta se realiza en sede judicial. Porque son los jueces quienes determinan, valoran y ponderan en la practica el interes superior del nino.

Es de sobra conocida la particular idiosincrasia del proceso de integracion europea. Se trata de ... more Es de sobra conocida la particular idiosincrasia del proceso de integracion europea. Se trata de un camino que aun se esta recorriendo, con muchos altibajos y con un resultado y diseno final desconocido. Una pregunta clave en este proceso de integracion politica es el papel que desempenan los derechos fundamentales en el mismo, si contribuyeron en el pasado y contribuyen hoy dia a esa union de Estados o , por el contrario, si su tratamiento y la controversia que suscitan constituyen una remora para la integracion. A esa pregunta vamos a intentar dar respuesta en las siguientes lineas.

It has been known for some time that humpback whales (Megaptera novaeangliae) occur in waters of ... more It has been known for some time that humpback whales (Megaptera novaeangliae) occur in waters of the Galápagos Islands, an oceanic archipelagolocated 1,000km west of Ecuador, South America (1°S, 91°W), but their presence there has been poorly documented. Although presumed, nolinkage has been established between Galápagos and southeast Pacific humpback whales (Breeding Stock G), the nearest breeding stock. Anexpedition to Galápagos was carried out between 31 August and 10 September 2005 to document the presence of humpback whales, their distribution,and their relationship to other stocks in the Pacific. Surveys covered 722km of the central and southern parts of the archipelago. Only one adultwith a newborn calf was found at Santa Fé Island (0°47’S, 90°05.1’W), yielding an encounter rate of 0.27 whales per 100km of survey. A hydrophonewith a response frequency range of 0.25–25kHz was dropped 25 times, but no whale sounds were heard. A skin sample was obtained by darting ofthe adult at...

A pesar de la existencia de un extenso hábitat de manglares en Colombia, solo unos pocos estudios... more A pesar de la existencia de un extenso hábitat de manglares en Colombia, solo unos pocos estudios han descrito la diversidad de bivalvos teredinidos xilótrofos (conocidos como “broma”) en el país. El presente estudio investigó la presencia de bivalvos teredinidos en las bahías de Cartagena y Barbacoas. En un estudio de campo llevado a cabo en marzo de 2013, diez individuos de dos géneros de Teredinidae, correspondientes morfológicamente a Neoteredo reynei y Bankia spp., fueron encontrados en las raíces sumergidas de mangle rojo (Rhizophora mangle). Identificaciones morfológicas iniciales se complementaron con identificación molecular. Para esto, dos fragmentos de genes fueron secuenciados: 588 pares de bases (pb) del gen mitocondrial citocromo oxidasa subunidad 1 (CO1) y 305 pb del gen nuclear de la subunidad ribosómica pequeña (18S). The Andean bear is an endemic species of the tropical Andes who has an almost exclusively plant-b... more The Andean bear is an endemic species of the tropical Andes who has an almost exclusively plant-based diet. Since herbivorous mammals do not carry enzymes for fiber degradation, the establishment of symbiosis with cellulolytic microorganisms in their gastrointestinal (GI) tract is necessary to help them fulfill their nutritional needs. Furthermore, as described for other mammals, a stable, diverse, and balanced gut microbial composition is an indicator of a healthy status of the host; under disturbances this balance can be lost, leading to potential diseases of the host. The goal of this study was to describe the gut microbiota of wild and captive Andean bears and determine how habitat status influences the composition and diversity of the gut symbiotic community.
