Following the Russian invasion of Ukraine and the frictions in the EU-China relations, India has ... more Following the Russian invasion of Ukraine and the frictions in the EU-China relations, India has acquired an apical position in the European foreign policy agenda. Since 2001, the Jean Monnet action has been transformed into a global instrument of EU public diplomacy. This study aims to provide a preliminary assessment of the Jean Monnet action in India. The objective is to identify the activities financed, the geographical distribution and the measures adopted by the European institutional actors to capitalize on the funds invested in Indian academia. The analysis is conducted by combining quantitative and qualitative approaches. The final goal is to provide an overview of the Jean Monnet implementation in India and to detect strategies that the European policymakers could adopt to enhance the effectiveness of the action in strengthening EU awareness in Indian society.

Resistant pathogens originate from antibiotic misuse and unsustainable socioeconomic patterns. Co-financed by the European Commission, the Erasmus + capacity building project, PREVENT IT | Risk Management and Prevention of ABR, aims to improve the effectiveness of the study programs of Indian universities vis-à-vis ABR. This study aimed to evaluate the impact of the ABR training programs on the knowledge, attitude, and practice (KAP) reflection of undergraduate and postgraduate students from five Indian universities. Materials and Methods: In this multicentric study, the KAP reflection of the students was assessed before (pre) and after (post) the intervention of experiential ABR training. Paired t-test and one-way analysis of variance were used to analyze the impact of intervention using the Statistical Package for the Social Sciences software. Results: A total of 515 students participated in the study. The findings indicate a significant improvement in the knowledge and attitude scores, while a minor change was observed in practice reflection. Conclusion: The intervention conducted within the framework of the project could set a good practice for the prevention and risk management of antibiotic-resistant bacteria.

Globalization and European integration impacted European society, creating novel socio-economic divides and bringing new social, cultural and economic issues into the political discussion. The impact of the novel cleavage over the pre-existent societal socio-political fractures acquires a central role in the study of European Union politicization. Deploying critical discourse analysis (CDA) and discourse-historical approach (DHA), this study aims to comprehend how the emergence of a novel cleavage has influenced the discourse of the mainstream European parties. The manifestos of the European Christian democratic, socialist and liberal parties from the last three European Parliament elections are analyzed to assess the contemporary relevance of the left-right political competition in a scenario characterized by the salience gained by transnational issues and the electoral success of populist elites.

The legitimisation of European institutions tends to be a primary issue of debate in European ide... more The legitimisation of European institutions tends to be a primary issue of debate in European identity politics. Following the expansion of the EU competencies and the growth of Eurosceptic forces, the attention gained by the democratic accountability of the European institutions should encourage reflections on the role assigned to the European political parties. Although it is impossible to equate the functioning of European democracy with national experiences, party politics remains an essential component of any democratic regime. This study is the first attempt to observe the engagement of European political organisations in promoting a collective European identity. To schematise the analysis, three ideal types are presented to illustrate different models of European identitarian attachment. The critical discourse analysis (CDA) and discourse-historical approach (DHA) from the manifestos of the European Christian-conservative, Socialist and Liberal parties have identified the activism of the parties in promoting divergent European identities, highlighting the intermediate role that European political parties could play in linking the European institutions with citizens.

Antimicrobial resistance as a global common challenge for India and EU Like all living creatures,... more Antimicrobial resistance as a global common challenge for India and EU Like all living creatures, bacteria, fungi, viruses and parasites have always mutated over the time. Nevertheless, unsustainable paths of human development have been instrumental to accelerate the mutation of communicable pathogens. In this framework, the antimicrobial resistance is defined as the incapability of the existing drugs and medications to cure infection generated by mutant bacteria, fungi, virus and parasites. While until a few years ago the term was widely unknown to the mass population-the contemporary unsustainable deterioration of the public health and financial state of art-is likely to transform antimicrobial resistance as a new global cause. Similarly to climate change, the fight against superbugs requires a global coordination between national policy makers. As clearly demonstrated by the COVID-19 outbreak, pathogens do not require neither passport nor visa to travel around the globe.

Hi... more The fourth industrial revolution is expected to deeply affect the Indian socioeconomic trends. Higher education is gradually acquiring significance in the agenda of development and cooperation policies. In the last decade, the European Union has supported Indian higher education institutions to enhance their role in the development of the country. The Erasmus+ has been revised to intertwine the internal and external dimensions, embedding goals related to social, political and economic spheres. To pursue this goal, under the Erasmus+ Capacity Building in Higher Education action, the EU has allowed Indian universities to ideate and develop projects addressing local needs and global challenges. Through case study and participant observation, the article assesses the EU's action in India for cooperation development initiatives engaging the Indian higher education sector. The research findings have been instrumental in delivering targeted recommendations to European policymakers to enhance the impact of the EU developmental cooperation policy in India and the EU-India relations tout court.

In contemporary times, this natural process of evolution has accelerated due to the misuse of ant... more In contemporary times, this natural process of evolution has accelerated due to the misuse of antibiotics in human and animal health, the pharmaceutical contamination of water and soil; as well as following the adoption of a political model leaving the development of new pharmaceutical products conditional to the economic assessment of private stakeholders. As demonstrated by the SARS-CoV-2 outbreak, the emergence of mutant pathogens has severe implications in the socio-economic and public governance domains. From this perspective, antibiotics resistance (ABR) – and antimicrobial resistance (AMR) tout court – represent a tangible threat for national and international policymakers aiming to enhance people's well-being. The goal of this chapter is to assess in low-income countries the cumulative impact of AMR over the capabilities of national authorities to implement and achieve the Sustainable Development Goals (SDGs). Introduced in 2015 with the launch of the UN 2030 Agenda, the SDGs are designed to provide common integrated targets influencing the formulation of development policies at national, regional, and international levels. The chapter presents a detailed overview of the socio-economic costs resulting from the emergence of drug-resistant diseases, intersected with a critical assessment of the SDGs dedicated to healthcare services and societal well-being. Crossing the key findings from the socio-economic impact of AMR and the UN developmental targets in the field of health, the final section illustrates the horizontal detrimental impact of AMR and ABR on the developmental capabilities of national authorities from low-income countries. The conclusion of the chapter advances pragmatic suggestions for the challenges detected.

The support for the education systems in developing countries has become a cliché in the contempo... more The support for the education systems in developing countries has become a cliché in the contemporary European discussion over migration and asylum. In the last decades, the EU delivered concrete actions to support the strengthening of higher education in the Global South. Nevertheless, within the fragile mechanisms of the EU multilevel governance, defining policies and programmes encompassing interdisciplinary domains tend to be a complex exercise. Multiple researchers investigated the impact of the EU enlargement policy on the education system of the candidate countries. Only a limited number of studies analyzed the impact of the EU global programmes targeting higher education in the developing and transition economies. This article aims to empirically - and then conceptually - comprehend the priority acquired by higher education in the EU Development Cooperation policy. Critically analyzing the policies, guidelines and budget of the European Commission dedicated to higher education in third countries, the study investigates the strategic positioning of the European Union over the issue. The mission is to assess if the declaratory policies of the Union have lined up with the implementation on the ground; and if third countries’ higher education has organically been included in the EU development and cooperation agenda. Despite a sound correlation between the political guidelines and the implementation on the field, there are several open issues that are likely to hamper the effectiveness of the EU action designed to empower the higher education sector in middle and low-income countries.

It is an endemic in hospital settings and a major concern while handling pathogens involved in an epidemic or pandemic. ABR is a matter of great concern due to its recusant impact on public health and cost to the healthcare system, especially in developing country like India. An indiscriminate and inappropriate usage of antimicrobials, poor infrastructure and sanitation are the major factors driving the evolution of ABR in such countries. As demonstrated by the SARS-CoV-2 outbreak, the emergence of mutant pathogens has severe implications in the socio-economic and public governance domains. From this perspective, antibiotics resistance (ABR) – and antimicrobial resistance (AMR) tout court – represent a tangible threat for national and international policymakers aiming to enhance people's well-being. The goal of this chapter is to assess in low-income countries the cumulative impact of AMR over the capabilities of national authorities to implement and achieve the Sustainable Development Goals (SDGs). Introduced in 2015 with the launch of the UN 2030 Agenda, the SDGs are designed to provide common integrated targets influencing the formulation of development policies at national, regional, and international levels. The chapter presents a detailed overview of the socio-economic costs resulting from the emergence of drug-resistant diseases, intersected with a critical assessment of the SDGs dedicated to healthcare services and societal well-being. Crossing the key findings from the socio-economic impact of AMR and the UN developmental targets in the field of health, the final section illustrates the horizontal detrimental impact of AMR and ABR on the developmental capabilities of national authorities from low-income countries. The conclusion of the chapter advances pragmatic suggestions for the challenges detected.

The support for the education systems in developing countries has become a cliché in the contempo... more The support for the education systems in developing countries has become a cliché in the contemporary European discussion over migration and asylum. In the last decades, the EU delivered concrete actions to support the strengthening of higher education in the Global South. Nevertheless, within the fragile mechanisms of the EU multilevel governance, defining policies and programmes encompassing interdisciplinary domains tend to be a complex exercise. Multiple researchers investigated the impact of the EU enlargement policy on the education system of the candidate countries. Only a limited number of studies analyzed the impact of the EU global programmes targeting higher education in the developing and transition economies. This article aims to empirically - and then conceptually - comprehend the priority acquired by higher education in the EU Development Cooperation policy. Critically analyzing the policies, guidelines and budget of the European Commission dedicated to higher education in third countries, the study investigates the strategic positioning of the European Union over the issue. The mission is to assess if the declaratory policies of the Union have lined up with the implementation on the ground; and if third countries’ higher education has organically been included in the EU development and cooperation agenda. Despite a sound correlation between the political guidelines and the implementation on the field, there are several open issues that are likely to hamper the effectiveness of the EU action designed to empower the higher education sector in middle and low-income countries.
