Accordingly, concepts and practices like sustainable development, carbon footprint, carbon neutrality, net zero emissions, carbon offset, and phaseout, are framed and negotiated in the international environmental and climate regimes. The state governments have been grappling with this unsurmountable issue while overwhelmingly concentrating on renewable energy sources for power generation. However, mitigating the climate crisis will remain complicated as there is no straightforward solution. The world people are occupied with ideas relying on green energies today as the better solution. What will be the next best solution if future generations will witness the renewables being over-exploited or if they find themselves in garbage full of waste generated from green energy plants? Moreover, what will be the better choice if they deal with power shortages and price hikes due to a deficiency of sunshine and wind? How will innovating new clean energy sources be sufficient without modifying the practice of over-consumption? Will the overwhelming dependency on renewables be enough?

The Hindu people account for 10% of the Bangladeshis who dealt with extreme religious victimization. On 13th October, the government stationed paramilitary forces in 22 districts after religious stresses and disturbance ejected Cumilla, killing four Muslims when police shot into crowds. Nevertheless, from 14th to 17th October, the supposed Islamic fundamentalists demolished and looted over 50 puja mandaps and temples, attacked almost 300 Hindu families, and burnt their localities. Even the cases of rape and harassment were also filed. Seven Hindus and five Muslims are reported as dead yet. Unknown attackers set 20 Hindu houses on fire based on a viral Facebook post last night.

However, such a humanitarian character has triggered Bangladeshi peoples' vulnerabilities. Simultaneously, the multi-dimensional refugee catastrophe has forced many locals to migrate internally or externally to flee from the risks. After more than three years of the massive Rohingya displacement, the sheltering district Cox's Bazar scenario has reversed. Leaving the local populations in the minority-the Rohingyas have enhanced to the majority in the area. Unfortunately, the plights of the locals remained forgotten and unseen to the international society. The Rohingya dilemma's impacts: the increase in housing expenses, losses to the natural and business foundations, deepening poverty, lack of health services, food insecurity, underscored education, environmental damages, and societal security in the host community, according to a joint report of the Policy Research Institute of Bangladesh (PRI), the regional administration of Cox's Bazar, and the UNDP. Thus, the crisis is also influencing the entire labor market of Chittagong city where many Rohingya people are working as rickshaw pullers, garment workers, etc.

The volume of the displaced population depends on the characteristics and scope of organized brutality. The year 1978 is remarkable for the first influx of Rohingya population across the border of Bangladesh. Currently, more than 8,60,000 forcibly evicted Rohingyas residing in the 34 camps of Cox's Bazar.1 Such long-term habitation of a vast amount of population has wholly broken the district's social structure and lowered the local population's living standard. The compassionate refugee crisis is triggering a more horrible humanitarian dilemma tangling with local nationals of Bangladesh. Maynmar got freedom from the shackles of British Colonialism in 1945. Since gaining independence, over 144 ethnic groups live in the country with nationals status. However, Burmans, the most prominent ethnic group, dominated the country in every aspect while the other ethnic groups were second-class citizens. In 1962, the government became acquainted with the Burmans' way of Socialism. According to the conception, Burman, the only language for all, Buddhism, the only religion, and the 'Burman,' the singular national identity, would prevail in Myanmar.

Accordingly, this article highlights the post-pandemic Bangladesh that should integrate biology affirmatively in the policy development procedures to reshape the new normal challenges as opportunities. The grounded theory method is adopted as a quantitative analysis tool relying on the secondary sources of data to portray the significance of biopolitics as political rationality in new norm Bangladesh. The researcher has used the neo-realism approach to develop the 'Biopolitical Rationale Theory', which uncovers how evolving neorealist security demands the prioritization of biopolitics in every sphere of decision making for governing the post-pandemic new standard of existence. The 2020 corona outbreak proved that human life and the environment are the ultimate means of survival rather than the traditional security arrangements and extreme economic growth which are inhumane (rationality of death and militarization), unhygienic, and destructive to the environment (exploitation of nature is profitable). The article recommends some alternative new normal policies such as nondiscriminative health policy, bordering in line with International Health Regulations (IHR), digitalization with better cybersecurity, virtualization of the tourist industry (application of Extended Reality), application of Career Resilience (CR), and Strategic Flexibility Analysis tools in the re-employment and career development, greening the economy, special arrangements for emergency health crisis and undertaking actions considering the environment as a remedy rather than a crisis. The review research concludes that the inclusion of biopolitics in the Bangladesh governance system can redesign the challenges of new normal as new opportunities. But the reshaping of such a new reality will itself prevail as a considerable challenge for Bangladesh.

If one looks back to the era of the Prophet Muhammad (PBUH), the rebounded image will appear in front of humankind regarding the oversight of refugees. The article aims to unfold the strategies and policies taken to mitigate the refugee crises during the years of the Prophet Muhammad (PBUH). It further discusses the present relevance of the policies developed in the light of the guidelines of the Quran.
