Scheduled Tribes are geographically, socially isolated and economically marginalized communities.... more Scheduled Tribes are geographically, socially isolated and economically marginalized communities. In the post-Independence period, sincere and concerted efforts were made for the economic and educational development of tribals. Despite these efforts the performance of the tribes in education is much lower than the Scheduled Castes. As the studies on tribal education suggests that the policy makers approach paid little attention to culturally linked education. This has led to drop outs and directly impacted their overall educational status.

In India urbanisation has increased from 27.81 per cent in 2001 to 31.16 per cent in 2011. The sa... more In India urbanisation has increased from 27.81 per cent in 2001 to 31.16 per cent in 2011. The same trend has even continued in Karnataka also i.e. from 34 per cent in 2001 to 38.57 per cent in 2011. As Urban Local Bodies [ULBs] are the major service providers in urban areas, the disparities in their income, expenditure, and functional abilities are an index of regional disparities (HPCFRRI, 2002). The role of urban local bodies cannot be ignored. Hence, this study considers regional imbalance in the service level benchmarking of urban local bodies (ubls) in Karnataka. The result of the study shows that North Karnataka in general and Hyderabad Karnataka in particular are under developed in urban service level benchmarking alike the most of the sectors in the state. Hence, special attention is to be paid for this region both in planning and allocation of money. This study suggests that more powers should be given to Urban Local Bodies and its elected representatives. Further, a monitoring mechanism should be set up in lower performing sectors so that targets can be achieved.

The World Health Report (WHR) of 2000 puts India on the list of 51 slow developing countries in t... more The World Health Report (WHR) of 2000 puts India on the list of 51 slow developing countries in the World with respect to infant, child and maternal mortality. The report further says that in India, virtually every year five minutes in India, a woman dies due to pregnancy related complications and childbirth and as many as 10 per cent of newborns does not live up to see their fifth birthday. Similarly, over two third of women, close to 75 percent, give birth at home in the rural areas, adding up to around 1,36,000 fatalities a year, one of the highest in the world. Maternal mortality is considered to be the main factor that considerably lowers the life expectancy of women. In India, as per the available statistics, only 9.7 per cent of married rural women have a hospital facility within the village and another 40 percent live more than 10 km away from the hospital.

The article makes a modest attempt in ascertaining the functional aspects of Panchayati Raj Insti... more The article makes a modest attempt in ascertaining the functional aspects of Panchayati Raj Institutions, especially in the aftermath of the 73rd Constitutional Amendment. After a brief review of the history of local self-government in the pre- and post-Independence India, an attempt is made to figure out the present system of the panchayat governance in India. The operational aspects of the three-tier structure of panchayats are brought out along with the impediments that hamper their effective functioning. Feedbacks from across the state of Karnataka have been taken into consideration while suggesting the corrective measures. Mere identification of the functions of panchayats does not imply anything substantial without the effective back-up of financial decentralisation. The dominance of upper castes still hovers over and is a threat to the inclusive participation of deprived sections of the society.

The collapse of communism, the end of cold war, Fukuyama's end of history-all these contributed to the growth of globalization in the west. In India, the economic crisis at the end of 1990s led to economic liberalization. The international trade organizations too have had impacts on liberating Indian economy and social diaspora beyond the borders of the nation states. Along with liberal economy, FDI, information and communication technology, India too got into what we call globalization. The market institutions start overriding other social institutions. The global concerns like economic crisis, environment, terrorism, gripped the national agenda. The Web World has erased the so-called divisions of the numeric world. It's imperative to understand how India captures this kaleidoscope with its sociological lenses methodologically built. Sociology as a discipline of knowledge is resourceful with numerous themes and perspectives. Postmodernism and post-structuralism have started deconstructing its classical and modern structures. Such a deconstruction has to be understood in Indian context with appropriate methodological formulations. The influence of Indology cannot be overlooked with reference to its indigenous response to globalization.

Scheduled Tribes have always been a geographically and socially isolated group in Indian society,... more Scheduled Tribes have always been a geographically and socially isolated group in Indian society, besides being a culturally-economically marginalized society. Their areas were by and large sparsely populated and had evolved over centuries their own system of maintaining law and order. The British also allowed them to live according to their own way of life. The national leaders, however, were aware of their backwardness and were eager to take measures for their betterment. As a result a few provisions were adopted in the Government of India Act 1935.During the post-Independence period, the policy makers have made sincere and concerted efforts for overall development of these groups both economically as well as educationally. Despite these efforts the performance of the tribal groups is much lower when compared to other marginalized groups like Scheduled Castes and Other Backward Castes. The available literature on tribal primary education suggests, most of the time the policymakers" approach was only to develop a national curriculum instead of giving importance to their skill-oriented, practical capabilities which has impacted their life in a more serious manner.
