A common European energy policy is emerging. That poses a puzzling instance of European integrati... more A common European energy policy is emerging. That poses a puzzling instance of European integration and policy-making. Despite the origins of the European integration project rooted in the coal and nuclear sectors, integration in the energy domain largely failed until the 1990s. The last two decades, however, witnessed an increasing number of energy policy initiatives at the European Union (EU) level and culminated in the inclusion of the energy article in the 2009 Lisbon Treaty. The dissertation aims to explain under what conditions, and how, European integration succeeds in the domain of energy policy, based on a novel fuzzy-set qualitative comparative analysis (fsQCA) of the twelve key legislative proposals in the EU energy policy field, and a comparative case study of the two EU renewable energy directives. In the dissertation, I develop a configurational approach that sets ground for a typological theory of European integration. The findings support the major claim of the study that there are multiple paths to successful integration outcome. I find alternative paths of integration in the EU's energy policy domain. The dissertation findings provide evidence that integration of EU energy policy proceeds under the interplay of structure (rules), agency (member state preferences, or supranational policy entrepreneurs) and contingency (external shocks). vii

ABSTRACT Fifteen years have passed since the European Union launched the European Neighbourhood P... more ABSTRACT Fifteen years have passed since the European Union launched the European Neighbourhood Policy (ENP). Despite the EU’s attempts to reload the ENP, first in 2011 and later in 2015, in response to challenges in the neighbourhood, the ENP continues to suffer from a credibility-expectations gap. This article argues that understanding neighbour perceptions of the ENP offers useful insights about the ENP. Supported by twenty-five interviews with Georgian and Ukrainian public officials, the article unveils the EU’s credibility challenge in the Eastern neighbourhood caused by a gap between the EU’s own perception of its role and the role expectations held by the ENP partners, as well as a gap between partners’ expectations and the EU’s performance on the ground. The lack of coherence, legitimacy and consistency has undermined the credibility of the ENP in the eyes of its Eastern partners. The latest review of the ENP does not seem to address the credibility challenge.

The greatest enlargement of the European Union on May 1, 2004 reshaped the borders of the Europea... more The greatest enlargement of the European Union on May 1, 2004 reshaped the borders of the European Union and stirred up the EU to redefine and reinvent its policy towards its new neighbors and their place in its “pyramid of privileges.” As a result, the European Neighborhood Policy was born. The book aims at understanding the nature of the ENP with a particular emphasis on the South Caucasus region, a part of the ENP Eastern Dimension. The notion of “empire” serves as the theoretical frame of analysis. The work provides a new conceptualization of the ENP as a “soft empire's” policy of security creation through periphery stabilization. The ENP dynamics inspires parallels with empire organized in concentric circles, where core protects itself by stabilizing the periphery through exporting its values, norms, laws and modes of governance beyond its immediate borders, which can no longer be understood through a linear concept of border. The role of socialisation and conditionality instruments in the process of Europe-anisation and t... more The role of socialisation and conditionality instruments in the process of Europe-anisation and the EU's use of these instruments in its enlargement policy towards Eastern neighbours have been widely discussed in European integration literature. However, few studies have dealt with the differentiated impact of these two instruments on the internal European integration coordination structures in Eastern neighbours. The proposed paper aims to evaluate the impact of the use of socialisa-tion and / or conditionality-based instruments by the EU towards its Eastern neighbours on the formation and transformation of European integration coordination structures. The paper looks at European integration coordination structures of CEEC countries in a comparative case study, to examine how the EU's use of condi-tionality and socialisation instruments generates different responses with regard to the formation and transformation of European integration coordination structures. We argue that conditionality stimulates the formation and transformation of coordinating structures in Eastern neighbours, while socialisation-based instruments do not prompt such a response.
