This report explains a small survey on Khmer (Cambodian) immigrants in Federal Republic of German... more This report explains a small survey on Khmer (Cambodian) immigrants in Federal Republic of Germany about their social awareness and contribution to their country of origin, Kingdom of Cambodia. This survey is done with its two main aims. Firstly, the survey is to find out if Khmer immigrants still concern and interest in the social development in their country of origin. Secondly, it is to explore/seek the understanding of Khmer immigrants about German cooperation development in their country of origin, Kingdom of Cambodia.

The paper is starting with introduction, the brief information of ASEAN and Cambodia (state) in ASEAN, the modern state definitions and Cambodian situation, followed by the existing internal opportunities and challenges for Cambodia, the anticipating opportunities and challenges for Cambodia as an ASEAN community member state, and finally finished with conclusion and recommendations.
This paper studies and measures the effectiveness and shortcoming the development cooperation in ... more This paper studies and measures the effectiveness and shortcoming the development cooperation in term of bridging the poverty gap from development aid of international institutions and donors to Kingdom of Cambodia mainly after the October 23, 1991 Paris Peace Agreement (PPA). The paper outlines three important features, the brief history of Cambodia and situation of development cooperation in this country. Second, it gives the framework of development in Cambodia with two main factors- external and internal challenges to better bridging the poverty gap with deep discussion of the three natures of international development cooperation. Party two of the second main part continues to study the input, output and shortcoming of the development aid of prioritized six different sectors absorbed with large budget of Official Development Assistance (ODA). The paper ends with the conclusion from the findings and recommendations.
This paper studies about an interest group (association) working with education personnel and tea... more This paper studies about an interest group (association) working with education personnel and teachers facing difficulty in their professions in Kingdom of Cambodia. Normally, the establishment of associations of government officials rarely happens since the government perceives them as the opposition institutions. The main theme of the paper is about the challenges and motives of an active interest group namely Cambodian Independent Teachers Association (CITA). The paper will be divided into sections covering on history of education and CITA, the function, structure and performance, the challenge of execution of CITA and its potential motives. The last paragraph comes to conclude the paper and gives few recommendations to concerned stakeholders to sustain the CITA and promote mutual communication between the CITA and its cooperation partners particularly the government as well as to enhance the education quality.
Kingdom of Cambodia is a small state and has self-called democratic government in Association of ... more Kingdom of Cambodia is a small state and has self-called democratic government in Association of South East Asian Nations (ASEAN) region. Historically, this country was severely torn with almost two-decade ideological civil war, and the communist regime still remained after the collapse of Maoist Pol Pot genocide regime on January 07, 1979. In order to end the armed internal conflict among the four fractions, 18 signatory states and international organizations (the UN and non-aligned states) and the conflict parties agreed to sing an cease fire accord, October 23, 1991 Paris Peace Agreement. This accord is seen as the initiation and effort to establish the new regime under the constitutional monarchy. Moreover, after 1993 national election it is noticed as the wave of democratization in this new former communist government.
This paper studies and compares the education policies and systems in secondary of two different ... more This paper studies and compares the education policies and systems in secondary of two different regimes in Kingdom of Cambodia. The paper outlines with the history of education from the French colony until present. The body of paper will be divided into paragraphs covering two main aspects (1) the education system and policy of secondary in 1979-1989, the People Republic of Kampuchea (PRK) (sometimes called Heng Samrin regime), (2) the education system and policy of the same level from 1996-present. Before the conclusion, the findings of these two different policies and system will be figured out, there will be also the lesson learnt from these education policy and systems. The paper ends with the conclusion and recommendations to the education policymakers, stakeholders and government for bettering the education policy and enhancing education quality.

This publication envisages mostly the surface of civil society aspect and concept with different settings, hence this paper is classified and tries to emphasize only some important aspects. The paper will cover three main parts, the focusing feature in which it will describes the interesting components of the civil society and stakeholders. Secondly, the writer tries to interpret and integrate the original content in the book and produce the lesson learnt and discussion. Finally, the paper will give the conclusion and overall impression to the publication.
This paper review a good lesson learnt mediation approach to cease intra-state political and arme... more This paper review a good lesson learnt mediation approach to cease intra-state political and armed conflict in a two decades civil war-torn country officially called-Kingdom of Cambodia. The mediation in Cambodia is categorized into two scenarios-the mediation from year 1981 to October 23, 1991 Paris Peace Agreement and the mediation during UNAMIC (The United Nations Advance Mission in Cambodia) and UNTAC (The United Nations Transitional Authority in Cambodia) mandate. The former refers to the situation and conditions, which lead four conflicts parties (factions) and other relevant countries go to the table and sign the Paris peace treaty. The latter focuses on the mandate and role of the UNAMIC particularly the UNTAC deployed by the United Nation (UN) in mediation and peacemaking affairs. The papers also continues to identify the fundamental rationales/causes of the conflict parties, third parties (signatory countries) and mediator that go to the table and agree to end chronic conflict and find the win-win solution. Before the conclusion part, it will draw on the remained important tasks that should have been accomplished by UNTAC within its mandate and government.
This paper examines the Policy for Curriculum Development (PCD) 2005-2009 for general education l... more This paper examines the Policy for Curriculum Development (PCD) 2005-2009 for general education level (Grade 1-12) of Ministry of Education, Youth and Sport (MoEYS), Kingdom of Cambodia. Historically, the Cambodian educational policy and system have been frequently changed with different regimes and governments, hence in order to integrate its education system and enhance its human resources with national and international standard, the MoEYS develops a national standard and concrete policy for curriculum development. This paper is divided into five main parts namely, introduction with the history of education in Cambodia, the policy analysis with different aspects, the challenges and constraint of the policy, the advantages and solution, and it finishes with the conclusion and recommendation.

The study examines democratic governance enhancement in a public institution through participatio... more The study examines democratic governance enhancement in a public institution through participation of civil servants. The exact topic of the study is the participation of civil servants in enhancing democratic governance in the public sector with the case study of opportunities and challenges of civil servants to enhance democratic in a directorate general of ministry of education, youth and sport in Kingdom of Cambodia.
The study is done with its aim to find the opportunities and challenges of civil servants through their participation to enhance democratic governance in their institutions. Academically, with the conceptual framework, the study mainly focuses on two significant features (1) the participation and democratic governance enhancement aspect, and (2) the manners and attitudes of participation to enhance
democratic governance. The study is conducted voluntarily with 27 questionnaire respondents and 13 inclusive interviewees who are currently civil servants, holders of post of office chiefs and holders of posts of directors aging from 28 to 50 years old.
The study identifies three main impressive findings. The first finding is the public institution both possesses opportunities and faces challenges to enhance democratic governance though there is participation of civil servants. One of the five main opportunities to enhance democratic governance is the existing qualification of civil servants; however, there are two external influential factors of the five indicated challenges (1) unlivable allocated salary of civil servants and (2) political regime
pressure. Secondly, the civil servants' participation in the targeted institution is still moderate to enhance democratic governance and there is no trust (or just low level of trust) between civil servants and institutional leaders. The third finding is that most of civil servants' participation is in the kind of participation without conscience
meaning they participate with fear and interest and less constructive dialogues, contribution, and making change in their institutions.
The study and finding cannot either represent the nature of governance or predict the continuous situation of the targeted institution, because the study is conducted in the period that this targeted public institution has a huge financial support program funded by the government and credited by a world big international organization.
The Higher education sub-sector in the Kingdom of Cambodia has been sharply increasing in the qua... more The Higher education sub-sector in the Kingdom of Cambodia has been sharply increasing in the quantity for the last decade. Meanwhile the quality and curriculum development of higher education are still in a limit standard. Noticeably, curriculum development is one of the rooted factors to improve the quality in higher education. This research will focus on the theories of curriculum development and explicitly reflect the curriculum development process in a public higher education in Phnom Penh. The research studies the different theories of curriculum development form various contexts and regions. Those conceptual theories are from higher education institutions, central level and online sources. As a result, the new conceptual framework of curriculum development is developed. The research finds that the most indispensable components of the curriculum development are contents, students and teachers. These three vital elements are the key players for curriculum development from the beginning until the end of it, meaning the whole process. After we develop conceptual framework, we will apply it to reflect the curriculum development process in the targeted higher education institution (HEI). The research finding shows that curriculum development process in that HEI is simply done well even though it is not hundred percent the same to the conceptual framework theory and stated theories. The most interesting findings are the effort of the initiator and other stakeholders. The time consuming sounds less that the theory but the production remains the same. It means there is a good will from the stakeholders and those are qualified in curriculum development. Second, the curriculum developers need to be flexible and creative. The finding shows that the curriculum developments in targeted HEI have complied the curriculum theory partly; however, the final product of curriculum is credited as applicable for both teaching and learning. In conclusion, the curriculum development is visually concrete and strict approach but somehow it is also flexible.
