When referring to macroeconomic governance of the EU, we mean the supply side of the economics: a... more When referring to macroeconomic governance of the EU, we mean the supply side of the economics: all policies that deal with change in inflation, price levels, rate of growth, national income, gross domestic product and unemployment. Therefore, in this paper, we focus on monetary and fiscal policy, as well as on banking supervision. With “asymmetric” structure, we intend to indicate the lack of equality or equivalence in the governance of the different Member States, as well as the heterogeneity of the governance, which does not prevent economic asymmetric shocks in the Union.

This can only be conceived in the context of a more federalist European Union. In this paper, I will use the Federalist theory and thinking both as an ideologic and analytical tool to imagine and suggest a deeper integration of the European Union (EU) as a polity through the European public sphere. The strategies of our reasoning will focus on the role of pan-European media.
In this paper, the controls exercised over the European Commission by the other EU institutions l... more In this paper, the controls exercised over the European Commission by the other EU institutions listed in article 13 of the TEU are analysed, focusing more on the relationship with the European Council, the Council and the European Parliament. While the regulatory powers on competition rules are almost untouchable, the legislative and enforcement powers of the Commission are framed and balanced, and the College of Commissioners is controlled by a tie of confidence of the European Council and the Parliament.
In the first paragraph, the arguments describing formal and informal controls reflect an intergovernmentalist view, where the Commission is subservient to the European Council. In the second paragraph, reasons that the supranational power of the Commission is still strong and fundamental are presented. The final answer considers both approaches to the question.

giving preference to any one national point of view, but adopting a European perspective.
Previous research work on this subject aimed at explaining why an authentic pan-European
news outlet does not exist, and prominent media actors have brought the questions into public
debates. At the 2014 International Journalism Festival in Perugia, the former online news director of
The Guardian Wolfgang Blau was wondering: “In the EU, the world's largest economy, how
can it be that there is not a single media organisation, from the Continent, that addresses
European as such?”
This thesis aims at overcoming the existential questions on pan-European media, and
analysing the current EU media landscape. The final purpose is to understand and discover
how to get out of the niche audience, that is to say, how to widen the public of the pan-
European media and improve their contribution to the European public sphere. In order to do
that, we assume that present and future pan-European media must proceed towards a more
conflict-oriented (or debate-oriented) and less consensual editorial line, and become
increasingly more accessible not only for the Brussels bubble, but also for the general public.
We examine the main obstacles and difficulties in the business and editorial choices of these
media that currently slow down this process, and propose suggestions. The role of EU
institutions is equally given a great importance.
This research work is based on:
• a theoretical framework for a federalist approach to the European media sphere;
• a methodology, that is provided by the author to empirically evaluate pan-European
media;
• several interviews with media and institutional actors from Brussels and outside
Brussels.
