The purpose of this research is to conduct action research within the New York State Department o... more The purpose of this research is to conduct action research within the New York State Department of Conservation Region 2 office located in New York City. The context of the research is to explore the management workforce, otherwise referred to as the “board of directors” for ways to validate their benefice, and improve their effectiveness and efficiency within the organization. The research will be conducted at the headquarters and it would include the participation of approximately 160 public sector employees, consultants or contractors that provide environmental related services to the general public. All appropriate program and section management staff will be asked to participate, and their responses analyzed utilizing Appreciative Sharing of Knowledge for feedback and insight. Research focus will be on capturing significant qualitative data on the role of the “board of directors” model of corporate governance in public sector organizations. The aim of this research is to provide empirical case study evidence that focuses on addressing the proposed research questions, while finding ways to improve the application of the board of directors model’s “best practices” identified during the research to other public sector organizations. The outcome of this research will hopefully provide better understanding for public sector leaders and managers currently utilizing this model of public sector governance, or those who are contemplating this type of management change in the future.
From that exploration of current literature, an analysis of change management approaches and rese... more From that exploration of current literature, an analysis of change management approaches and research findings in the area of organizational studies will be used to support the premise that corporate governance utilizing the "board of directors" model is more successful when viewed as a framework for positive organizational change in the public sector. Examination of aspects associated with the change process is therefore considered by many academics and practitioners of organizational change management to give a full account of the purpose, scope, and success of organizational change. Best practices processes that emerge from this research will benefit the accepting organization with ways to view the best and most appropriate approach to their change management initiatives.

From exploration of current literature, an analysis of change management perspectives and research findings in the area of organizational studies will be used to support the premise that public organizational change management is more successful when viewed as a framework of process in flux, rather than a series of separate steps. A process view is therefore considered to give a full account of the purpose, scope, and success of public sector organizational change. Process has emerged to be the accepted way this researcher views the approaches to successful change management initiatives.
The purpose of this paper was to examine charismatic leadership theory utilizing scholarly resear... more The purpose of this paper was to examine charismatic leadership theory utilizing scholarly research process that incorporate the Conger and Kanungo (C-K) scale. The responses of several managers selected at random from my workplace during our monthly managers meeting was the selected group of analysis. The participants were asked to respond by circling all applicable factors which were then analyzed using the CK scale as the measure of analysis, and spss ANOVA was used to further validate the findings. The results indicated that all respondents fit the environmental analysis stage (1) of the C-K scale, and the presented hypothesis that all managers interviewed had the potential of becoming charismatic leaders was validated by the data analysis. In a surprise finding, all respondents also indicated at least one factor of sensitivity to member needs, which shows stage 3 behavior called "achieving the vision" on the C-K model.

As an OD process consultant, it will be my role to help create the proper change environment that allow for innovative and effective solutions for some of these issues. Health, technology, environment, and food packaging are recognized as these issues of concern. Emphasis is placed on my desire to have a positive impact in the OD consultation associated with organizations involved in these areas for at least the next 20 years. A discussion on what best practices and approaches that helps achieve this goal will be the last element of this paper.

From that exploration of current literature, an analysis of change management approaches and research findings in the area of organizational studies will be used to support the premise that public organizational change management is more successful when viewed as a framework of process in flux, rather than as a series of separate steps. Each aspect of the change process is deemed related and dependent on both past and future change management aspects in order for the change to be successful. A process view is therefore being considered to give a full account of the purpose, scope, and success of organizational change. Process has emerged to be the accepted way this researcher views the approaches to change management research.
