In the context of MDG’s having results based M&E system is important to assess whether government’s are effectively using resources and making appropriate policy choices to achieve progress towards MDG achievement. Developing countries need as good as or better information than the more affluent countries to make decisions for they can least afford to put in place strategies that have weak implementation, have no discernible results, or are unfocused. Thus, the information and analysis that can come from a results-based M&E system goes to the heart of the matter for poorer countries—how will they know results when they seem them and how can they gather sufficient information to continually ensure they are using their scarce resources most appropriately in pursuit of their MDG’s. Indeed, it is now widely recognized and accepted that an effective and efficient public sector is a pre-requisite to achieving the desired results of economic growth, social development, and poverty alleviation. Public institutions do matter to the overall well being of a country (World Bank 1999). One means of addressing the accountability of the government to its citizens is by providing evidence on the results (or not) of the government in meeting promised goals and objectives. Likewise, focusing on results can become an effective tool of public management through better resource decision-making, monitoring whether public initiatives are producing anticipated outcomes and impacts, and holding public servants accountable for their efforts (Hatry 1999:5). Ever have one of those days where you're working hard, nose to the grindstone, striving to make s... more Ever have one of those days where you're working hard, nose to the grindstone, striving to make sure your latest project is on time and on target; and then suddenly out of nowhere, you overhear someone complimenting your efforts? It's not a comment that you solicited, but independently you find out that all of your hard work is recognized as the best among your peers and you're headed in the right direction. CMP Media LLC, the parent company of EETimes, just dropped quite a few kudos on the Xilinx doorstep. Most of you know that every year CMP conducts a PCB and IC electronic design tool industry survey to sample the engineering community's view on design tool providers. This year, at the 2004 Design Automation Conference, CMP announced the results of their first FPGA vendor survey. The ratings are striking. In 21 out of 22 categories measuring everything from best pre-sales support to brand and tool awareness, from most ethical company to customer loyalty, FPGA designers chose Xilinx as the top FPGA vendor. We received the highest rankings in best after-sales support, best documentation, current technology leader, technology leader in three years, clear vision of the future, best integration with other vendors' tools, well-managed company, and more. We were also able to hear the industry concerns. Respondents cited the accuracy and integrity of FPGA tools as their biggest design issue, followed closely by functional verification, timing closure, and the ability of those tools to easily handle complex designs. They also said that the majority of their design time was spent in place and route, synthesis, and HDL simulation, followed by timing analysis and floorplanning. One-third of the respondents also use formal verification, while almost half regularly use signal integrity and C language system-level tools. On behalf of all of the employees at Xilinx, thank you. We hear you loud and clear. Our primary goal is to put a programmable device in every piece of electronic equipment over the next 10 years. It's nice to hear that we're on the right path to get there.

Countries across the globe are facing pressures to reform their public sectors. An effective, eff... more Countries across the globe are facing pressures to reform their public sectors. An effective, efficient public sector is vital to sustainable development, economic growth, and citizens' well-being. Similarly, assessing government performance is crucial in determining a country's progress toward its development goals, whether defined by the Millennium Development Goals, a Policy Reduction Strategy Paper, a Country Assistance Strategy, or another policy statement. It is also important in analyzing a government's accountability to its citizens, by providing evidence on promised government performance. Focusing on performance can also be an effective public sector management tool, informing resource allocation decisions and monitoring of whether public initiatives are achieving expected results. As a result governments at all levels are under pressure to move beyond tracking inputs-and toward measuring results.

In recent times and in many countries, there have been significant pressures on governments to assess how budgetary resources were used to achieve desired policy results. New concepts of transparency, value for money, economy-efficiency-effectiveness models, and civil society participation have significantly transformed the role of government. The shift from inputs and compliance to outputs and outcomes is continuing to change the nature of how governments the world over set, budget for, debate and deliver policy priorities. This brief provides an overview of the role of monitoring and evaluation (M&E) in informing budgetary decisions and presents one tool: The Readiness Assessmentthat can help determine the M&E capacity and demand present in a country. Case studies on the use of this assessment are included from Egypt, Romania, and a country in East Asia. This note expands upon an earlier PREM Note on "Assessing country readiness for resultsbased monitoring and evaluation systems, 1 " describing in detail the connection between M&E systems and budgetary processes.
