With a population of 1.43 billion people, one-third of whom live in poverty, the South Asia devel... more With a population of 1.43 billion people, one-third of whom live in poverty, the South Asia developing member countries (DMCs) of the Asian Development Bank (ADB) face the challenge of achieving and sustaining rapid economic growth to reduce poverty and attain other Millennium Development Goals in an era of accentuated risks posed by global climate change. Economic losses in key sectors, such as agriculture, energy, transport, health, water, coastal and marine, and tourism, are expected to be significant, rendering growth targets harder to achieve. This report synthesizes the results of country and sector studies on the economic costs and benefits of unilateral and regional actions on climate change in ADB’s six South Asia

The remainder of this chapter sets the stage by providing the context of Morocco’s energy sector and policies. It describes the scope of this ASA and the policy package considered for the MRV analysis. Chapter two provides an overview of the M-EPM tool, summarizes key input assumptions, and describes the model calibration process. Chapter three defines the scenarios adopted in this report, presents modeling results from the ex-post and ex-ante perspectives, and discuss the sensitivity of results. Chapter four illustrates the utilization of the M-EPM tool for supporting a climate finance and carbon market transaction, based on the actual case in Morocco. Finally, chapter five concludes and recommends a way forward. Costa Rica has set a very ambitious Nationally Determined Contribution (NDC). Despite the low-car... more Costa Rica has set a very ambitious Nationally Determined Contribution (NDC). Despite the low-carbon footprint of its power sector, the goal set in its NDC requires further decarbonization of the national energy system. A TIMES model was developed in order to assess alternative energy and decarbonization scenarios for the country, with a particular emphasis on demand-side actions. A group of local experts actively participated in the model and scenario development while being trained in its use. Additionally, a set of tools for processing model outputs and graphical comparison of scenarios was used to facilitate the communication of results to stakeholders. Three groups of scenarios were developed and assessed. Firstly, the Baseline (business-as-usual) scenario was established and set as the benchmark in the absence of any mitigation policies. Secondly, scenarios which examine the already Planned policies and programs that are envisioned to be undertaken in Costa Rica were assembled and explored. Finally, Enhanced mitigation scenarios that lead the country towards its NDC at least-cost were designed and evaluated. In total, over 75 mitigation measures were defined and addressed in this study covering all the sectors within the energy economy.

This paper investigates the relationship between development, environmental policy determination,... more This paper investigates the relationship between development, environmental policy determination, and mass media. It stresses the role of mass media as a channel through which the level of development in ‡uence environmental policy making. Special interests appear to wield considerable in ‡uence over environmental policies, and create policy distortion. We develop a model with two political parties competing in election and policy in ‡uence by special interests to study environmental policy determination. Mass media acts as information provider to voters in the election. It informs voters regarding environmental policy platforms announced by the political parties. The theory suggests that, as development progresses, environmental awareness rises and so does the demand for environmental news. This induces pro…t maximizing media …rm to report more environmental news, and in turn keeps voters better informed regarding the policy platforms of the parties. We …nd that, in equilibrium, a more stringent environmental policy is implemented when the voters are better informed through mass media. The model also demonstrates the way in which process of development brings about the stringency of environmental policy at a level closer to the social optimum when special interests present. Empirical evidence across countries supports our …ndings.

This paper investigates the relationship between a bureaucracy and mass media industry, and its i... more This paper investigates the relationship between a bureaucracy and mass media industry, and its implications to corruption. We develop a bureaucratic model of corruption with mass media. We find that the degree of competition in media market plays a significant role in controlling corruption. Freedom of media also reduces corruption. Bureaucratic structure is a channel through which changes in media industry affect corruption level. Empirical results support these findings. Media competition appears to be a more important tool to combat corruption than press freedom. The corruption problem in Italy could be reduced to the level experienced by France if the competitiveness of its media industry was to be improved to the same level as that of United Kingdom.
