The resolution of issue 1514 was intended to apply whenever enum identifier appears; however, the fact that the disambiguation rule appears in the description of the_enum-specifier_ makes it unclear that it is intended to apply in other contexts such as:

enum E { e1 }; void f() { false ? new enum E : int(); }

Change 9.8.1 [dcl.enum] paragraph 1 as follows:
