campuses. Originally developed at the University of Missouri, Kansas
City, SI has become a popular pedagogical tool. While ample evidence
exists that SI is particularly helpful regarding courses in the
natural sciences, less is known about the helpfulness of SI in political
science. In this paper, we seek to understand the effect of supplemental
instruction in a core political science course, Introduction to
American Government. We examine this effect at a community college
that is designated as a Hispanic Serving Institution (HSI). Using
data from 332 students, across two semesters, we found that participation
in SI sessions improved student success outcomes across several
indicators, most notably course retention and success. More
importantly, we find this improvement among Latinx students as
well when further analyzed by race and ethnicity. This is highly relevant
given the demographics of the college.

This chapter discusses how the invasion of Ukraine has signalled a potential end to the current e... more This chapter discusses how the invasion of Ukraine has signalled a potential end to the current era of globalization. What is potentially replacing it is a new era of geopolitics, where classical geopolitical ideas regarding state power and territorial control have resurfaced. While geopolitical considerations have always existed in religious tourism and pilgrimage, such as ensuring the security of sacred sites, the fundamental understandings regarding neoliberalism have fractured. The intensification of geopolitical competition, the rise of geostrategic tourism, and the reimagining of tourism have brought several geopolitical considerations into focus regarding the future of religious tourism and pilgrimage. Three potential developments are explored in this chapter: (i) the securitization of borders, which may lead to decreased global mobility; (ii) a decrease in the flow of information, where technological decoupling could alter patterns of religious tourism; and (iii) renewed nationalism, where religious tourists may preference travel within their country’s sphere of influence

We provide a holistic framework for enhancing geopolitical resilience in IB, comprising four comp... more We provide a holistic framework for enhancing geopolitical resilience in IB, comprising four complimentary views (inside-in, inside-out, outside-in, and outside-out) along with actionable insights to key stakeholders (e.g., practitioners) grappling with geopolitics in IB. We recommend to: i) treat geopolitics as an endogenous and continuous process, ii) anticipate the effects of larger politico-economic dynamics, iii) enhance resilience from an outside-out perspective, iv) pursue multilevel analysis to that effect. Finally, we introduce a novel and more fundamental conceptualization of resilience to those encountered in the literature (e.g., of ‘bouncing back’, ‘above’, or ‘beyond’). Namely, ‘bouncing with’ the waves of contemporary geopolitics.

The two major gatherings of Muslims which take place in Makkah and Madinah, the two holiest citie... more The two major gatherings of Muslims which take place in Makkah and Madinah, the two holiest cities of Saudi Arabia, are umrah during Ramadan the 9th month and Hajj Dhul-Hajjah in the 12th month of the Islamic year. The COVID-19 outbreak has had a massive economic and social impact on pilgrimages for Muslims - because these gatherings could lead to widespread exposures and possible spread of COVID-19 to every corner of the world, it forced the Kingdom of Saudi Arabia to cancel umrah in March 2020. The pandemic has also prompted the Saudi government to limit Hajj, with some exceptions, to pilgrims already in the country. As Hajj is one of the largest religious gathering in the world, Saudi officials, religious scholars, and scientists must meet the serious challenge to understand the impact of limiting this mass gathering.

Over recent decades, the numbers of Hajj pilgrims and visitors has been increasing and existing facilities are struggling to meet their needs. Therefore, while many may see the COVID-19 outbreak during Hajj as a challenge, instead it may provide an opportunity for the Saudi Arabia government and the broader Muslim world to rethink their response to this essential Muslim pilgrimage during the pandemic. This paper will explore the COVID-19 challenges facing the government of Saudi Arabia and the Muslim world over the coming months and analyse economic implications of the outbreak. Therefore, the paper will clarify the serious COVID-19 health risk facing Hajj pilgrims and argues that the concept of geopolitical risk needs to be managed by the organisations and institutions.

Russian and Ukrainian Orthodox Christians have emerged as an overlooked sector showing unexpected... more Russian and Ukrainian Orthodox Christians have emerged as an overlooked sector showing unexpected growth among same-day religious tourists to the Holy Land. How do they come to total over 200,000 unique guests and make up 35% of all single-day visitors to Israel when they come from so far away? Researchers need to rethink first what constitutes same-day religious tourism. Marketing mechanisms attract Russians and Ukrainians to Cyprus, and then facilitate opportunities to sample religious heritage sites in nearby Israel. Together this sequence comprises a specific causal chain which triggers one-day, round trip excursions from the Cypriot coast for an hour-long flight to Tel Aviv/Yafo, a day of motoring and dining, and back again. Over one-third of all Russian visitors to Israel now complete their trip to the Holy Land in under a day, and these day trippers represent a quarter of that nationality which chooses to vacation in Cyprus. The implications for airlines, tour operators and providing heritage access to other locales are huge. Tourism manipulated for geopolitical advantage is the greater lesson.

In today's secular world, the relationship between the tourists' and their belief plays major a p... more In today's secular world, the relationship between the tourists' and their belief plays major a part in influencing individual's visiting religious sites. The visitation patterns of individuals all depend on the strength of their religious beliefs. In current literature very limited research is available which explores the understanding and motivation of visitation patterns of religious tourists. The literature which is available, suggests that religion is a fundamental part of our life and culture in various different in modern world (Raj and Bozonelos, 2015; Raj and Rashid, 2011; Usmani, 2001). Even in modern society, which has become increasingly secular and culturally motivated, the Hajj is considered the culmination of each Muslim's religious duties and aspiration. It is stated in the Holy Qur'an, that every physically and financially able Muslim should make the Hajj to the Holy City of Makkah once in his or her lifetime. The hajj is obligatory once in a lifetime for those Muslims who can afford it; provided there is safety and security for travel and that leaves provision behind for any dependent family, while away from home performing the hajj. The hajj constitutes a form of worship with the whole of the Muslim's being: with his body, mind and soul, with his time, possessions and the temporary sacrifice of all ordinary comforts and conveniences person normally enjoy. The person should assume for few days the condition of a pilgrim whole at God's service and disposal. The paper will explore the experiences of those Muslim Americans who have attended the Hajj ritual and determine if there are any differences in experience by socioeconomic demographics. These demographics include age, gender, education and occupation. Ostensibly, economic considerations are important when undertaking religious tourism. Could these considerations also matter for the experience itself?

In modern society which, by definition is increasingly secular and culturally motivated, the Hajj... more In modern society which, by definition is increasingly secular and culturally motivated, the Hajj is considered the culmination of each Muslim's religious duty and aspiration. It is stated in the Holy Qur'an, that every physically and financially able Muslim should make the Hajj to the Holy City of Makkah once in his or her lifetime.
This paper explores what people do during their pilgrimage, providing a brief description of the principle rites and experiences and their meaning to an individual participants travelling from the USA. The paper will draw upon previously published literature as well as an analysis of findings from a quantitative study in which steps within the pilgrimage process were explored.
These findings include participants’ descriptions of the significance and value of the experience which individual pilgrims face during travel to the holy city of Makkah. The results from the quantitative study indicated that the main motivations to attend the annual pilgrimage of Hajj were to fulfill religious obligation, spiritual enhancement and to follow teachings of the Quran and the Prophet Muhammad.

The role of religiosity as an important predictor of partisan identification has been well resear... more The role of religiosity as an important predictor of partisan identification has been well researched over the years, with most of our understanding of religion focused on Christianity. However, it is not clear that religiosity operates equally for the partisan identification of non-Christian religious groups. One of the most discussed religious minority groups in the United States today is Muslim-Americans. Numbering between 2.3 million and 7 million, Muslim-Americans have been the focus of considerable debate regarding religion and American political inclusion. We argue that religiosity does influence Muslim-American party identification, however not in the same manner as with other groups. While the two major political parties encourage religiosity among Protestants, Jews, and Catholics, they are either silent or opposed to religiosity among Muslims within their parties. Thus, religiosity among Muslim-Americans may not necessarily lead to partisan identification with either Republicans or Democrats. Rather, high levels of religiosity, coupled with perceptions of discrimination against Muslims, may lead many to oppose both major political parties and instead identify with "none of the above." This chapter seeks to highlight the important role that the Iranian diaspora will have in a post-... more This chapter seeks to highlight the important role that the Iranian diaspora will have in a post-sanctions Iranian economy by mapping its political economy. In a 10-year period of analysis, I show that Iran remained a mostly patrimonial state that also became slightly less statist over, yet showed the potential for liberal economic reform. Thus, even though Iran may seek to incorporate liberal policies, patrimonial and statist elements will remain quite strong within Iran's economy for years to come. The key asset of the Iranian diaspora then will be its integration with Western societies. This depth will allow expatriates to bridge the information gaps that will undoubtedly develop as foreign direct investment increases. Most foreign firms will find this expert guidance quite valuable when attempting to navigate the Iranian political economy.

In recent years, there have been increasing concerns about levels of civic engagement in the Unit... more In recent years, there have been increasing concerns about levels of civic engagement in the United States and disparities in participation among members of different racial and ethnic groups. These civic inequalities take on great importance in states such as California, where no racial or ethnic group can claim majority status. In this report, we examine civic engagement in the Inland Empire region of Southern California, which encompasses the counties of Riverside and San Bernardino. We base our analysis on focus groups, surveys of residents, and interviews with elected officials and community organization leaders. While civic life in the Inland Empire is vibrant and diverse in many ways, there are also considerable civic inequalities, at both the individual and organizational levels. Latinos and Asian Americans lag in participation behind African Americans and whites on a host of activities, ranging from voting to writing elected officials and attending public hearings. They also have lower levels of civic volunteerism, which in turn may perpetuate their disadvantages in local politics. We also find significant resource disparities between mainstream and ethnic organizations, as well as in their political presence: While public officials pay attention to a handful of Latino and African American organizations, they are largely unaware of the larger array of community organizations serving nonwhite residents. We conclude our analysis with some suggestions for local governments, foundations, and mainstream community organizations to reduce civic inequalities along racial and ethnic lines.

Finally, there is public policy discourse, which has been studied at length regarding tourism policy, but less so with religious tourism policy.

There has been a growing call for the securitization of religious sites around the world, spurred... more There has been a growing call for the securitization of religious sites around the world, spurred by hundreds of high-profile terrorist acts committed at places of worship on an annual basis. In 2019, the United Nations published an ambitious Plan of Action to Safeguard Religious Sites. This chapter analyses the implementation of recommendations in the UN Plan. Comparative case studies of Sri Lanka, Germany and Iraq reveal how state capacity and autonomy determine the degree and type of protections implemented by various governments. The UN Plan of Action is a necessary, but insufficient, condition for the protection of religious sites from religious terrorism. If the goals of the UN Plan are to be achieved, states must increase their capacity and, in cases of weak states such as Iraq, also increase their autonomy.

Even though religious activities are still an important aspect of society in Western style democr... more Even though religious activities are still an important aspect of society in Western style democracies, the surprising fact remains that for most Western democracies, ‘affairs of the church’ are largely subsumed under the regulatory authority of other ministries. For most democracies, the needs of religious communities are tied to the ministries of interior, justice or culture. Regarding religious tourism governance, it is tied to the ministries of economics or tourism authorities. This contrasts with other countries, particularly less secular Muslim-majority countries, where specific ministries of religion exist for explicit government action and intervention. This chapter discusses a model of fragmented religious tourism governance where governmental authority for EU countries is fragmented for religious activities and largely separated for religious tourism. Finally, we include a case study of Italy to contextualize the path developmental process of ‘ministries of religion’. The New Concordat regulates relations between the state and church in Italy, including access to religious sites for tourists and pilgrims. Italy largely illustrates how most EU governments manage religious activities and religious tourism.

This is where various institutions at different levels of analysis, both inside and outside the government, come together to produce positive outcomes, usually in the form of public policy. This necessitates a discussion on the role of the state in religious tourism, an ignored concept within the dominant discourse of neoliberalism, which assigns a primary role to market pre-eminence. The author discusses the impact of formal religious tourism governance and distinguishes between governance and management. The chapter wraps up with a discussion of institutional logics and how they can help guide future research on religious tourism and pilgrimage.

This chapter explores the concept of religious soft disempowerment, where religious actions and, ... more This chapter explores the concept of religious soft disempowerment, where religious actions and, the incorporation of religious principles of a sacred site into cultural diplomatic efforts offends and alienates others, leading to a loss of credibility and attractiveness. The soft power discourse within international relations, which implies that cultural attraction, values or ideology function as key elements within a country’s efforts to exert power. Religious soft power and religious diplomacy can be vital tools in a country’s relations with the world. The author highlights, through a case study of the 2020 conversion of Hagia Sophia into a mosque, how a strategy of religious soft power through sacred sites can generate negative geopolitical implications that could potentially offset any positive soft power benefits.

The visitation patterns of individuals all depend on the strength of their religious beliefs. In current literature very limited research is available which explores the understanding and motivation of visitation patterns of religious tourists. The literature which is available, suggests that religion is a fundamental part of our life and culture in various different in modern world (Raj and Bozonelos, 2015; Raj and Rashid, 2011; Usmani, 2001). Even in modern society, which has become increasingly secular and culturally motivated, the Hajj is considered the culmination of each Muslim's religious duties and aspiration. It is stated in the Holy Qur'an, that every physically and financially able Muslim should make the Hajj to the Holy City of Makkah once in his or her lifetime. The hajj is obligatory once in a lifetime for those Muslims who can afford it; provided there is safety and security for travel and that leaves provision behind for any dependent family, while away from home performing the hajj. The hajj constitutes a form of worship with the whole of the Muslim's being: with his body, mind and soul, with his time, possessions and the temporary sacrifice of all ordinary comforts and conveniences person normally enjoy. The person should assume for few days the condition of a pilgrim whole at God's service and disposal. The paper will explore the experiences of those Muslim Americans who have attended the Hajj ritual and determine if there are any differences in experience by socioeconomic demographics. These demographics include age, gender, education and occupation. Ostensibly, economic considerations are important when undertaking religious tourism. Could these considerations also matter for the experience itself?

In modern society which, by definition is increasingly secular and culturally motivated, the Hajj... more In modern society which, by definition is increasingly secular and culturally motivated, the Hajj is considered the culmination of each Muslim's religious duty and aspiration. It is stated in the Holy Qur'an, that every physically and financially able Muslim should make the Hajj to the Holy City of Makkah once in his or her lifetime.
This paper explores what people do during their pilgrimage, providing a brief description of the principle rites and experiences and their meaning to an individual participants travelling from the USA. The paper will draw upon previously published literature as well as an analysis of findings from a quantitative study in which steps within the pilgrimage process were explored.
These findings include participants’ descriptions of the significance and value of the experience which individual pilgrims face during travel to the holy city of Makkah. The results from the quantitative study indicated that the main motivations to attend the annual pilgrimage of Hajj were to fulfill religious obligation, spiritual enhancement and to follow teachings of the Quran and the Prophet Muhammad.

The role of religiosity as an important predictor of partisan identification has been well resear... more The role of religiosity as an important predictor of partisan identification has been well researched over the years, with most of our understanding of religion focused on Christianity. However, it is not clear that religiosity operates equally for the partisan identification of non-Christian religious groups. One of the most discussed religious minority groups in the United States today is Muslim-Americans. Numbering between 2.3 million and 7 million, Muslim-Americans have been the focus of considerable debate regarding religion and American political inclusion. We argue that religiosity does influence Muslim-American party identification, however not in the same manner as with other groups. While the two major political parties encourage religiosity among Protestants, Jews, and Catholics, they are either silent or opposed to religiosity among Muslims within their parties. Thus, religiosity among Muslim-Americans may not necessarily lead to partisan identification with either Republicans or Democrats. Rather, high levels of religiosity, coupled with perceptions of discrimination against Muslims, may lead many to oppose both major political parties and instead identify with "none of the above." This chapter seeks to highlight the important role that the Iranian diaspora will have in a post-... more This chapter seeks to highlight the important role that the Iranian diaspora will have in a post-sanctions Iranian economy by mapping its political economy. In a 10-year period of analysis, I show that Iran remained a mostly patrimonial state that also became slightly less statist over, yet showed the potential for liberal economic reform. Thus, even though Iran may seek to incorporate liberal policies, patrimonial and statist elements will remain quite strong within Iran's economy for years to come. The key asset of the Iranian diaspora then will be its integration with Western societies. This depth will allow expatriates to bridge the information gaps that will undoubtedly develop as foreign direct investment increases. Most foreign firms will find this expert guidance quite valuable when attempting to navigate the Iranian political economy.

In recent years, there have been increasing concerns about levels of civic engagement in the Unit... more In recent years, there have been increasing concerns about levels of civic engagement in the United States and disparities in participation among members of different racial and ethnic groups. These civic inequalities take on great importance in states such as California, where no racial or ethnic group can claim majority status. In this report, we examine civic engagement in the Inland Empire region of Southern California, which encompasses the counties of Riverside and San Bernardino. We base our analysis on focus groups, surveys of residents, and interviews with elected officials and community organization leaders. While civic life in the Inland Empire is vibrant and diverse in many ways, there are also considerable civic inequalities, at both the individual and organizational levels. Latinos and Asian Americans lag in participation behind African Americans and whites on a host of activities, ranging from voting to writing elected officials and attending public hearings. They also have lower levels of civic volunteerism, which in turn may perpetuate their disadvantages in local politics. We also find significant resource disparities between mainstream and ethnic organizations, as well as in their political presence: While public officials pay attention to a handful of Latino and African American organizations, they are largely unaware of the larger array of community organizations serving nonwhite residents. We conclude our analysis with some suggestions for local governments, foundations, and mainstream community organizations to reduce civic inequalities along racial and ethnic lines.

There has been a growing call for the securitization of religious sites around the world, spurred... more There has been a growing call for the securitization of religious sites around the world, spurred by hundreds of high-profile terrorist acts committed at places of worship on an annual basis. In 2019, the United Nations published an ambitious Plan of Action to Safeguard Religious Sites. This chapter analyses the implementation of recommendations in the UN Plan. Comparative case studies of Sri Lanka, Germany and Iraq reveal how state capacity and autonomy determine the degree and type of protections implemented by various governments. The UN Plan of Action is a necessary, but insufficient, condition for the protection of religious sites from religious terrorism. If the goals of the UN Plan are to be achieved, states must increase their capacity and, in cases of weak states such as Iraq, also increase their autonomy.

Even though religious activities are still an important aspect of society in Western style democr... more Even though religious activities are still an important aspect of society in Western style democracies, the surprising fact remains that for most Western democracies, ‘affairs of the church’ are largely subsumed under the regulatory authority of other ministries. For most democracies, the needs of religious communities are tied to the ministries of interior, justice or culture. Regarding religious tourism governance, it is tied to the ministries of economics or tourism authorities. This contrasts with other countries, particularly less secular Muslim-majority countries, where specific ministries of religion exist for explicit government action and intervention. This chapter discusses a model of fragmented religious tourism governance where governmental authority for EU countries is fragmented for religious activities and largely separated for religious tourism. Finally, we include a case study of Italy to contextualize the path developmental process of ‘ministries of religion’. The New Concordat regulates relations between the state and church in Italy, including access to religious sites for tourists and pilgrims. Italy largely illustrates how most EU governments manage religious activities and religious tourism.

The author discusses the impact of formal religious tourism governance and distinguishes between governance and management. The chapter wraps up with a discussion of institutional logics and how they can help guide future research on religious tourism and pilgrimage.

The soft power discourse within international relations, which implies that cultural attraction, values or ideology function as key elements within a country’s efforts to exert power. Religious soft power and religious diplomacy can be vital tools in a country’s relations with the world. The author highlights, through a case study of the 2020 conversion of Hagia Sophia into a mosque, how a strategy of religious soft power through sacred sites can generate negative geopolitical implications that could potentially offset any positive soft power benefits.

Building on this scholarship, a working definition of politics of religious tourism is introduced, with the intent to better conceptualize the topic. In addition, most scholarly work focuses on politics within religious tourism, where the words ‘politics’ or ‘political’ are used to touch upon the political context of a sacred site. In contrast, a smaller number of articles have been written on political science and religious tourism. This latter category is more on the application of concepts, frameworks and theories developed in political science regarding the phenomena of religious tourism and pilgrimage. Finally, concepts such as governance, institutions and policy are re-examined within the discourse of religious tourism and pilgrimage.

With chapter contributions from Dr. Julia Wendt at Victor Valley College, Dr. Charlotte Lee at Berkeley City College, Jessica Scarffe at Allan Hancock College, Dr. Masahiro Omae at San Diego City College, Dr. Josue Franco at Cuyamaca College, Stefan Veldhuis at Long Beach City College, Dr. Byran Martin at Houston Community College, and myself, the purpose of this open education resource is to provide students interested in or majoring in political science a useful textbook in comparative politics, one of the major subfields in the discipline.

It is organized thematically, with each chapter accompanied by a case study or a comparative study, one of the main methodological tools used in comparative politics. By contextualizing the concepts, we hope to help students learn the comparative method, which to this day remains one of the most important methodological tools for all researchers.

I chose to pursue this project as I felt that an OER textbook in comparative politics would otherwise never have been written. After many years of teaching at a community college, my colleagues and I realized a need existed for a zero-cost textbook. With the rising costs of education and textbooks, community college students may be deterred from exploring political science courses. I believe that this is where the next elected leader, policymaker or military strategist needs to come from. This is a grassroots textbook, written with these and future community college students in mind.

This open education resource is free to students and faculty and available under the Creative Commons - Attribution - Noncommercial (CC BY-NC) license. We hope that it will encourage them further their studies in comparative politics and in political science.
