Economic History of Authors' Rights and Creative Industries in Czechoslovakia Hana Moravcová ... more Economic History of Authors' Rights and Creative Industries in Czechoslovakia Hana Moravcová Dissertation thesis Abstract The thesis analyzes the impact of cultural policy on creative industries in Czechoslovakia. The first chapter is devoted to economics of authors' rights. It identifies inconsistencies in its three main assumptions, that undermine proper understanding of the effects of copyright and authors' rights. It provides a framework for optimization behavior of authors, that respects that market transactions between authors, users and consumers take place not on one, but on many markets where a work is spread. The second chapter reveals that the emergence of the Authors' Rights Act in interwar Czechoslovakia was the result of the influence of particular interest groups. The most important organizations are identified. Their mutual interconnection and linkage to the state facilitated their ability to directly influence the wording of the new law and its pract...
Using a realistic and holistic approach, this theoretic contribution corrects three main assumpti... more Using a realistic and holistic approach, this theoretic contribution corrects three main assumptions of the economic theory of copyright and explains why they hinder the proper understanding of its role. First, authors' pieces of work are like a public good that needs the protection of copyright to overcome the free rider problem. However, a piece of work can be spread only with a medium good or service. Such a pair might not possess the properties of a public good like nonexcludability and nonrivalry. The second assumption that copyright enables authors to charge the price above marginal costs was rejected as too simplistic because the copyright affects different markets with pairs "a piece of wok + medium" variably and moreover, it ensures for authors a nonmarket revenue. The complexity of copyright also explains why the third assumption that copyright can be modelled as a single index is meaningless. A new framework for optimisation behaviour of authors is offered.

Based on archival materials examined for the first time, this study reveals the process of monopo... more Based on archival materials examined for the first time, this study reveals the process of monopolisation of the film industry in interwar Czechoslovakia. The study analyses (1) the narrative surrounding the state involvement in the film business and (2) the structure and effects of the government subsidies to the film production. The study shows (1) that the narrative emphasized the national-educational and national-consciousness role of film and (2) that the practice which the system of state support established made it possible to finance the production of Czechoslovak films. At the same time, the increasing level of state intervention during the Protectorate led to the rapid completion of the monopolisation of the industry.
