In India, sales promotions expenditure by various marketing companies is estimated to be Rs 5,000 crores and the emphasis on sales promotion activities by the Indian industry has increased by 500 to 600 percent during the last 3 to 5 years (Economic Times, June 15, 2003). In the year 2001, there were as many as 2,050 promotional schemes in the Rs 80,000 crore FMCG Industry (Dang et. al, 2005). The problem of financial exclusion is that the poorer the people, the greater are the exclusion. ... more The problem of financial exclusion is that the poorer the people, the greater are the exclusion. Analysis shows that with the reforms and the opening up of the economy the vulnerable segments are at the risk of losing some of the achievements of nationalisation and increased branch network. The recent proactive measures taken by the Government and RBI have been quite successful. If only the banks and other financial intermediaries are imaginative enough to see the money at the bottom of the pyramid the impact would be tremendous. Despite the global economic meltdown, according to the latest report by the American financial services major Goldman Sachs, India will be the second fastest growing economy in the world. A trillion-dollar economy that boasts of the highest number of billionaires in Asia, India is certainly on the road to becoming a super power. Unfortunately this new found prosperity is not shared by all segments of the society. One out of every five Indian is still below poverty line and around two-thirds of India remains 'unbanked' even at this juncture. Clearly until we attain a more inclusive growth we shall also be known as the land of the slum dog millionaire! The objective of this paper is to examine the question of inclusiveness of growth only from the angle of financial inclusion. The basic assumption here is that financial inclusion is critical for achieving inclusive growth and only such a growth is sustainable. The paper after explaining the concept of financial exclusion and the dimension of the problem proceeds to analyse the reasons for financial exclusion and the impact it has on especially the marginalized sections of the society. This is followed by a review of the policies and strategies adopted in our country in order to tackle this challenge. The paper concludes with a note on possible course of action for the future. Financial exclusion signifies the lack of access by certain segments of the society to appropriate, low-cost, fair and sate financial products and services from mainstream providers. Financial exclusion is a key policy concern, because the options for operating a household budget, or a micro/small enterprise, without mainstream financial—services' can often be expensive (Mohan, 2006). This process becomes self reinforcing and can often be an important factor in social exclusion, especially for communities with limited access to financial products, particularly in rural areas. It is now well documented that countries-with high levels of inequality record higher levels of financial exclusion (Kempson, 2006). Financial inclusion therefore implies delivery of financial services at an affordable cost to the vast sections of disadvantaged and low-income groups. The various financial services include credit, savings, insurance, payments and remittance facilities. The objective of Financial Inclusion is to extend the scope of activities of the organised financial system (viz., the banking system) to include within its ambit all categories of population without any discrimination. Financial Inclusion rests on three pillars viz., access to financial services, affordability of such services and actual utilization of such services (Shetty, 2006). Financial Inclusion can be achieved only if all the three pillars show affirmative results. It must also be noted that while for developing countries like India, generally the process of Financial Inclusion starts with opening of savings bank accounts the process, at a later stage, must, also incorporate credit facilities and other financial services such as insurance. Hence internationally financial inclusion has been viewed in a much wider perspective.
