“What Brazil has presented is an NDC that shows a lot of progress. Brazil is presenting the world with a series of goals that are important for our country and are ambitious,” says Axel Grael, Mayor of Niterói, Brazil, and chair of the Climate Action Support Portfolio for the ICLEI Global Executive Committee. On Day 3 of COP29, 13 November, Brazil submitted its updated Nationally Determined Contribution with a strong focus on multilevel governance and collaboration. While Brazil’s new commitment to reduce emissions by 59% to 67% by 2035, as compared to 2005, made headlines, the #LGMA Constituency and local and regional governments around the world are paying attention to the ´how´ of the NDC -which strongly integrates Brazil’s subnational governments into the national plan and actions. Brazil’s new NDC, which is the third updated NDC to be submitted in advance of the 2025 deadline, makes an explicit “Commitment to climate federalism between the union, states and municipalities,” with a direct reference to COP28’s Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action. Mayor Grael, who is also Vice President of Brazil’s association of cities, Frente Nacional de Prefeitas e Prefeitos (FNP), added, “We have been discussing what we call 'climate federalism' with the federal government, because the sub-national governments have a great contribution to make, as do civil society and the business sector, because we won’t have a savior of the country who will solve the climate problem." Marjorie Kauffmann, State Secretary for Environment and Infrastructure, State of Rio Grande do Sul, Brazil and ICLEI Vice President, congratulated her country’s submission: “The NDC presented in advance and with an audacious target goes back to what Brazil wants to demonstrate as an example and, more than that, to practice within its means. So we understand that bringing in the target early and bringing in federalism is fundamental and will bring a gain in multilevel governance." 📣 The LGMA has mobilized 500+ delegates, one of the largest delegations at COP29! As COP29 Azerbaijan climate summit kicks off, cities, regions, local and subnational governments and other non-party stakeholders are uniting to demonstrate their indispensable role in climate action, setting the stage for an integrated, inclusive, and impactful global climate agenda and urging the Parties to include multilevel action into the new round of national climate and adaptation goals. Local and regional governments have sent over 100+ political leaders and mobilized more than 500 delegates to advance city and region climate goals at #COP29. The delegation of the LGMA Constituency is one of the largest at COP29. Delegates will participate in more than 170 events across the negotiations space, plenary sessions, Pavilions and Green Zone. Cities and subnationals keep up the drumbeat for multilevel action at the High-Level Opening of the Multilevel Action & Urbanization Pavilion! The event focused on multilevel engagement to elevate climate ambition and integrate sustainable urbanization into #ClimateEmergency action. Approximately 80% of global GDP is generated in cities, 70% of GHG emissions are released in cities, and by 2050, 70% of the world’s population will live in urban areas. Simultaneously, cities are hotspots for innovation and generate adaptation and mitigation solutions to address climate change. Urban areas are uniquely positioned to drive change with innovations in governance, finance, and technology. By understanding cities' roles and exploring collaborative solutions discussed at the 2024 Innovate4Cities Conference, the report showcases how local actions in cities can scale to make a global impact. This report is the culmination of six years of knowledge sharing, starting at the Cities and Climate Change Science Conference in Edmonton in 2018 and, most recently, the Innovate4Cities Conference in Montreal this year. As a Knowledge Partner, ICLEI’s Global Research & Innovation Symposium 2024, held at the ICLEI World Congress, was developed as a complementary event to Innovate4Cities Conference 2024. Pourya Salehi, ICLEI Head of Urban Research, Innovation, and Development, and Co-Chair of GCoM’s Technical Working Group for Research & Innovation, served on the Conference Advisory Committee with Diana Urge-Vorsatz, Vice Chair of the IPCC and ICLEI’s Urban Research and Innovation Portfolio Holder. ICLEI's Research, Innovation and Development Team was instrumental in shaping this Conference and its primary output -the update to the Global Research and Action Agenda, with our experts co-authoring the report, chief among them Maryke van Staden, Amy Jones, and Dr. David Corbett. As the first global network of local and regional governments to operationalize the Global Research and Action Agenda (2018) through our Global Research & Innovation Strategy, #ICLEI will continue to ensure this update to the GRAA informs the activities at the interface of science and policy and engagement of cities into those efforts. #WorldUrbanForum: Laying the groundwork for sustainable water solutions ICLEI was thrilled to participate in the European Union Water Operators Partnership (EU-WOP) Phase II dialogue session. Water Operators Partnerships (WOPs) are an effective way of building capacity and skills in water utilities to sustainably provide water and sanitation services to the cities they serve. The peer-to-peer methodology has, over time, proven a particularly efficient way of building long-term partnerships and increasing capacity. The launch of the 2nd phase of the EU-GWOPA programme, running until 2030, is a strong recognition of the need to form partnerships at the local level to achieve urban water resilience. As stated by Sergio Oliete Josa from the European Commission at the programme launch event, "Local governments create the enabling environment for climate adaptation actions to take place in." Building stronger collaboration between water utilities and the local governments that they serve can improve dialogue, planning, monitoring, and disaster risk management. Political leadership is needed in areas such as regulatory reform and sustainable pricing strategy to ensure an environment supportive of the long-term sustainability of water utilities. At the technical level, urban administrations can support the identification of multisector opportunities for energy co-generation from wastewater and the use of parks and recreation areas for improved infiltration of rainwater and stormwater runoff. Communication and outreach can be supported at the city level, where behavior change by residents can help achieve water use efficiency and water loss reduction targets.#ICLEI, as an active GWOPA member, continues to support collaboration between local governments and the utilities that provide them with water and sanitation services.
