How can cities unlock the funding needed for transformative climate projects? Accessing finance is essential for urban initiatives, but the challenge often lies in getting projects ready for investment. That's where Project Preparation Facilities (PPFs) come in. They play a vital role in helping cities structure their projects to attract the financing they need to turn their climate ambitions into reality. We stand with the Global Renewables Alliance (GRA), along with over 100 organizations and companies, in their call to global leaders to #NowDeliverChange.#ICLEI is a proud signatory of the GRA's open letter published during #NYClimateWeek, calling on world leaders to seize the opportunity presented by the revision of Nationally Determined Contributions to the #ParisAgreement. The open letter calls for national targets that are: 1️⃣ Ambitious: Aligned with the 1.5°C climate goal and the COP28 commitments. 2️⃣ Specific: Including quantifiable renewable energy capacity targets for 2030 and 2035. 3️⃣ Actionable: Supported by robust energy, resource, and investment plans to provide the necessary certainty for both the industry and financial sectors. "Combatting climate change means placing cities at the center," write ICLEI President Katrin Stjernfeldt Jammeh, Mayor of Malmö, Sweden, and ICLEI First Vice President Minna Arve, Mayor of Turku, Finland, in a joint article. Published by FORESIGHT Climate & Energy, #ICLEI leaders challenge the notion that cities are merely contributors to #ClimateChange. Instead, they position urban centers as crucial allies in our battle against the #ClimateEmergency. While cities account for 70% of global CO2 emissions, they're also at the forefront of innovative #ClimateSolutions. The mayors argue that as national governments falter, cities are stepping up with practical, sustainable approaches. However, they face a significant hurdle: only 10-15% of global #ClimateFinance reaches the local level. Despite this, cities remain resolute. Over the past five years, urban climate finance has more than doubled, reaching USD 831 billion in 2022. Despite this surge, and with cities facing increasingly severe climate threats, adaptation funding lags far behind, with just USD 10 billion – only 1.2% of total urban climate finance – being spent to adapt to a rapidly changing climate. These new figures were revealed in the newly released “The 2024 State of Cities Climate Finance Report” by Cities Climate Finance Leadership Alliance (CCFLA).#ICLEI is a proud founding member of the CCFLA. Maryke van Staden, ICLEI Director of carbonn Climate Center, serves at the CCFLA Steering Committee. With over half the world's population currently living in urban areas, and that number rising to 70% by 2050, the time to act is now. CCFLA's assessment shows that annual urban climate finance must increase more than fivefold to attain a 1.5°C climate pathway. The LGMA COP29 position is out now. The Local Governments and Municipal Authorities (LGMA) Constituency have united around three clear asks for climate negotiators for the next climate conference in Baku. Learn more and download the joint position here 👉 https://lnkd.in/eQCgAAgxAs implementation partners to the #ParisAgreement, local and other subnational governments - in collaboration with the LGMA Constituency - are committed to supporting the development, financing, and execution of ambitious NDCs and other key strategies leading up to 2025. For COP29 Azerbaijan, the #LGMA has therefore three main asks: 1️⃣ Accelerate inclusive, multilevel, gender-responsive and cooperative action, through new Nationally Determined Contributions developed in partnership with local and other subnational governments. 2️⃣ Finance sustainable urbanization and climate action at all levels. 3️⃣ Align the climate, nature, pollution and sustainable development agendas.COP28 UAE underscored the critical role of #MultilevelAction and local governments in driving global climate goals, celebrating breakthroughs like the #CHAMP initiative and the first-ever Local Climate Action Summit. Yet, despite this significant progress, local and other subnational governments are still sounding the alarm over the world’s path toward the SDGs and the 1.5°C Paris Agreement target. Finland has joined COP28’s Coalition for High Ambition Multilevel Partnerships (CHAMP), showcasing its commitment to strengthening collaboration across all levels of government to deliver effective #ClimateAction. 👉 https://lnkd.in/eWx7FekJSpearheaded by ICLEI First Vice President Minna Arve, Mayor of Turku, Finland, the country’s endorsement of #CHAMP shows that leaders at every level are working together to solve the #ClimateEmergency. “Cities are on the frontline of the climate work, and I’m really proud that we already have in Finland very strong cooperation between the national government, regions, and cities, and this is a way to make it even more systemic,” says Mayor Arve. Finland is the first country to join CHAMP in 2024, totaling 73 nations that have officially pledged to the initiative. They all have committed to enhancing cooperation with their local, regional, and other subnational governments in planning, financing, implementing, and monitoring ambitious climate strategies, including their upcoming Nationally Determined Contributions (NDCs).#ICLEI leaders around the world are advocating for the continued support and implementation of CHAMP since COP28 UAE. For instance, Katja Dörner, Mayor of Bonn, Germany, and chair of the Climate Action Governance Portfolio for the ICLEI Global Executive Committee called on her fellow ICLEI Members to proactively engage with their national governments and national associations of local governments to enhance NDCs by 2025 and support CHAMP. “Leaders from cities, towns, and regions in the ICLEI Network are at the Summit of the Future to demonstrate their commitment to meaningful, transparent global cooperation. International collaboration is more vital than ever for our survival, and without it we will not meet our sustainability goals or be able to adequately respond to emerging challenges and opportunities,” said ICLEI President Katrin Stjernfeldt Jammeh, Mayor of Malmö, Sweden. Mayor Jammeh is leading ICLEI’s delegation of over a dozen Members from local and regional governments, who will travel to New York for the UN Summit of the Future and Climate Week NYC. The UN #SummitOfTheFuture is an initiative of UN Secretary-General António Guterres to bring together world leaders to improve the UN system and strengthen multilateralism. Expected outcomes include the Pact for the Future, which would be key for establishing a structured, coordinated, and systematic approach for the inclusion, direct financing, monitoring, reporting, and capacity building of local and other subnational governments across the Rio Conventions and the SDG Agenda. ICLEI’s delegation of local and regional government leaders will be bringing the voice of subnationals to these high-level events.
