The paper analyses strategic competition in North-East Asia in the early 1990's and the responses... more The paper analyses strategic competition in North-East Asia in the early 1990's and the responses by both Australia and Japan to these challenges. The paper argues for a gradual, layered, inclusive approach to security, based on strong, nurtured alliances, bolstered by a web of multilateral interest, and an overarching institution for resolving tensions through reassurant action can offer strong prospects for regional stability. It is the first published paper that proposes Japan and Australia build a three-level hierarchical framework to bolster regional security.

This is based on an analysis of doctrine and defence policy environment. A theoretical model of hierarchically-linked relationships between overarching defence objectives and subordinate components is proposed as an illustrative force structure process. Directions for future development of the model, including suggestions for the definition of an agreed doctrinal development process points the way to the future development of Air Power in the Australian context.

This thesis is a critical examination of the foundation and possible trajectory of the Australia... more This thesis is a critical examination of the foundation and possible trajectory of the
Australia-Japan defence and security relationship (A-JDSR). The thesis is timely. Since
its early beginnings in the 1960s, but especially since 1992, the A-JDSR has assumed
increasing mutual importance. Both countries have made separate and joint declarations about the need to work together for regional and global security. A process of preparing protocols and agreements for acting together in regional security contingencies is underway, and both have recently increased their exchanges of Defence attaché staff.

There are increasing levels of dialogue and combined exercising, bilaterally and with the United States. Recent challenges to their security are prompting Australia and Japan and like-minded countries, especially the United States and the ASEAN nations, to consider developing a more structured security framework. The revitalised Quadrilateral Security Dialogue is a good example of such a framework. The thesis proposes a framework that may add to Asia-Pacific regional security by meeting the challenge of a rising China, an authoritarian state seeking more global and regional influence. All countries in the region need to address China’s competition with the United States as this inextricably puts stress on Australia and Japan because of their respective separate security allianceswith the United States. A ‘virtual alliance’ defence and security relationship already exists, supplementing defence and security dialogue and cooperation. A risk is that China can interpret closer A-JDSR ties as attempting to restrict it from taking its rightful place in the global order.This thesis posits an option for the future of the A-JDSR that: mitigates this risk; hedges formal alliances; and bolsters resilience as the rules-based global order comes under pressure.

With new post-Cold War uncertainties, Asia-Pacific Regional Security can no longer be assured by ... more With new post-Cold War uncertainties, Asia-Pacific Regional Security can no longer be assured by the maintenance of superpower military deterrence. Cooperative regional security is the key to providing stability to the Asia-Pacific region. The United States’ global approach of Engagement and Enlargement proposes a basis for regional security. A tiered approach to security, using extant alliances as the base and including a revised model of military power is proposed. Australia’s policy of constructive regional engagement, and the reorientation of the Australian Defence Force to fit the imperatives of the New World Order, is cited as an example of this tiered approach to South-East Asian regional security. Drawing on this proposed model of cooperative security, the paper describes the cooperative action that Japan and Australia could take, singly and jointly, to help promote regional security.

This paper provides the first publicly-published theoretical basis for linking the derivation of ... more This paper provides the first publicly-published theoretical basis for linking the derivation of defence force structure to the concept of capability development. This links, in a formal manner the development of capability from national security strategic principles.
This is done for the Air Element of the Australian Defence Force (Royal Australian Air Force) but it has wider relationship to force structure development for all three services (land, air, maritime). This paper was originally published by the US Air Force Air War College.

Australia’s unique defence and foreign policy environment and orientation defines the scope of the paper. An Aim is introduced: that of defining a process for determining an appropriate force structure for the Air component of the Australian Defence Force. The strategic environment is used to illustrate the factors circumscribing policy formulation. An analysis of current doctrine and the defence policy environment follows, providing insight into the process of doctrinal development and continues with a description of the current process and an assessment of the utility of current guidance and process es. A theoretical model of hierarchically-linked relationships between overarching defence objectives and subordinate components is proposed as an illustrative force structure process . An assessment is made of the model’s ability to critically examine current and proposed air force structure with a view to determining its utility as the basis for a long-term plan. Directions for future development of the model, including suggestions for the definition of an agreed doctrinal development process points the way to the future development of Air Power in the Australian context.
