Malaysia has experienced significant economic growth, and mobile telephony has now reached a larg... more Malaysia has experienced significant economic growth, and mobile telephony has now reached a large majority of the population. This paper explores how different types of Malaysian micro and small enterprises use the mobile phone to sustain and support their work relations. This study is a comparative case study, combining personal qualitative interviews with a quantitative study of individual call patterns. Findings show that the mobile phone serves as the most frequently used media and communication tool for both managers and employees within the retail, farming, and professional sectors; and that the popularity of the hand phone goes beyond business sector boundaries. The study reveals the gaps that exist between employees and managers in different business areas. Insights on how mobile communication technology influences relationships and social networks are crucial for policymakers who intend to improve the efficiency and livelihood of the micro and small enterprises.

approach to crafting policies and designing programs for the poor to address the issue of
sustainability of government-initiated livelihood programs. A discussion is made on the
evolution of the BoP concept, the different dimensions of value networks, and how they are
applied to the poverty reduction program of the Aquino administration, specifically, the
Sustainable Livelihood Program. The paper asserts that using a market-based, development
strategy is necessary for the poor to raise their real incomes. This involves creating innovative
partnerships with BoP stakeholders which is an integral part in fostering participatory and
sustainable approaches to development and poverty alleviation among the marginalized.
Social networking sites (SNS) have become increasingly popular means for self-expression, communi... more Social networking sites (SNS) have become increasingly popular means for self-expression, communication, and influence, particularly in relation to political activity. In cases involving elections, for example, studies have been conducted to explore how these sites have been mobilized as a tool to disseminate opinion, encourage others to vote, publicize one's voting decisions, and even predict election outcomes. In this study, we explore how data from the SNS site Twitter can be used to enrich current understandings of the nature of voters in a Philippine setting. We mobilized a combination of manual and computer-based natural language-processing (NLP) techniques to analyze Twitter data in Metro Manila concerning the 2013 Philippine elections for a two-week period. Specifically, we combined language modeling using n-gram and manual discourse analysis to generate over 30 themes from Twitter users' comments on the 2013 Philippine elections. The themes cohered around a number of different narratives that shed light on voters' behavior, specifically why they vote, how they vote, and who they vote for, thus deepening our understanding of the different interlocking factors that shape election and voting processes.

Twitter, in particular, is used by a significant number of people, as a means to quickly spread information and communicate with one other during disasters. In the case of Typhoon Haiyan, citizens and various civic groups have resorted to social media to exchange information on the disaster situation, to reach those affected, and to generate support for relief efforts. In the past typhoons, such as Ondoy (Ketsana in 2009) and Maring (in 2013), private initiatives of individuals, netizens, and their online communities have paved the way for relief efforts through online sites such as, #Rescueph and #Maringph, which allow the public to work with government in times of calamities. This study seeks to address the overall question: How is civic engagement manifested in the use of social media such as Twitter and Facebook during calamities as seen in the Philippine experience? More specifically: What are the themes and patterns emerging from social media discourses during Typhoon Haiyan? The study examines civic participation and the role of new media in disaster response and management. It gives an additional dimension on online community building and civic engagement during disasters in the Philippine context.
Micro, small, and medium-scale enterprises (MSMEs) comprise bulk of business entities in the deve... more Micro, small, and medium-scale enterprises (MSMEs) comprise bulk of business entities in the developing world. Their contribution is seen in terms of employment generation and capital formation. Seen as the engine of growth in present knowledge-based economies, MSMEs play a crucial role in the economic sustainability of Asian developing countries. This paper discusses the role of MSMEs in Asia, with the Philippines as a case in point. It examines issues and challenges these enterprises face, as well as, their role and impact in developing the Philippine economy and human capital. It explores mechanisms of European linkaging and assistance to the Philippine MSME sector. The paper posits that a supportive policy environment is necessary for these enterprises to achieve their potential for sustainable growth in a global knowledge-based economy.

communication technology (ICT) in disseminating information to the public, particularly in creating awareness to address the challenges of climate change in the region. The Internet, social media, and mobile technology are being used by government agencies and local government units for disaster preparedness and mitigation. Government websites are created to transmit relevant data for public use concerning climate change and disaster risk reduction and management. This manifests the values of integrity, accountability, and transparency which are marks of good governance and effective public administration.
The paper examines how social media and ICT serve as tools in addressing climate change issues especially in the preventive and remedial aspects of disaster management. An examination of the national and local government levels’ policy framework on disaster risk reduction and management shall first be tackled using the Philippines as a case. Emphasis is on how ICT and social media help address community needs especially the vulnerable sectors in society during times of disaster.
