     Creates a new ECPrivateKeySpec with the specified parameter values.  
     Parameters:  
     `s` \- the private value.  
     `params` \- the associated elliptic curve domain parameters.  
     Throws:  
     `[NullPointerException](../../../java/lang/NullPointerException.html "class in java.lang")` \- if `s` or `params` is null.
