As part of the preparations for the 4th World Summit on Arts and Culture 2009 in Johannesburg in ... more As part of the preparations for the 4th World Summit on Arts and Culture 2009 in Johannesburg in September 2009, IFACCA released a Discussion Paper exploring the claim that intercultural dialogue has become a new priority for arts and cultural policy makers around the world. The Discussion Paper, researched and written by Andreas Wiesand and Danielle Cliche of the ERICarts Institute, was based on a survey designed to map views and collect cases of good practice on the (potential) role of intercultural dialogue in the arts and arts policies. Survey results indicated that it may be unrealistic to expect that a single arts strategy or cultural policy could address the diversity of challenges facing the promotion of intercultural dialogue through the arts. Survey respondents urged all stakeholders to work together – different tiers of government, non-governmental and private actors – to foster intercultural dialogue at a level closest to where people live and work. Following discussion at the World Summit and feedback from IFACCA network members, Dr Wiesand has finalised this study.

To address this question, IFACCA, with support from Summit co-host, the National Arts Council of South Africa, commissioned the ERICarts Institute to design and analyse the results of a survey to map views and collect cases of good practice on the (potential) role of intercultural dialogue in the arts and arts policies. A questionnaire was sent to the member organisations of IFACCA and to experts in its larger international network of researchers, arts practitioners and NGOs. Parallel to the ongoing European integration process, comparative cultural policy research has ch... more Parallel to the ongoing European integration process, comparative cultural policy research has changed its orientation and methods during the last thirty years, moving from institutional, almost "diplomatic" exercises to networking exchanges, and has arrived at an approach which favours integrated research projects. Against this background, this paper reviews the methodological problems of and first steps taken towards a more action-oriented and, at the same time, cohesive ("European") concept of cultural research, which extends beyond a mere comparison of national policies and experiences. This is illustrated through individual research projects and the more recent appearance of ERICarts, the European Research Institute for Comparative Cultural Policy and the Arts.

Sorgfaltig angelegte Strasen, auf viele Meilen ohne Unterbrechung eingefast von angepflanzten Baumen; Tagereisen weit nichts als mit prachtigen Feldern bedecktes Land, Menschen in prunkenden Gewandern aus selbstgewebten Stoffen! Weiter im Suden dann, im Konigreiche Kongo, eine Uberfulle von Menschen, die in ‚Seide und Samt‘ gekleidet waren, eine bis ins kleinste durchgefuhrte Ordnung groser, wohlgegliederter Staaten, machtvolle Herrscher, uppige Industrien — Kultur bis in die Knochen! Als ebendies erwies sich der Zustand in den Landern auf der Ostseite, zum Beispiel an der Mozambiquekuste.

So verwundert es nicht, das wir noch gravierende Definitions- und Abgrenzungsschwierigkeiten erkennen und am Ende nicht einmal sicher sind, ob diese Bezeichnung — gerade wegen ihres nicht einlosbaren, allumfassenden Anspruchs — dauerhaft Bestand haben kann. Geht es nur um eine weitere Umschreibung bereits bekannter Arbeitsfelder der Kulturverwaltung bzw. von Kultureinrichtungen? Oder impliziert Kulturmanagement ein eigenstandiges neues Qualifikationsangebot?

L'A. expose brievement la controverse portant sur l'inauguration d'un monument du sou... more L'A. expose brievement la controverse portant sur l'inauguration d'un monument du souvenir dans la Nouvelle Garde pres de la porte de Brandebourg a Berlin en novembre 1993, afin de souligner la charge semantique du terme de « monument commoratif » dans le contexte politique allemand. Il constate que la « politique des biens culturels » en Allemagne a ete nettement marquee par la reunification, tout particulierement en matiere de droits culturels ainsi qu'au niveau de la coordination des 15 Lander federaux et du financement de la protection, de l'entretien et de la promotion des biens culturels.

June 2022 marks the 50th anniversary of the Autorenreport-the first major project of cultural res... more June 2022 marks the 50th anniversary of the Autorenreport-the first major project of cultural researchers Karla Fohrbeck and Andreas Joh. Wiesand, who at the time worked at a think tank of the SPIEGEL publishing house in Hamburg (SPIEGEL Institut für Projektstudien). The Authors' Report, published by Rowohlt, was a comprehensive empirical study of the professional and social situation of writers and other freelance authors in the cultural and media sector. Around 13,000 authors' addresses were identified for a representative sample and oral interviews lasting over an hour were conducted with 1,693 authors. In addition, their legal and socioeconomic status was examined by analysing, among other things, around 1,400 authors' contracts-the spectrum of works ranged from poetry to popular magazine novels. Today, this methodology could not be implemented similarly any more, if only because of data protection rules.

Erst die Menschen und vor allem ihre Institutionen verschaffen dem vielfältigen materiellen und i... more Erst die Menschen und vor allem ihre Institutionen verschaffen dem vielfältigen materiellen und immateriellen Kulturerbe durch ihre Zuschreibungen, also durch Aneignung, Abgrenzung oder Differenzierung, eine bestimmte, in der Regel aber nicht universale Bedeutung. Was für manche eine tiefere, durchaus auch emotionale Bindung schafft, kann für andere ohne Wert sein. Denken wir etwa an eine alte Heiligenfigur oder an einen Totempfahl: Was für die einen kulturelle Identität, also die Zugehörigkeit zu einer Gemeinschaft markiert oder auch individuellen Trost und Glaubenserfüllung bietet, kann für andere ein überholtes oder sogar abstossendes Symbol sein. Wieder anderen mag es hier in erster Linie auf wissenschaftlich-fachliche Relevanz, auf ästhetische Qualitäten oder auch nur auf einen materiellen Wert ankommen. Mit anderen Worten: Kulturgüter sind ambivalent. Sie können sowohl Zusammenhalt fördern als auch Konflikte auslösen oder uns, wie etwa das Kulturgut Sprache, einfach nur im Alltag begleiten und unterstützen.
