Reparations whether to blacks for slavery, or to Indians for land theft, or to settle any number ... more Reparations whether to blacks for slavery, or to Indians for land theft, or to settle any number of other conflicts, has an interesting political background. Analysts on the left, who are usually no friend of private property rights, nevertheless rely on this doctrine to support their case for reparations. Those on the right, in contrast, who supposedly defend the institution of property rights, jettison them when it comes to reparations. It is only libertarians, such as the present authors, who both favor private property rights in general, and, also, apply them to the issue of reparations, who are logically consistent.

This Final Report includes all of the findings and recommendations resulting from Battelle‘s stat... more This Final Report includes all of the findings and recommendations resulting from Battelle‘s static review, detailed interviews and onsite testing activity related to the ITS Standards deployed and currently in use for transportation management systems, specifically, traffic signal control, in Harris County, TX. The standards reviewed include the Advanced Transportation Controller Standard for the Type 2070 Controller, v02.03, dated March 12, 2004 and the ITS Cabinet Standard v01.02.17b, dated November 16, 2006. The outcome of this effort, through a series of both subjective and objective evaluation criteria, is to determine the suitability, effectiveness and interoperability and interchangeability, of the standard, and to provide this feedback to the standards development organizations that are drafting the standards. This testing effort is not an evaluation of the site‘s conformance to the standard and should not be construed as such.
