EAFF E-1 Football Championship 2019 Round 1 – President’s Message

Dear Football Families of the East Asian Football Federation,

It is our great pleasure to welcome you all to Round 1 of the EAFF E-1 Football Championship 2019. This year’s opening stage of the competition will be held in the beautiful city of Ulaanbaatar, Mongolia for the very first time in competition history.

Over the last years, East Asian football has grown together in every aspect, while also strengthening unity and solidarity amongst our Member Associations. Both our men’s and women’s teams now have a strong presence in the football world and I am confident we will become even better as we fulfill our potential. In that sense, the first round that will take place for the next few days will be the opening of another chapter and a foundation of a greater development. I am excited to witness the development of the four (4) participating teams from our football family.

The first round of the competition will be held over six days, from September 2 to September 7. Four (4) participating teams from Guam, Macau, Mongolia, and Northern Mariana Islands will compete for the ticket to the next round under the spirit of sportsmanship and fair play. I send my best wishes to all four (4) teams and strongly believe they will make their fans and our East Asian region proud through the competitions.

Finally, I would like to extend my sincere gratitude to the Mongolian Football Federation for hosting this competition and providing their greatest hospitality for all participating teams. I would also like to thank our official partners and Dentsu Inc. for their contribution.

Mode of Competition and Rules for Determining the Winner

The system of play shall be the league system, each team playing one (1) match against each of other teams, with three (3) points for a win, one (1) point for a draw and none for a defeat.

EAFF shall decide the match fixtures for Round 1 in consultation with the Organising Association.

The ranking in each group shall be determined as follows:
i. Greater number of points obtained in all group matches
ii. If two (2) or more Participating Teams are equal on points, the following criteria are applied to determine the ranking
■Head to Head Criteria
・Higher number of points obtained in the group Matches played among the Participating Teams in question;
・Superior goal difference from the group Matches played among the Participating Team in question;
・Higher number of goals scored in the group Matches played among the Participating Teams in question;

■Tiebreaker
If, after having applied the Head-to-Head criteria, two (2) or more Participating Teams still have an equal ranking, the Head-to-Head criteria shall be reapplied exclusively to the Matches between the Participating Teams in question to determine their final rankings.

■Group Results criteria
・Superior goal difference from all group Matches played;
・Higher number of goals scored from all group Matches played;
・Kicks from the Penalty Mark if only the two (2) Participating Teams are both on the Field of Play;
・The lower score calculated according to the number of yellow and red cards received in group Matches; or
・The drawing of lots

Duration of Matches

Each Match shall last ninety (90) minutes, comprising two periods of forty-five (45) minutes with an interval of fifteen (15) minutes in between from the whistle ending the first period to the whistle starting the second period.
