In the article it is examined the peculiarities of interaction of the government and parliamentary opposition in the Republic of Poland in conditions of establishment of democracy. Our attention was paid to institutional factors which influenced the character of relations between pro-power and oppositional factions. It was observed a change of the model of interaction between the government and parliamentary opposition in the context of political processes in the country.
It was grounded the opinion that in conditions of functioning of the “contract” parliament it is observed a low level of interparty competition and cooperation model of interaction is a dominant one. This was caused by the quota principle of voting and a weak level of parties’ institualization. New parliament functioned in condition of hybrid, transitional system which embraced institutes of previous socialistic and introduced the elements of a new, democratic. This made a democratic line between pro-power and oppositional parties indistinct.
After the first democratic elections interrelations were complicated because of a significant party fragmenting of the parliament, indetermination of political and legal status of the opposition, high level of proneness to conflict in the party environment. Cooperative model of relations gradually transformed into a conflict one.
However often repositioning of political powers also had positive effect as it was improved and adapted the mechanism of democratic change of power. Citizens’ “habituation” to such democratic practice was an important precondition of formation of consolidated democracy.

THE INSTITUTIONAL MECHANISMS FOR INTERACTION BETWEEN THE
GOVERNMENT AND THE PARLIAMENTARY OPPOSITION IN THE VISEGRAD
COUNTRIES
In the article on the basis of collected theoretical and empirical material made a
conceptual approaches, that explaining the institutional mechanisms of interaction between the
Government and the parliamentary opposition in the Visegrad countries. The author ascertains
the institutional framework in which the parliamentary opposition operates and shows how
effective is influence on the Government in each country.
The author argues that the parliamentary opposition in the Visegrad countries is an
important element of the impact on the balance of power between the President, Government
and Parliament. This effect may increase depending on the size of the parliamentary
opposition, the emergence of coalition unions, weakening the strength of the parliamentary
majority, strengthening conflict between the Government and the President, anti-democratic
methods and means of the exercise of power by the Government, the use of non-parliamentary
opposition methods to influence the policymaking process.
The article demonstrated that dichotomy between the ruling party and opposition groups
expressed in the Visegrad countries. This is quite a significant level of competitiveness by the
parties and that the Government formed mainly from among the parliamentary majority and is
controlled by them. Parliamentary opposition in practice is difficult to use their institutional
capacity to influence the Government due to the fact that the ruling majority has greater access
to power resources and there are constitutional provisions that minimize the change of
government in order to preserve political stability.

opposition
Based on the concepts of the power, the character and specifics of the relationship between the
power and the political opposition are analyzed. The political opposition is considered through the
category “power”.
It is found out the causes and the level of dependence of the opposition from the power. It is
considered that within the dichotomy of "power-opposition" relations have subject-subjective character.
These are two equally competitive forces which have different status, however, it is temporary and may
be changed depending on the election results or for any other reason.
The character of the relationship between the two sides, their forms and methods are considered
to be derived from the uneven attitude to the resources. In this case, complete domination over power
resources minimizes the impact on access to the decision-making process from the side of the opposition
and exacerbates the conflict between the sides.

Conflictual Nature of the Relationship Between Government and Opposition in Ukraine: Causes and Political Consequences. The article analyzes the dynamics of the relationship between the government and the parliamentary opposition in Ukraine. The causes and consequences of political conflict domination style relationship were clarified by the author. He believes that the distinction between opponents held the simplified line " anti-communism " to the complex and contradictory relationship in the triangle " president-parliament-government. " The political consequences of the conflict nature of interaction between government and opposition were minimizing the use of compromise as a tool to resolve disputes, activation of extra-parliamentary forms of political struggle, the attempt to develop mutual control of some political forces over others, stimulate political competition. Conflicts between the government and the opposition began to acquire signs of conflict between advocates support democracy building and its collapse and conservation. Therefore, in 2004 and 2014 repositioning political forces as changing the status on the powerful opposition, accompanied by the intensification of the democratization process. As a result of political actors started implementing new democratic forms and practices lustration of power, style dialogical relationship between government and society, strengthening the capacity of the third sector to influence the ruling elite. This is a prerequisite for the transition to a compromise model of relations between the authorities and the opposition.

Based on etymological and institutional approaches we have done the conceptual analysis of theoretical aspects of opposition’s activity as a new legitimate participant of political process under conditions of democratic transformation in post-communist countries.
The narrowing of ‘political opposition’ category to the institute of political parties as main potential subjects of power was motivated by the need to eliminate other subjects of oppositional activity via the term ‘opposition’.
