In the case where we have a false judgment by experts, the final results will be wrong. This paper aims to develop the performance measurement system in port container terminals in order to assist decision-maker to evaluate the port container terminal. Furthermore, the paper proposes a novel framework which aims to detect and modify jugement in order to reduce inconsistancies. By reducing inconsitency, the performance results and analysis will be more stable and robust. The proposed framework combines two methods, the multiple criteria analysis using MACBETH method (Measuring Attractiveness by a Categorical Based Evaluation Technique) and DELPHI method. In order to give more legitimacy, the model is tested in four ports.

The proposed model is a bi-objective mixed integer linear programming which consider several constraints and optimize the total costs including the procurement, production, storage and distribution costs as well as maximize on-time deliveries. In order to model a similar problem to the real planning problems, the objective function coefficients (e.g., procurement cost, production cost and inventory holding) and other parameters (e.g., demand and production capacity), are all supposed triangular fuzzy numbers. Besides, a hybrid credibility-based model is constructed for the problem, i.e., expected value and chance constrained models. Moreover, the construction of the crisp equivalent model is based on different properties of the credibility theory. The resulted crisp equivalent model is a bi-objective MILP. To transform the crisp BOMILP to a single objective MILP model, we propose the LP-metric method. To solve the planned model for largest instances, we tend to propose a hybrid algorithm based on a recent metaheuristic called Hunger Game Search (HGS). This algorithm employs the so-called chaotic search to prevent premature convergence and entrapment in local optima. Finally, the efficiency and sensitivity of the proposed model are justified through the numerical results.

Thus, it deals in particular with the context and the characteristics of the fourth industrial revolution. This revolution consists of four elements that are Cyber-Physical Systems (CPS), Internet of Things IOT, Internet Services (IOS) and Smart Factory. The appearance of Industry 4.0 prompted researchers to develop a new logistic concept called “smart logistics” to accompany the progress of Industry 4.0, which motivated us to look for the stages of development of logistics, through the four industrial revolutions up to “smart logistics” and define this new concept of logistics to facilitate its implementation in practice. This article also discusses the prospects for future researches in the field of smart.

The objective of our paper is to collect and make a general overview of existent models in development of this system. The principle aim is to give more explanations about this system in order to be aware of its development and its impact in multimodal transport. Then, we develop a model of dry port-seaport system via the product life cycle theory in order to realize its growth, its relations and its potential tendency. Finally, we present examples from different regions using developed model. Our proposition helps to understand more the development of the system and to forecast its future behavior and impact. We can investigate more in decline phase in order to propose solutions rising system performance or creating a novel infrastructure.

Given the relevance of the topic, the present paper aims to identify the potential risk factors of the three major parts that constitute the seaport dry port system and present a conceptual framework to facilitate risk factors analysis. Based on a three-step approach, starting with a systematic literature review, which resulted in 204 collected and examined papers, which allowed identifying 181 potential risk factors with an average of 60 risk factors in each major part of the studied system. In addition, we used a survey based on the Delphi technique to ensure a good extraction of data from 12 selected experts related to the seaport dry port system; then, we used the MCDM (Multiple-Criteria Decision-Making) method AHP (Analytic Hierarchy Process) in order to: 1) present a...

The proposed framework is based on three steps. In the first step, we identify the performance measures objectives and the indicators affecting our system. In the second step, a DEA-based oriented inputs model (DEA-CCR) is used to compute the efficiency scores of the system, based on the obtained scores, the data is divided into training and testing datasets. In the last step, an Improved Sine-Cosine Algorithm (ISCA) is employed as a new method for training FNNs to determine the efficiency scores. In ISCA, the so-called Levy flights is used to enhance the convergence rate of SCA and prevent it from getting stuck in local optima. To demonstrate the efficacy of the proposed framework, it is utilized to evaluate the performance of two ports container terminal mainly: Tangier and Casablanca. The results are compared with a standard BBO, GA and PSO-based learning algorithm. The new trainer ISCA is also investigated and evaluated using four different classification datasets selected from the UCI machine-learning repository and on three approximation functions datasets. The experimental results show that ISCA outperforms both BBO, GA and PSO for training FNNs in terms of converging speed and avoiding local minima.
