Although the outcomes of the Golden Visa Programs are very important in political, social, financial and legal terms and have provoked an intense dialogue within the European Union (hereinafter EU) and within their countries of application, the available data are limited. Through the collection of primary and secondary data (interviews with key informants, desk research and participatory observation at events and workshops related to the subject), the dissertation seeks to shed light on a rather unexplored area, highlighting important aspects of this policy that remain unknown to the Greek context.

While adopting the framework of citizenship, the present paper also adopts the twofold aim of giving voice to the youths and of revealing the gender inequality prevalent in the refugees’ community, thus empirically contributing to the theoretical debates on citizenship. The primary data were collected by means of qualitative methods during a two-month fieldwork project in Uganda. Gender inequality is the dissertation’s main theme and is presented through: the gender-specific challenges girls face; the females’ discursive subordination at the hostels; the discussion on the gender inequality’s perpetuation within the settlement; and, last, through the broader ramifications that gender inequality has for the youths’ attainment of a meaningful citizenship. The findings suggest that non-prioritisation of the girls’ education and unequal division of labour, which results on lack of time on the part of the girls to enact citizenship, lead to the females’ subordination and oppression. The relegation of females to the private sphere sustains the community’s patriarchal structures and results in the girls’ achieving the status of second-sex citizens.

The «Golden Visa» program was designed in Greece in 2013 and since 2017 it has seen significant growth. Collecting primary and secondary data through key informant interviews, desk research and participant observation in various events relevant to the subject, the dissertation aims at shedding light on important aspects of the program, which remain unknown for the Greek context. Among the most significant insights are the reasons why investors apply for the Greek «Golden Visa», the mapping of the market players/actors, the role of the specialized professionals, the challenges they face and the relations they develop with each other, and finally the assessment of the positive and negative elements of the program’s implementation. Privileged mobility and the commodification both of citizenship and the rights attached to it are the two main axes analyzed in the theoretical part. Moreover, the recommendations of European Institutions regarding the risks that loom over the implementation of such policies are presented. It could be argued that the State, through increased direct and indirect taxes, the specialized companies, as well as the professionals who experience a significant increase in their services demand are among the program’s winners. On the other hand, the present dissertation argues that people who rent their houses (tenants) saw a dramatic decrease of their available income through a significant increase in the rent they had to pay; a situation partly attributed to the intense touristification of many neighborhoods of the city center. The key concluding remark is that the ongoing land reform/restructuring, which is evident both in the ownership changes and the land use modifications towards investment purposes, calls the materialization of the right to the city and the right to housing for a great number of people into question.

During my PhD (current research), I expanded the scope of my multi-scalar research to include a diverse mix of (new) policies to facilitate/promote privileged mobility and thus access to Greek/ European territory (i.e. digital nomads, non-Greek pensioners, High-Net-Worth Individuals). My PhD research (to my knowledge) is among the few ones that attempts to explore privilege as a conceptual term in the framework of mobility and migration. The paper delves into the concept of privileged mobility, a rather understudied area, its manifestations in Greece through the changes in policy and legal framework, as well as how the (in)ability to move as a key resource in today’s complicated world can lead to socio-spatial inequalities. Drawing from an extensive list of sources (e.g. academic, media, laws, policy documents, CSOs’ reports, annual reports from relevant businesses/agencies) and using Greece as case study, the paper aspires to contribute to the scientific and policy dialogue elaborating on a thorough mapping (not exhausting though) of privileged mobility policies in contrast with policies and laws that restrict mobility to asylum seekers and/or other potential migrants (i.e. mixed migration flows). Overall, the paper argues that this continuously shifting context, “favouring” privileged mobility/migration, leads to significant socio-spatial inequalities especially on people’s ability to access rights and resources.
