From an unattested stem of unknown origin + -r (obsolete frequentative suffix). For the suffix, compare the verb csavar (“to twist, turn”).[1]

kavar

  1. (transitive) alternative form of kever (“to stir, to mix”)
  2. (transitive) to create, cause, stir up (scandal, outrage, storm etc.)
  3. (transitive, slang) to meddle in or manipulate personal relationships
  4. (transitive, slang) to be dating or in a romantic/sexual relationship with someone
