Over the past decade, performance information has been widely available to citizens along with th... more Over the past decade, performance information has been widely available to citizens along with the expansion of e-government, which has magnified communications between citizens and government as well as citizen direct participation in government business. If citizens are informed more about government performance, citizen trust in government should improve. However, there is, in effect, little use of performance information by citizens, since availability to citizens is not very visible. To disseminate the results of performance measurement effectively, government should pay attention to the improvement of performance measurement systems and performance reporting systems with citizen-centered approaches. User-friendly reporting should not just simplify the multi-layers of performance measurement for improving performance itself. Over time, several researchers have observed that military organisations and personnel are not st... more Over time, several researchers have observed that military organisations and personnel are not studied in public administration. This study synthesises the state of knowledge regarding the place of military organisations and personnel in empirical public administration research in thirty-one journal articles published from 1978 to 2019. The 71 empirical articles published in the past four decades focused mainly on human resource (HR) management of veterans and procurement contracts rather than on current members and military organisations. Public administration researchers, particularly outside the United States, are not studying active military personnel and the function of military organisations. Our argument is that, in our collective view of the state, we tend to disregard the state’s punitive or security missions, especially if they are foreign rather than domestic. Abstract Despite calls for an evidence-based focus on outcomes as a way to enhance accountability... more Abstract Despite calls for an evidence-based focus on outcomes as a way to enhance accountability for public performance, findings from a prior study suggest that the public may be more impressed by high frequency (low cost) but ambiguous outputs (such as people served) rather than more meaningful but costly outcomes (causal effects). We attempt to replicate and extend the investigation of this output bias through a pair of survey experiments involving judgments about two evidence-based, highly effective social programs: one, an HIV/AIDS prevention program (adapted from the prior study), the other, a program for special needs high school students (Check and Connect). Our findings confirm that respondents viewed both programs more favorably when given information about mere outputs (people served) in comparison with more rigorous outcomes (causal effects). We then tested an extension of the Check and Connect experiment in which we modified the framing of cost and performance information in ways that reduced the tendency toward an output bias. We speculate on the possible mechanism that may lead to an output bias, and we discuss the implications of our findings for evidence-based public policy and management.

Law enforcement agencies are increasingly using facial recognition technology to scan a database ... more Law enforcement agencies are increasingly using facial recognition technology to scan a database of photos maintained by Federal Bureau of Investigations (FBI). Currently 21 states, though not New Hampshire, share Department of Motor Vehicles (DMV) data with the FBI in support of its effort to build a massive database of over 400 million photos to which it applies facial recognition technology. Between May 2017 and April 2019, the FBI's Criminal Justice Information Services Division received 152,565 facial recognition search requests from law enforcement agencies. 1 Moreover, U.S. Immigration and Customs Enforcement has combed DMV databases with facial recognition technology to identify undocumented immigrants. 2 We wanted to know how New Hampshire residents would feel about having their driver's license photos shared with the FBI and whether certain reasons to share photos would be more convincing than others. In our polling, we used language from the typical agreement that the 21 states have with the FBI to describe three reasons to share driver's license photos: Services Unit to advance active FBI Investigations about known or suspected terrorists. In this research, we extend Wake Carroll and Kpessa's (2007) work to see if the themes found in Canadian Public Administration (CPA) for the 2008-2016 period are in line with the topics published for the 2000-2006 period. We also compare the contemporary topics published in CPA to the Australian Journal of Public Administration (AJPA). We then surveyed Canadian public servants about their interests. Our results show that they express more interest towards the themes published in CPA in the last decade than during 2001-2006, and more interest than the ones published in AJPA in the last decade. Sommaire : Une caractéristique marquante de l'administration publique canadienne consiste dans l'originalité du traitement des sujets. ABSTRACT Contrarily to most studies of the antecedents of public service motivation (PSM) focusin... more ABSTRACT Contrarily to most studies of the antecedents of public service motivation (PSM) focusing on the proximal work environment or personal characteristics, we seek to explore plausibly important deep antecedents of PSM that lie in the formative years of a person’s upbringing. Using an online survey of public service professionals that asked detailed background questions, we find that three deep antecedents are associated with lower overall PSM and its constitutive elements: growing up in a religious family, growing up in a family with a conservative point of view, and (surprisingly) being raised by a parent who served in the military.

The sustainability assumption -that once a department, ministry or agency adopts performance meas... more The sustainability assumption -that once a department, ministry or agency adopts performance measurement tools, it will stay that way- undermines the analyses of performance reforms and performance management practices. The results from analyzing longitudinal descriptive evidence from a unique dataset in a Canadian province are that the implementation and the stability of performance tools uses within ministries and agencies contradicts the sustainability assumption. Mazmanian and Sabatier’s (1989; 1980) cumulative incrementalism scenario is not observed; there is much volatility in performance management from former adopters. Performance management might be much more volatile than practitioners and academics realize.

Abstact We study the occurrence of performance management in a provincially mandated, yet flexibl... more Abstact We study the occurrence of performance management in a provincially mandated, yet flexible, municipal performance regime in Quebec. Statistical analyses of the determinants of general, management, budgeting and reporting uses of performance information are performed for 321 municipalities. We combined perception data of uses and internal characteristics with archival data on socioeconomic and political characteristics and performance of municipal services. Our results reveal that the propensity of using performance information is not affected by operating in a small municipality or evolving in a hotly disputed political environment. The strongest predictors of performance management are performance and managerial attitudes facing performance measurement. Sommaire Nous etudions la frequence de l'utilisation des indicateurs de performance dans un regime de performance municipal au Quebec, prescrit par la province, mais souple. Des analyses statistiques des determinants de l'usage de l'information sur la performance a des fins generales, de gestion, de budgetisation et de presentation de rapports ont ete realisees pour 321 municipalites. Nous avons combine des donnees de perception des usages et des caracteristiques internes a des donnees d'archives sur les caracteristiques socioeconomiques et politiques et sur la performance des services municipaux. Nos resultats revelent que la propension a utiliser les renseignements sur la performance n'est pas affectee par le fait que l'on fonctionne dans une petite municipalite ou que l'on evolue dans un milieu politique tres litigieux. Les plus forts indicateurs previsionnels de gestion de la performance sont les attitudes a l'egard de la performance et des gestionnaires auxquelles fait face la mesure de la performance.

Purpose – The purpose of this paper is to better understand the performance improvement outcomes ... more Purpose – The purpose of this paper is to better understand the performance improvement outcomes that result from the interaction of a performance regime and its context over more than a decade. Design/methodology/approach – A series of partial free disposable hull analyses are performed to graph variations in performance for 13 services in 444 municipalities in one province for over a decade. Findings – There are few examples of mass service improvements over time. This holds even for relative bottom performers, as they do not catch up to average municipalities over time. However, there is also little proof of service deterioration during the same period. Research limitations/implications – A limitation results from the high churning rate of the indicators. The relevance of refining indicators based on feedback from practitioners should not be dismissed, even if it makes the task of proving performance improvement more difficult. Individually, such lists are impressive: collectively, they are imposing. In this article, productivity barriers noted in a wide variety of public sector sources are compiled for purposes of reviewing the significance of each and considering their collective ability to thwart productivity gains. Although most barriers are applicable to all levels of government, some, such as those involving intergovernmental relations, have effects differing from one level to another. All are presented here from the perspective of local governments.

Public managers operate in an environment characterized by a negativity bias fostering blame avoi... more Public managers operate in an environment characterized by a negativity bias fostering blame avoidance. In public reporting, blame avoidance can take the shape of omission, discretion, and arguments for limiting blame. Unique data on reporting from Quebec's Municipal Management Indicators regime are used to study the occurrence of a reporting strategy of blame avoidance whereby public managers provide justifications with their indicators so as to report their performance in a favorable light. The study tests two hypotheses that the use of justifications in reporting is more frequent with lower-performing public agencies. Municipalities with lower performance (internally benchmarked) tend to provide stakeholders with justifications in their reporting on indicators significantly more often than do other municipalities. Blame avoidance behaviors on the part of public managers are witnessed even in a regime with few incentives, no consequences linked to performance, and limited transparency to citizens.

Large swaths of research about accountability still focuses on scarcely read annual reports as video footage of police encounters are watched and discussed by citizens regularly. In this Element, we seek to further a predictive model of accountability by understanding the norms and expectations associated with the implementation of Body-Worn Cameras. Specifically, this research examines when police departments release, or do not release, footage to the public and the expectations civilians have about the release of that footage. Indirectly, the norms and expectations associated with this technology have broad implications for societal values and the relationship between civilians and law enforcement. Our results reveal that the propensity of using performance information is not affected by operating in a small municipality or evolving in a hotly disputed political environment. The strongest predictors of performance management are performance and managerial attitudes facing performance measurement. Sommaire Nous etudions la frequence de l'utilisation des indicateurs de performance dans un regime de performance municipal au Quebec, prescrit par la province, mais souple. Des analyses statistiques des determinants de l'usage de l'information sur la performance a des fins generales, de gestion, de budgetisation et de presentation de rapports ont ete realisees pour 321 municipalites. Nous avons combine des donnees de perception des usages et des caracteristiques internes a des donnees d'archives sur les caracteristiques socioeconomiques et politiques et sur la performance des services municipaux. Nos resultats revelent que la propension a utiliser les renseignements sur la performance n'est pas affectee par le fait que l'on fonctionne dans une petite municipalite ou que l'on evolue dans un milieu politique tres litigieux. Les plus forts indicateurs previsionnels de gestion de la performance sont les attitudes a l'egard de la performance et des gestionnaires auxquelles fait face la mesure de la performance.

Design/methodology/approach – A series of partial free disposable hull analyses are performed to graph variations in performance for 13 services in 444 municipalities in one province for over a decade. Findings – There are few examples of mass service improvements over time. This holds even for relative bottom performers, as they do not catch up to average municipalities over time. However, there is also little proof of service deterioration during the same period. Research limitations/implications – A limitation results from the high churning rate of the indicators. The relevance of refining indicators based on feedback from practitioners should not be dismissed, even if it makes the task of proving performance improvement more difficult. Individually, such lists are impressive: collectively, they are imposing. In this article, productivity barriers noted in a wide variety of public sector sources are compiled for purposes of reviewing the significance of each and considering their collective ability to thwart productivity gains. Although most barriers are applicable to all levels of government, some, such as those involving intergovernmental relations, have effects differing from one level to another. All are presented here from the perspective of local governments.

Public managers operate in an environment characterized by a negativity bias fostering blame avoi... more Public managers operate in an environment characterized by a negativity bias fostering blame avoidance. In public reporting, blame avoidance can take the shape of omission, discretion, and arguments for limiting blame. Unique data on reporting from Quebec's Municipal Management Indicators regime are used to study the occurrence of a reporting strategy of blame avoidance whereby public managers provide justifications with their indicators so as to report their performance in a favorable light. The study tests two hypotheses that the use of justifications in reporting is more frequent with lower-performing public agencies. Municipalities with lower performance (internally benchmarked) tend to provide stakeholders with justifications in their reporting on indicators significantly more often than do other municipalities. Blame avoidance behaviors on the part of public managers are witnessed even in a regime with few incentives, no consequences linked to performance, and limited transparency to citizens.

Large swaths of research about accountability still focuses on scarcely read annual reports as video footage of police encounters are watched and discussed by citizens regularly. In this Element, we seek to further a predictive model of accountability by understanding the norms and expectations associated with the implementation of Body-Worn Cameras. Specifically, this research examines when police departments release, or do not release, footage to the public and the expectations civilians have about the release of that footage. We examine the various whistleblowing regimes in Canada which, across 13 provinces and territorie... more We examine the various whistleblowing regimes in Canada which, across 13 provinces and territories and a single federal government, exhibits theoretically interesting variation on procedures, incentives and protections that are well positioned for comparative analysis. Drawing on a panel of Canadian public servants, we conducted a survey with both descriptive and experimental dimensions to identify and measure knowledge and confidence in the context of diverse whistleblowing regimes, and how that relates to perceptions of the legitimacy of unauthorized public disclosures. We find that confidence is high among public servants despite variation in the structure of whistleblowing regimes, is enhanced when respondents know the number of reported wrongdoings and their results, and that greater knowledge of whistleblowing protections delegitimizes unauthorized public disclosures (e.g., leaking to the media) of alleged wrongdoing.

Two studies evaluated the uses of data, measurement models and internal validity of the U.S. government’s Federal Employee Viewpoint Survey (FEVS), and none on the use of PSES data. The article reviews studies that used Canadian PSES data to promote social science research and seeks to stimulate discussion of PSES's future and opportunities for strategic human resources research in Canada. As public sector work environments continue to embrace the digital governance revolution, questio... more As public sector work environments continue to embrace the digital governance revolution, questions of work surveillance practices and its relationship to performance management continue to evolve, but even more dramatically in the contemporary period of many public servants being forced to shift to remote work from home in response to the COVID-19 pandemic. This article presents the results of three surveys, two of them population-based survey experiments, all conducted during the onset of the COVID-19 pandemic in Canada that compare public servant (n = 346) and citizen (n = 1,008 phone; n = 2,001 web) attitudes to various cutting-edge—though no doubt controversial among some—digital surveillance tools that can be used in the public sector to monitor employee work patterns, often targeted toward remote working conditions. The findings represent data that can help governments and public service associations navigate difficult questions of reasonable privacy intrusions in an increasing digitally connected workforce.

Evidence for Practice

New work surveillance technologies are available to use within the public sector and will present acceptability challenges to public managers as they contemplate the introduction of these technologies.
Multimodal survey data from Canada reveals that public servants and citizens find these emerging work surveillance technologies to be quite intrusive and unreasonable but show relatively more tolerance for digital surveillance over physical surveillance practices.
Understanding surveillance anxieties among targeted employees will be key to finding a balance between employee privacy rights and employer desires to manage employees in a remote or digital environment.

En revanche, ces modèles ne détaillent pas la pluralité des stratégies possibles. Une démarche accessible aux répondants en éthiques des organisations du service public et facile à intégrer dans un plan d’action stratégique est présentée dans cette recherche. Notre objectif est de permettre à des intervenants ou répondants en éthique de s’inspirer de cette démarche testée avec des organisations publiques. Pour atteindre ses objectifs, la démarche d’évaluation s’appuie sur une approche de méthodologie mixte : 1) deux questionnaires en exemplaire unique pour cartographier le système de protection de l’intégrité et de promotion de l’éthique ; 2) des sondages électroniques sur l’efficacité du système de protection de l’intégrité et de promotion de l’éthique ; 3) des entrevues semi-dirigées sur l’efficacité du système de protection de l’intégrité et de promotion de l’éthique.

The rise of professionalism within the nonprofit sector has transformed the sector’s reliance on ... more The rise of professionalism within the nonprofit sector has transformed the sector’s reliance on well-meaning volunteers to paid professionals. While the professionalization of the nonprofit workforce is likely to continue, nonprofits are increasingly challenged for their inability to pay competitive wages. Our study argues that a social expectation for nonprofit employees to forgo some of their wages influences the donative labor narrative, which in turn impacts low nonprofit wages. We present data from an online survey experiment of executive directors at 467 nonprofits, along with their organizations’ Form 990 filings, to contrast socially biased attitudes and genuine views toward the donative labor hypothesis. The findings illustrate that the donative labor narrative should be understood as a result of social expectations for sacrifice of nonprofit employees, rather than a simple outcome of supply and demand in the labor market. We discuss the need to reframe the widespread donative labor narrative.

First and foremost, we look at the number of Canadian studies in recent systematic literature reviews in public administration journals. Second, we compare Australian and Canadian journals as to their connection to the top 70 articles in public administration. Third, we compare the relative impact factors between the Canadian and Australian journals in public administration and other social sciences. Our results show that contemporary Canadian studies have limited influence in the international scholarly community.

The scholarly field of public administration has long embraced emergency management as a distinct... more The scholarly field of public administration has long embraced
emergency management as a distinct area of inquiry, producing a
substantial body of both conceptual and empirical research. However,
not all emergency incidents are alike. Larger-scale crises and disasters
differ in substantial ways from more “routine” or “everyday” services.
We examine and report on the latter, focusing on the conceptual and
empirical treatment of routine emergency services in 19 US-based
public administration journals from 1999 to 2013. This stock-taking
article describes the service focus; the focal topic and purpose of the
research; the conceptual or empirical orientation, the unit of analysis,
sampling logic and sample size, and data collection sources and
methods. Findings indicate that most articles focus on the policing and
law enforcement as opposed to fire and emergency medical services.
Research foci generally include mainstay topics like human resources,
organizational behavior, management, and professionalism, though
some focus on topics more specific to these services like community-citizen interactions. This body of existing research is largely
exploratory in nature, and primarily uses quantitative data. Directions
for future research and concluding comments are provided.

This is a descriptive longitudinal case study of Ontario’s Municipal Performance Measurement Prog... more This is a descriptive longitudinal case study of Ontario’s Municipal Performance Measurement Program that examines what happens in the interaction between performance regimes and public agencies. Specifically, from internal databases, archives, and public documents, this study tests propositions of compliance and benchmarking theories with all 444 municipalities in Ontario. Contrary to expectations, there is little evidence that compliance eventually declines for medium to large municipalities; compliance of small municipalities declined for a stretch of years, before being reversed. In addition, we find limited evidence of widespread organizational learning through benchmarking in this intelligence regime.

This paper is an analysis of the municipal performance measurement systems in Ontario and Quebec ... more This paper is an analysis of the municipal performance measurement systems in Ontario and Quebec affecting about 2/3 of all Canadian citizens. The article describes these two systems; how the systems came to be, their goals, types of indicators, accountability and reporting requirements, data analysis, and requirements for performance reporting. After a discussion of the broad literature related to municipal performance measurement both globally and in Canada, the two cases are described in terms of political background, system components, measurement requirements, and reporting requirements. Analysis of these systems then follows comparing the two systems which are similar but unique in significant ways. This analysis has implications for these provinces as well as other jurisdictions with, or considering, mandated municipal performance systems.

Cette étude fait un état des lieux systématique et comparé, sur une décennie, des méthodes de recherche publiées dans deux revues nationales en administration publique. Les recherches publiées en Administration publique au Canada, ainsi qu’en Australie, semblent en décalage sur la communauté mondiale en Administration publique au plan méthodologique. Notre revue systématique révèle toutefois peu de différences entre les deux revues : les entrevues et analyses qualitatives de contenu sont courantes dans les deux échantillons, mais les techniques quantitatives utilisées demeurent élémentaires. Il s’agit d’une particularité qui n’est pas partagée avec la recherche en science politique canadienne.

This study synthesises the state of knowledge regarding the place of military organisations and personnel in empirical public administration research in thirty-one journal articles published from 1978 to 2019. The 71 empirical articles published in the past four decades focused mainly on human resource (HR) management of veterans and procurement contracts rather than on current members and military organisations. Public administration researchers, particularly outside the United States, are not studying active military personnel and the function of military organisations. Our argument is that, in our collective view of the state, we tend to disregard the state’s punitive or security missions, especially if they are foreign rather than domestic. Another explanation is that accessing military personnel and organisations involves negotiating restricted access. Our collective neglect of studying the military deprives the field and students of good practices that may be replicable in civilian organisations.

Electronic performance monitoring is expanding rapidly in public and private sector environments ... more Electronic performance monitoring is expanding rapidly in public and private sector environments amidst evidence that when privacy concerns are raised by employees in arbitration and judicial proceedings, there is limited empirical foundation for what constitutes a reasonable expectation of privacy among everyday citizens. This study replicates and expands on Rainie and Duggan’s U.S. study of the acceptability of facial recognition-enabled camera surveillance in the workplace with three separate Canadian survey sample populations. We find that private sector workers tolerate cameras in the workplace more than public sector workers and that the younger age cohort, for both private and public sector workers, is more likely to tolerate cameras in the workplace than the older cohort. Further, through analysis of qualitative comments among those ambivalent about camera surveillance at work, we find that concerns over transparency, safety and authoritarianism were the most frequent themes. These results point to the considerations employers must face for surveillance practices to be viewed as reasonable by employees in both public and private sectors.
