Der Spiegel-Online-Kolumnist Sascha Lobo (2021) bemerkte Ende vergangenen Jahres in einem Essay, ... more Der Spiegel-Online-Kolumnist Sascha Lobo (2021) bemerkte Ende vergangenen Jahres in einem Essay, dass die Globalisierung sich als "überraschend störanfällig" erwiesen habe. Preissteigerungen, Lieferengpässe, politische Verwerfungenall dies habe dazu geführt, dass die Weltwirtschaft labil geworden sei, ja, die Globalisierung sei "irgendwie kaputt". Mit dieser Sichtweise ist der Autor nicht allein. Die Globalisierung sei im "Rückwärtsgang", so der Titel eines aktuellen Features im Deutschlandfunk (Becker 2022). Ein Großteil der Öffentlichkeit stehe der Globalisierung überwiegend kritisch gegenüber. Dies ist das Ergebnis einer aktuellen repräsentativen Umfrage im Juli 2022. Heute sehen nur noch 35 % der Deutschen die Globalisierung als Chance. 61 % sehen sie sogar als Risiko. Fünf Jahre zuvor war das Verhältnis fast umgekehrt: Im Juni 2017 bewerteten noch über 60 % die Globalisierung als positiv, weniger als 40 % sahen sie als Risiko (Bidder 2022). Die Diagnose einer "gescheiterten Globalisierung" (Flassbeck und Steinhardt 2018), einer "gefesselten Globalisierung" (Menzel 2021) oder eines "globalization backlash" (Crouch 2019) hat mittlerweile auch Einzug in der einschlägigen wissenschaftlichen Literatur gehalten. Die globalisierungskritische Konjunktur in den Sozialwissenschaften hat durch die COVID-19-Pandemie und die russische Invasion in der Ukraine einen weiteren Schub bekommen. Denn die Abhängigkeiten und Störpotenziale, die durch die internationale Arbeitsteilung geschaffen wurden, sind heute deutlich sichtbar. Die Krisenphänomene äußern sich in verschiedenen Bereichen wie Lieferengpässen an Halbleitern aus Ostasien oder mangelnder Versorgungssicherheit mit (russischem) Erdgas. post-dictatorship Chile. Since the 1990s, the Mapuche struggle has
increasingly turned into a violent conflict over land usage and
environmental degradation. By referring to theories of global capitalism and
political ecology, we show how forestry extractivism has shaped the
Mapuche struggle. Based on extensive fieldwork in the region of La
Araucanía, we analyze how different forms of inequalities including social
marginalization, cultural repression, and ecological inequalities have led to
discontent. In reaction to this multi-dimensional discontent, the Mapuche
have developed indigenous forms of ‘collective bargaining by riot’ by
attacking the local extractivist network. We identify the transnational forestry
industry as a major driver of conflict and discuss the limits of Chile’s
extractivist model.

Datensätze zeigen, dass sich das Modell aus Zentrum, Semiperipherie und Peripherie bei der Impfstoffverteilung und -produktion reproduziert. Die asymmetrische Verteilung von Ressourcen zur Bekämpfung der COVID-19-Krise übersetzt sich in hierarchisch strukturierte Impfstoffwelten, die sich zu Schauplätzen geopolitischer Konflikte um Impfstoffproduktion und -distribution entwickelt haben, auf denen insbesondere amerikanische, europäische und chinesische Herstellerfirmen um Einflusssphären und Absatzmärkte konkurrieren.

It has become a commonplace belief among academics and trade union officials that globalization h... more It has become a commonplace belief among academics and trade union officials that globalization has weakened trade unions. However, the expansion of global capital has also led to a rise of transnational labor organizing. Since the 2000s, Global Union Federations have developed different strategies to tackle the challenges of globalization. In this article, we analyze two such forms of transnational organizing: A network-based and an event-based form of organizing. While the network-based approach brings together unions from different countries in a company or industry-wide cross-border network, the event-based strategy is built on the engagement of the GUFs at large international events to wage local struggles with a lasting impact on labor relations. The article traces the political economy and labour relations in East Thuringia, a ‘post-growth r... more The article traces the political economy and labour relations in East Thuringia, a ‘post-growth region’ in East Germany with a structurally weak periphery and a declining populace. We argue that the regional decline results from a process of peripheralization which has led to economic stagnation and a shrinking population, and also has fostered political discontent. By drawing on a regional survey, an intensive case study at a manufacturing site and qualitative interviews with policy makers, managers, works council members and employees, we analyse how peripheralization has impacted labour relations and politics in a shrinking region. We discuss our findings by referring to current political sociology debates on the rise of right-wing populism and the scientific discussion on post-growth, as well as recent approaches of critical geography and development sociology. La dinámica de apropiación y ocupación del territorio ha significado un incesante conflicto y tensión entre sus actores durante cuatro siglos de historia. Sin embargo, ha sido en los últimos 140 años que el Estado chileno ha afirmado la incorporación del territorio a su ordenamiento nacional, generando un proceso de desterritorialización y re-territorialización, lo que ha involucrado un conjunto de conflictos con serias consecuencias para su población. "The 2008 global financial crisis and the subsequent Eurozone crisis triggered dramatic chan... more "The 2008 global financial crisis and the subsequent Eurozone crisis triggered dramatic changes in European labour relations. Unemployment and precariousness increased considerably. This was further exacerbated by austerity measures, leading to declining minimum wages and layoffs in the public sector. These structural changes varied considerably by country but collectively pose challenges to organized labour as they confront neoliberal restructuring. Concurrently, recent social struggles continue to develop with unemployed and precarious workers playing a major role as protest actors. Focusing on the triangular relationship of precariousness, trade unions and social movements, this book draws on a range of exciting cases, both comparative and country case studies, in order to understand how the shadow of the crisis still haunts organized labour in Europe. The chapters in this collection each offer a unique perspective on how the results of the crisis, in Western, Southern and Eastern Europe, are leading to a variety of new social movements as a consequence of increased precariousness and also how trade unions are attempting to respond."

IG Metall seized the window of opportunity offered by the 2008–2009 financial and economic crisis to consolidate its political influence, and since 2011 has registered a continuous rise in membership. In this article, we analyse the renewal of IG Metall by invoking and adding to the international discussion on trade union revitalisation and by emphasising the importance of leadership in the organisation’s multilevel structures. We argue that organisational renewal and the consolidation of power resources have taken place at various levels of IG Metall. This process was structured by incentives from the union’s national leadership, such as the creation of a central innovation fund. Over the course of the last decade, China has experienced growing labour unrest in many economic ... more Over the course of the last decade, China has experienced growing labour unrest in many economic sectors including electronics, textiles and services. One reason for this is that the All-China Federation of Trade Unions (ACFTU) is not engaged at the shop floor level; it does not represent workers and has failed to organize strikes. Instead, labour non-governmental organizations (NGOs) have stepped in to fill the representation gap and to support striking workers. This article analyses the networks between labour NGOs, other civil society actors such as student activists, and protesting workers in China's Pearl River Delta. The authors show that a new informal network of activists and transnational linkages has emerged in Guangdong Province. They argue that civil society organizations can play a crucial role in supporting workers’ demands in strike actions, presenting a case of successful coalition building in the service sector during a strike by sanitation workers in the University Town Campus of Sun Yat-sen University in Guangzhou. Drawing on a power resource approach and in-depth field research, the authors conclude that the engagement of labour NGOs and other civil society actors in strike actions has the potential to shape labour relations at the level of the firm. However, due to growing state repression, there are limits for emerging civil society actions.

We welcome the five responses to our introductory article published in the May and September 2018... more We welcome the five responses to our introductory article published in the May and September 2018 issues of the Global Labour Journal and thank the editors of the GLJ for providing a platform for a more in-depth discussion of the origins, development and application of the Power Resources Approach (PRA). Our aim is to deepen the debate among critical labour scholars by introducing into the dominant narrative of union decline worldwide examples of innovative trade unionism. PRA is a way of analysing these developments, and we look forward to many more contributions on this, and other ways, of exploring the future of labour. Clearly there are important areas of agreement between ourselves and the comments made on our article. There are also areas where we feel our approach to PRA has been misunderstood, and there are areas of disagreement. Let us deal with the agreements first.

Wir vertreten die These, dass diese Auseinandersetzungen ein Anzeichen dafür sind, dass der soziale Konflikt in Westeuropa zunehmend aufsplittert; es treten vermehrt 'nicht-normierte Sozialkonflikte' auf, die in ihrer Erscheinungsform manchmal eher an vergangene Epochen wie die Hochphase der Industrialisierung im 19. Jahrhundert oder klassische Brot- und Butterkonflikte im späten 18. Jahrhundert erinnern. In Sudeuropa fanden Generalstreiks und Massendemonstrationen statt, neue soziale Bewegungen wie die transnationale Occupy-Bewegung und die spanische Indignados entstanden, gleichzeitig erschutterten stadtische Unruhen im Jahr 2011 Grosbritannien oder im Jahr 2013 Stockholm (Castells 2012; Kraushaar 2012; Gallas/Nowak 2012; Deppe 2013). IG Metall seized the window of opportunity offered by the 2008–2009 financial and economic crisis to consolidate its political influence, and since 2011 has registered a continuous rise in membership. In this article, we analyse the renewal of IG Metall by invoking and adding to the international discussion on trade union revitalisation and by emphasising the importance of leadership in the organisation’s multilevel structures. We argue that organisational renewal and the consolidation of power resources have taken place at various levels of IG Metall. This process was structured by incentives from the union’s national leadership, such as the creation of a central innovation fund. Over the course of the last decade, China has experienced growing labour unrest in many economic ... more Over the course of the last decade, China has experienced growing labour unrest in many economic sectors including electronics, textiles and services. One reason for this is that the All-China Federation of Trade Unions (ACFTU) is not engaged at the shop floor level; it does not represent workers and has failed to organize strikes. Instead, labour non-governmental organizations (NGOs) have stepped in to fill the representation gap and to support striking workers. This article analyses the networks between labour NGOs, other civil society actors such as student activists, and protesting workers in China's Pearl River Delta. The authors show that a new informal network of activists and transnational linkages has emerged in Guangdong Province. They argue that civil society organizations can play a crucial role in supporting workers’ demands in strike actions, presenting a case of successful coalition building in the service sector during a strike by sanitation workers in the University Town Campus of Sun Yat-sen University in Guangzhou. Drawing on a power resource approach and in-depth field research, the authors conclude that the engagement of labour NGOs and other civil society actors in strike actions has the potential to shape labour relations at the level of the firm. However, due to growing state repression, there are limits for emerging civil society actions.

We welcome the five responses to our introductory article published in the May and September 2018... more We welcome the five responses to our introductory article published in the May and September 2018 issues of the Global Labour Journal and thank the editors of the GLJ for providing a platform for a more in-depth discussion of the origins, development and application of the Power Resources Approach (PRA). Our aim is to deepen the debate among critical labour scholars by introducing into the dominant narrative of union decline worldwide examples of innovative trade unionism. PRA is a way of analysing these developments, and we look forward to many more contributions on this, and other ways, of exploring the future of labour. Clearly there are important areas of agreement between ourselves and the comments made on our article. There are also areas where we feel our approach to PRA has been misunderstood, and there are areas of disagreement. Let us deal with the agreements first.

Wir vertreten die These, dass diese Auseinandersetzungen ein Anzeichen dafür sind, dass der soziale Konflikt in Westeuropa zunehmend aufsplittert; es treten vermehrt 'nicht-normierte Sozialkonflikte' auf, die in ihrer Erscheinungsform manchmal eher an vergangene Epochen wie die Hochphase der Industrialisierung im 19. Jahrhundert oder klassische Brot- und Butterkonflikte im späten 18. Jahrhundert erinnern. Als theoretische Prämisse gehen wir davon aus, dass die "Institutionalisierung des Klassenkonflikts" (Geiger), die sich in der Nachkriegsära vollzogen hatte, heute erodiert. In Sudeuropa fanden Generalstreiks und Massendemonstrationen statt, neue soziale Bewegungen wie die transnationale Occupy-Bewegung und die spanische Indignados entstanden, gleichzeitig erschutterten stadtische Unruhen im Jahr 2011 Grosbritannien oder im Jahr 2013 Stockholm (Castells 2012; Kraushaar 2012; Gallas/Nowak 2012; Deppe 2013).
