This growth compensated for the ongoing decline in print books. YTD Journal sales declined mainly due to delayed invoicing, which is expected to be recovered in Q4, and continuing IT problems at our UK based distributor. Overall Brill's revenues including the acquisition of Vandenhoeck & Ruprecht and Böhlau Verlag (V&R) are clearly ahead of last year. Cost of goods sold improved slightly as a result of the migration from print to eBooks. Operating costs were in line with expectations. Year to date EBITDA, operating profit and net profit have developed as planned. The integration of V&R runs according to plan. Both the Brill as well as the V&R teams and staff are now part of one global matrix organization. Various integration projects in IT, production, distribution, publishing and sales are underway. Management closely leads and monitors the integration and is pleased with the progress and the results of the acquired V&R business so far. In August, Brill acquired the journal Folia Primatologica from Karger Publishing, an important addition to our Biology portfolio. At the end of Q3 Brill's Book Archive was launched, a digital archive expanding our eBook list with more than 6,000 back list titles in 2021. The first sales are expected in Q4. FY Outlook The COVID-19 pandemic continues to make market circumstances difficult and unpredictable. In Asia important countries are still in lockdown and (intercontinental) travel is still difficult or impossible, limiting our staff to visit authors, conferences and customers in person. The shortages in the global supply chains are hampering Brill as well, to the extent that this may have a negative impact on the results of the important 4 th quarter and could affect our top-and bottom line negatively.

It relies primarily on the analysis of legal and policy documents, and judgments of national and international courts as well previous literature and empirical studies on South Tyrol. The chapter focuses on the competences of the South Tyrolean authorities and the measures introduced by them as regards integration and inclusion. It also looks at several recent rulings, concerning the Province of Bozen/Bolzano, by the Italian Constitutional Court and the European Court of Justice. The chapter concludes with observations on how to develop a defensible framework for the management of new and more complex forms of diversity at the subnational autonomous level in, but also beyond, the South Tyrolean case that reconciles unity and diversity and that overcomes, at the same time, the traditional 'old–new' minority dichotomy.

This ideological point of view is nonetheless without any legal foundation in France. This paper aims at demonstrating that the genuine rationale and objective of French secularism consist for the State to treat all religions equally. It may even lead, to a certain extent, to the funding and the accommodation of religious needs, in order to guarantee individual and collective expression of religious beliefs. Moreover, non-discrimination law has also become a suitable legal tool to fostering religious pluralism in France.

These different minority categories such as indigenous peoples, national (historical) minorities and migrants tend to fix people to different types or levels of specific protection. The justifications for different treatment are, however, not born in a vacuum or value-free, and they rarely fit seamlessly with real life cases of needs of minorities. Thus, in this article I shall discuss the legitimacy and consequences of the current typology, which divides minorities into different categories. This categorization has direct consequences for the rights people can claim vis-à-vis their governments and the international community. To illustrate the key concerns with the contemporary categorization of minorities, this article presents the case of Roma and their current struggles to fit their claims and needs into the existing minority rights framework.*
