E-mail: yamalov.i@minsvyazrb.ruThe paper considers the results of research and modeling of information technologies (IT) industry growth in the Russian region (Republic of Bashkortostan is taken as an example) stimulated by additional investments in e-learning. Since e-learning requires the development of e-content, investments in education are becoming investments in the business that creates electronic resources. The paper provides an approach to enhance the development of the IT industry on the basis of the investment model of the region’s development.When designing the model, the paper considers three investment sources: 1) investments in the program of citizens and employees e-education, which when implemented will encourage business and educational institutions to extend their services; 2) investments in the IT industry support funds, which are designed to attract foreign investments in the IT industry; 3) investments in the infrastructure and media projects, which provide benefits to IT companies whose developers are living in the region. The model suggests the principle of co-financing from business and government. On the whole these investments were equal, while when comparing the three sources, in certain cases either the public or the private investments were more significant.The principle of co-financing involves more than just investment equality, it involves the measures taken by the government to encourage private investment, too. This factor leads to the fact that all investment sources are connected. Investing in the long-term e-learning program contributes to growth of IT industry. Public-and-private investment funds reduce the risk that, upon completion of support program for IT industry, its development will subside. Support for infrastructure projects, media and research activities in the field of information technologies allows the money to be kept in the region. The model shows that investments in e-learning form the infrastructure typical for SMART-region.

The article is devoted to the investigation of the possibility of increasing the effectiveness of... more The article is devoted to the investigation of the possibility of increasing the effectiveness of the collaboration of experts using network tools for communication during general expert work. It is shown that the use of standard network tools simulating a "common room" on the Internet makes the communication of experts chaotic and uneven. Other situation arises, if in network communication to include workflow elements, when each expert will have his own task, there will be his partners. At the same time, tasks should be based on the competence of experts, related both to their knowledge and their ability to perform analytical or creative functions. In this case, communication becomes more homogeneous, and the effectiveness of general tasks to be solved is higher.

With the digitalization of the economy, the creative component of an organization's activities in... more With the digitalization of the economy, the creative component of an organization's activities increases. Standard business process management methods stop working due to the rise in uncertainty of the task solution time. Currently, there are no effective technologies for managing intellectual activity processes in organizations. The role of collective intelligence technologies for knowledge management in organizations has long been discussed in the literature, but there are still no concrete proposals on implementation. This work aims to show how collective technologies can solve the problems of managing business processes of intellectual activity. The possibility of collective intelligence technologies for increasing labor productivity is demonstrated. Models for distributing tasks by competencies and synergy from collaboration are proposed for this demonstration. The paper shows that competencies are the primary metric that can be used to measure work with knowledge in an organization. But they should also be considered when organizing group activities. A simple model example shows that the correct distribution of tasks by competencies allows you to increase the speed of solving tasks by a group by several times. In real cases, calculations using computing resources are necessary. A model is also proposed that demonstrates increasing the joint activity of a creative employee and an analyst. It is shown that business process management should be supplemented by mapping the competence model and group work options to the stages of business processes. This will allow you to manage the business processes of intellectual activity.

These tasks include or resource planning, or relationship management, or work with a common information content, or ensuring the efficiency of intellectual and creative collective human activity. It is shown that IS in enterprises develop consistently in accordance with this classification. Information systems designed to support human involvement in intellectual and creative tasks can be called human-oriented information systems (HOIS). The basic principles development and operation of HOIS in enterprises are presented.

The paper considers modern forms of flexible organization’s management systems in Russia. The aim... more The paper considers modern forms of flexible organization’s management systems in Russia. The aim of the research is to study the necessity and features of flexible management systems use for self-organization of employees’ work, as well as the consequences of the transition from rigid hierarchies to flexible ones. The author solved the following tasks: he described the formation of a new employee and his political behavior; analyzed the new “shop” structures that have appeared in the Russian Federation and their struggle for social rights. The study described experiments of domestic companies with “turquoise” practices and revealed specific features of self-organization in Russia. Also, the author explored flexible methods used not just in management hierarchies but also to coordinate the implementation of projects, build information structures, as well as to organize the financing of innovations in organizations. The study used the method of comparative analysis of the existing practice of applying digitalization in the economy, as well as theoretical approaches to understanding its essence. As a result, it was shown that industrial enterprises caught in the digital transformation zone had to use flexible management practices for innovative development (at least in terms of their information systems development). Nevertheless, not all of them are universal and lead to increased efficiency. The paper reveals the role of a human factor as the most important component in the innovative company management, since self-organization and implementation of changes require special personality characteristics.

E-mail: bbslavin@gmail.comModern Information and Communication Technologies form an environment for information exchange between people. Moreover, those information environments established for improving business efficiency and those designed for personal use differ quite noticeably. However, recently these technologies have tended to converge. Thus, this very convergence is the subject of the research described in the article.In the course of the research, information environments were compared according to the tasks they accomplish. The first task is to increase self-service, resulting in reduction of costs and time spent on service due to simplification of procedures and their transfer in electronic form. The second task is to improve the access to information, which includes sharing more up-to-date analytic data, information clarity and completeness. The third task is to establish cooperative work for finding solutions and taking decisions and to form an individual's social space. Furthermore, the principles of organizing the information environment were also taken into account: independence from the information processing devices, users rating and access privileges, one-time data input, contextual prompts, intelligent navigation, etc.The research displays that Information Environment Architecture in Business gradually accepts the functionality of social networks. Social networks on their side obtain advanced features for organization of their users' business activities. Cloud technologies play a special role in the convergence of business and social information environments, as they allow for the information services to “get rid” of limitations of office buildings, as does automatization of routine work, making it more communication-directed. Expert networks will also contribute to the convergence of business and social information environments as they are likely to become the basic means of data storage and the source of expert evaluation. The convergence of the tasks and the principles in the information environments becomes the trend for developing not only corporations' computerization but also social networks platforms.

We highlight the fundamental differences of AI from all earlier technological advances, as they are primarily related to its introduction into the human cognitive sphere and generating fundamentally new uncontrollable consequences for society. We provide solid evidence that the leaders of the globalist project are the main beneficiaries of the AI fetish. This is clearly manifested in the works of philosophers who are close to major technology corporations and their mega-projects. We suggest considering the problem of how to use the capabilities of AI to overcome the growing international conflicts and the global crisis. The increasing complexity of corporate digital design, goal setting and management, for which the... more The increasing complexity of corporate digital design, goal setting and management, for which the power of classical scientific approaches to management is insufficient in the digital economy, is noted. In the digital economy, the known principle of the impossibility to automate chaos is replaced by a need for situational control based on providing multi-level fully functional project management using artificial intelligence (AI) and artificial general intelligence (AGI). At the same time, the system of distributed situational centers can become an effective tool for supporting strategic goal-setting. Much that has been done in this field and in the field of AI is of profound significance, but the classical approach to AI cannot embrace the different levels of the subjects' emotions, consciousness, and the collective unconscious. The aspects of breakthrough and disruptive management urgently need to be developed. Attention must be focused on the issue of collective decision making under conditions of uncertainty causes and in unforeseen situations. Priority should be given to the socio-humanitarian and collective cognitive aspects of AI applications. Under these conditions, distributed situational centers system and some methods of AGI become the main cross-cutting digital technologies for ensuring corporate strategic goal-setting in the digital economy.

The international and Russian experience is analyzed. More than 365 civil servants were interviewed in the framework of the study, from specialist to head of the Department. Based on the results of the study, recommendations are given to create a model of competencies of a public civil servant of the Russian Federation. The international and Russian experience is analyzed. More than 365 civil servants were interviewed in the framework of the study, from specialist to head of the Department. Based on the results of the study, recommendations are given to create a model of competencies of a public civil servant of the Russian Federation. The concept of flexible project management and information support of personnel management in the civil service is proposed, the digital panel of monitoring the effectiveness of public civil servants is described. The authors developed a set of indicators of the dashboard, the construction of which is allocated by the Government of the Russian Federation as a priority task.
