Igun (2010:18) opines that “librarians’ role in the global information environment is unique. Notably, the advent of other sources of information like the internet, World Wide Web and even social media has led to a new challenge for librarians to meet the rapidly changing information needs and expectations of the 21st century users. Social Media provides several opportunities to reach and interact with the community. Hence, Social Media and Social Networks have grown astoundingly over the past few years. The advent of computer technology in library in the 70‟s in Nigeria that was greeted with so much reservation had greatly reduced. Technology especially information technology has become part of library routine infrastructures in Nigeria. Singh (2001) and Anyira (2011) the issue of internet has come to stay. One of the off-shoot of internet is web 2.0 which has metamorphosed into Social Networking or Social Media. Social Media’s presence is almost everywhere and the vision of the library within the last few years has been that library services should go to users not necessarily that users should come physically to the library. Social Media is expected to be a veritable tool in achieving this purpose. Technology has been said to revolutionize every aspect of library operations. From the initial time of introducing computers to library to library automation, Information Communication Technology (ICT) in libraries and finally the social networking sites leading to library 2.0 or social library. Social media is a product of web-based or internet technologies and they depend on these online and mobile technologies to operate. The different types of social media are Facebook, blogs, microblogging, YouTube, twitter, Wikis, Mash Up, Digg, Delicious Second Life, Flickr, Picasa, amongst others. This paper explored how libraries and information centers are using Social Media applications in marketing libraries and information services. From the ongoing it is apparent that Social Media is well-recognized and well-accepted forum for marketing library and information services. The growing population of patrons and librarians using Social networking tools is an indication that “it is an ideal vehicle for enhancing the services of libraries to patrons.

In the library context, information includes personal knowledge and external sources such as referrals, interlibrary loan and data banks (Olowu, 2004).The importance of information, especially in the 21st century, cannot be over emphasized.
The increasing relationship between information and the competitive economic advantage of nations and multinationals has given rise to the insatiable need for information. Indeed, in modern economy, some factors of production are tied around information or knowledge: knowledge assets (what people know and put into use) and collaboration assets (whom people interact with to create value) (Wikipedia, 2008). The digital age is characterized majorly with the advent of the Internet, information technology and information explosion which is among the few things humans have built that have transformed the ways of life of man. Developments in information technologies and advances in telecommunications have revolutionized the worldwide information society. New techniques have facilitated rapid transformation of data, information and knowledge into digital form. As a result, there have been significant changes in the ways in which documents and information are being stored, organized, accessed, retrieved and disseminated. These developments have further resulted in the change of approaches followed by the libraries which now have to be more innovative and user oriented.

The progress of modern societies as well as individuals depends a great deal upon the provision of the right kind of information, in the right form and at the right time. Information is needed to be able to take a right decision and also reduce uncertainty. A businessman needs information to be able to improve in his existing business just like a specialist also need information to be up-to-date and well informed in his area of specialization. If information is this valuable, it must be put to proper use, i.e. made available to people or group of people who need it, after ascertaining the groups information needs and seeking behaviour.

This change which is brought about by information and communication technologies has impacted on the mode of providing information services. The traditional methods of information dissemination has given way to electronic means of communication. While the developments and application of ICT in library operations have improved and facilitated the dissemination of information and access, it has equally provided new roles in information provision, dissemination and transfer. The librarian no longer plays a passive role rather he assumes an active role. He is no longer a custodian of books but the gate way to a myriad of information sources.

To deal with the high rate of child abuse, all spheres of societies and organizations should be fully involved. Library as a major part of the society dealing with information archives, communication and research has a substantial contribution to the control and prevention of child abuse. Many factors could cause child abuse. Children who are exposed to their parents’ continued prostitution, criminal activity, drug addiction, and severe alcoholism are very prone to such behaviours as well; and this could be injurious to the moral development of such children. This paper recognizes that children are the future of any nation and if any objective nation is determined to develop and advance there must be provisions in place to protect and encourage the development of these citizens. However, it highlights that child abuse poses a serious developmental and health challenge for countries across the world and has seen an increase in the population of children experiencing one form of abuse or another which range from child labour, kidnapping, molestation, sexual exploitation to mention but a few.

The Management of solid waste is an enormous challenge in developing countries all over the world due to factors like: poverty, population explosion and urbanisation. Studies have shown that information has helped to promote environmental behaviour. Relevant information can help individuals to understand the interaction between resources (natural) and the environment. It is observed that greater knowledge of environmental principles, attitudes and theories of waste reduction through access and use of information can enhance individual's ability to participate in solid waste management. This research seeks to find answers to the following; to determine the level of awareness of environmental information by environmental health workers on waste disposal and the use of information for the hygienic lifestyle of the populace, to determine the effect of access to information by environmental health workers on waste disposal and the use and subsequent dissemination of information for the hygienic lifestyle of the populace. It is from this basis that the research has been embarked on to investigate into the access, use and dissemination of information on solid waste management evident in Minna metropolis for hygienic lifestyle of dwellers in communities (near and far) surrounding solid waste disposal sites in Minna, Niger State. Municipal waste collection, disposal and management of waste and information dissemination and use of proper waste disposal practices were the main focus of this research. Survey and content analysis research methods would be adopted for this study. It is pertinent to conclude as follows: the access, use and dissemination of environmental information by health workers for hygienic lifestyle of the populace has great impact on the overall wellbeing of the people. However, there is still more work to be done by the environmental health workers. It was observed in the study there were inadequate and insufficient information dissemination by the environmental health workers on environmental issues in general and solid waste in particular. There is, therefore, the need for intensive enlightenment campaigns on solid waste management by environmental health workers for public behavioural change.

It has existed in various forms since the late 1960s and evolve to this present 21 st century of information age. It has been known by names such as synthetic environment, cyberspace, artificial reality, simulator technology and 1 so on and so forth before virtual technology was eventually adopted. As a result of proliferation of virtual technologies, the technology has continued to develop applications that are less than fully immersive. Virtual Library is another kind of Digital Library which provides portal to information that is available electronically elsewhere. This infers that the library does not in itself hold content. Librarians have used this term for a decade or more to denote a library that provides access to distributed information in electronic format through pointers provided locally. Libraries are changing and customer demands are changing too. Staffing levels, service models, access to information resources, and services to the public are changing accordingly. Virtual technologies bring us great technologies such as semantic web, cloud computing, mobile devices, new social media applications and new search technologies. Recently, Library 3.0 emerge which refers to libraries using Virtual technologies. The end result of Library 3.0 is collections that can be made readily available to library users regardless of their physical location. Library 3.0 is therefore a virtual complement to physical public library spaces, and ideally will work seamlessly within established public library services and collections. Virtual libraries provide immediate access to a range of resources not available in physical collections/ platforms. Virtual libraries allow unprecedented access to information and idea dissemination. A paradigm shift takes place from libraries as collectors of items to libraries as facilitators of access to all kinds of information, provided by anybody, located anywhere in the world, made accessible at any time to users. The building and sustaining of a virtual library requires sustainable provision of technological infrastructure. This infrastructure includes telecommunication, servers, application platforms and software applications. Telecommunication infrastructure is a major factor in the deployment of Information and Communication Technology (ICT), particularly for the implementation of a virtual library. However, a lot still needs to be done. The lack of a national fiber network backbone infrastructure possess a major constraint to a successful implementation of the Virtual Library. The provision of strong and dependable National fiber will ensure successful and effective virtual library.
