The main issue in this study is related to the complexity of the problem to counteract and prevent Covid-19, such as the existence of a gap between planning and objectives in government policy instruments, lack of public participation, and awareness in supporting government policies in preventing Covid-19. Preliminary observations made by researchers indicate the importance of examining research issues using dynamic governance theory and policy instruments. Metode yang digunakan oleh peneliti adalah metode kualitatif deskriftif dengan teknis pengumpulan data yang meliputi observasi, wawancara dan dokumentasi. This study discusses the emergence of cultural identity changes in the border areas of indigenous peoples '' Rancabango Village '' and the community complex around the Village Rancabango Tarogong Kaler District Garut regency. The focus of the research is on the interaction between Rancabango Village traditional communities, among the community complex as '' newcomers ''. The study found that social relations in the border areas occurred in the form of individual relationships between indigenous peoples ''Rancabango Village'' and other newcomers. These communities are involved in the process of cultural contact, conflict or competition, accommodation, assimilation, adaptation, acculturation, and negotiation in their social interactions. This research confirms that the process of interaction influences the change of cultural identity. The cultural development of indigenous peoples '' Rancabango Village '' in the border area forms a new identity which is a synthesis of a long process of social interaction. The development of indigenous peoples 'identity' Rancabango Village '' and culture established a model for preventing indigenous conflicts.

All of it has become social problems that we still do not have the answer on how to resolve. Thus, based on the matter, character education obviously becomes an important thing to be implemented.
