The man page generated by doxygen-man target is empty.

I cannot confirm this. I think it has something to do with doxygen versions.
Using
%doxygen --version 1.3.4
I can create the following: http://people.redhat.com/bkoz/doxygen/

__gnu_debug::. Remove __policy_ renames.
* docs/doxygen/guide.html: Add dot note.
* docs/doxygen/stdheader.cc: Edit, add files.
