Citizenship is understood and practised as a status that conveys rights, protections, and privile... more Citizenship is understood and practised as a status that conveys rights, protections, and privileges to an individual vis-à-vis a given state. From voting and standing for office to protections against deportation and access to public funds and welfare, citizenship provides a substantive suite of rights that distinguishes insiders (citizens) from outsiders (noncitizen immigrants). And, by establishing formal institutional ties between an individual and a polity, citizenship also designates national membership, where outsiders become insiders to the national political community. The promise of equality among citizens, a sense of status security akin with that of socalled "native" born citizens and enlarged opportunities in the community (such as better access to the labour market) make citizenship valuable and consequential and persuade thousands of migrants each year to embark on naturalisation journeys. In linking status and rights to social and cultural inclusion, citizenship goes beyond a status: it is a membership category that denotes "who belongs" to the national political community. Citizens and would be citizens use it to narrate their identities. The question of "Who gets citizenship?" is indivisible from the question of "Who belongs?" The procedure of naturalisation, where a migrant completes a series of requirements to obtain citizenship, thus becomes synonymous with a process of immigrant integration. Innovative migration governance mechanisms have been rapidly evolving in Latin America in the las... more Innovative migration governance mechanisms have been rapidly evolving in Latin America in the last two decades. More recently, new policies have emerged to address both longstanding and unexpected pressing issues, such as the vast and sudden flows from Venezuela and Central America. Focusing on two main sub-regions (Central and South America) and five main areas of state involvement (irregular immigration, border control, diaspora engagement policies, multilateral management of intra-regional mobility, and forced migration), we revisit the argument that a distinctive Latin American approach emerged at the turn of the century. We document growing policy divergence across countries and subregions, which is rendering the region increasingly in line with global trends.

Más recientemente, han surgido nuevas políticas para abordar tanto los problemas antiguos como otros inesperados y apremiantes, como los repentinos y enormes flujos procedentes de Venezuela y Centroamérica. Centrándonos en dos grandes subregiones —Centroamérica y Sudamérica— y en cinco áreas principales de implicación estatal (inmigración irregular, control de las fronteras, relaciones con la diáspora, gestión multilateral de la movilidad interregional y migración forzada), revisaremos la tesis de que, al inicio del siglo, surgió un enfoque propio latinoamericano. Documentamos la creciente divergencia entre países y subregiones que está llevando a la región a plegarse a las tendencias globales.

Research on transnationalism again and again has shown that as people move, they keep simultaneou... more Research on transnationalism again and again has shown that as people move, they keep simultaneous links to and activities in both their places of residence or dwelling, and their places of origin or ancestry. The immigrants of one place are the emigrants of another. Yet, politicians focus on state policies on either immigration or emigration; on immigrants or emigrants. Academics too, willingly or unwillingly, cater to the categories proposed by politicians and are not only far from conceiving the two under the single frame of migration policy, but add further biases. With few exceptions, those researching in developed countries tend to pay attention to immigration problems and policies of developed countries, while those in developing countries tend to study " the emigration side ". Even though awareness has grown about the emigrant policies of developed countries, the immigration side of policy of many developing countries is often sidelined, as if this was a non-issue for them, even though statistics on world migration have shown for a long time that a sizeable proportion of people movement globally occurs across the " South ". Taken together, the three books reviewed here contribute to gaining a more comprehensive and balanced perspective on migration policy, and do much to dispel the myths that worthy innovations are bound to happen in the West and only echo in the rest-or that normative advancement in migration issues drips naturally from North to South. Latin America is a region which experiences at the same time immigration, emigration, transit and return migration. As such, it is relevant to test and try analyses that remedy the maladies described in the paragraph above. The three books reviewed here provide relief in two important respects: first of all, they show the particularity of Latin America as a region of innovation in migration policy, presently and historically, particularly with regard to the " soft power " of normative innovations in the international arena. Second, and very welcome, they show a deep engagement with more complex migration profiles than the overall " immigrant integration " focus of receiving countries in the " global North " and the power that innovations in non-hegemonic regions can signify, even though all three books reveal inconsistencies in the implementation of such norms.
