What does the pull request do?
Updates our issue template to give a hint about versions to test.
What is the current behavior?
Users tend to only test the version they have installed. Sometimes an issue is already solved in newer versions. This should give a tiny hint to users that may not be aware of this possibility.
What is the updated/expected behavior with this PR?
How was the solution implemented (if it's not obvious)?

- Added unit tests (if possible)?
