Fix translation source coverage (#4690) Route static scope translations through CoreTools.Translate, refresh missing locale entries, and tighten translation status reporting so incomplete languages cannot round to 100%. Remove translation metadata drift enforcement from the PR validation workflow; release jobs can continue refreshing generated metadata.
