Fix UnitTest getting stuck in GitHub Action see game-ci/unity-test-runner#188

• Fix InstallAndSearchLocalPackageSource test
• update to unity 2018.4.36f1
• log running test to find failing test
• change GitHub Action to only execute EditMode tests

In my tests this resoled the "UnitTest getting stuck in GitHub Action" but eventually we need to update unity-test-runner if they improve the logging (mentioned in the issue).
