add an additional WARNING marker in Eclipse Problems View for packages which get the little red icon , indicating that the package is non-empty but is neither in -privatepackage or Export-Package
decorate also Project for excluded packages
now if there is a project with the red eclusion icon, we now also add this icon also to the project. that makes it even more visible.
adjust the warning message to me more human readable and action-oriented
fix markers not always in sync via different approach by synching the markers based on the current persistent state
