Using a decl-specifier-seq pulls in a lot of undesirable
connotations, plus the following text only refers to
individual decl-specifiers (by name), never to the entire
decl-specifier-seq.

Therefore, introduce a new grammar non-terminal
'lambda-specifier-seq'.
